If it stops working, check the lamp and fixture using ordinary safe steps, but do not open the bulb: a CFL is a mains-powered assembly, and its tube contains a small amount of mercury. In most cases, replace the whole lamp and follow local guidance for recycling or disposal.
What is inside a CFL bulb?
A self-ballasted CFL has three main parts: a base that connects to the socket, an insulating housing, and a fluorescent tube that is folded, spiraled or otherwise shaped to fit a compact form. An electronic ballast inside the housing converts incoming power into the conditions the tube needs to start and operate. The ballast is not the tube itself. ENERGY STAR’s archived criteria describe self-ballasted screw-base CFLs, including medium-base lamps with integral electronic ballasts (ENERGY STAR criteria).
How does a CFL work?
The exact circuit varies by lamp design, manufacturer and wattage, but a representative electronic ballast follows several broad stages. Engineering overviews from EE Times, Infineon and STMicroelectronics describe representative functions, not a universal CFL schematic.
- Filter and rectify: The input stage filters electrical interference and converts incoming AC power into DC.
- Switch at high frequency: Electronic switching converts that DC into high-frequency AC for the lamp circuit.
- Preheat and start: A resonant network supplies conditions for preheating the tube’s cathodes and producing the electrical conditions needed to ignite the lamp.
- Run: Once lit, the circuit supports lamp operation. Depending on the design, a controller may sequence soft start, preheat, ignition, pre-run and run.
STMicroelectronics summarizes the ballast’s job this way: “The electronic ballast has two main functions: it has to provide the high voltage needed to start the lamp and it has to supply a constant RMS voltage to the lamp during normal operation.” This describes the circuit’s role, not a consumer repair procedure.

Can you repair a CFL bulb?
For a typical household CFL, replacement of the complete lamp is the prudent choice. The tube, electrode connections or ballast may be involved when a lamp fails, and symptoms alone do not identify which part is at fault. Opening the housing exposes a mains-powered electronic assembly; the available consumer guidance does not establish a safe internal repair procedure.
Do not probe an energized CFL, improvise a capacitor-discharge method, bypass protective components or reuse a damaged tube. Internal ballast work belongs with a suitably qualified person following applicable service information and electrical safety practices.

How to check whether the lamp or fixture is at fault
- Switch off power. Turn off the wall switch before removing the lamp. Let it cool, then grip it by the base rather than pulling or twisting the glass tube.
- Inspect without opening it. If the glass or housing is cracked or damaged, do not reinstall the lamp. Handle it according to local broken-lamp instructions.
- Try a compatible known-good lamp. Check that its base and physical form suit the fixture. If the replacement works, the original CFL was likely the problem; if it does not, the fixture or socket may need attention.
- Stop if the fixture appears damaged. Do not touch exposed wiring or attempt electrical repairs beyond ordinary lamp replacement. Have a qualified person inspect a damaged socket or fixture.
A compatible test lamp is a basic triage step, not a definitive component diagnosis. A dark, flickering or repeatedly attempting-to-start CFL cannot be reliably diagnosed by symptom alone.
Choosing a replacement
When buying a replacement compact fluorescent light bulb—or considering an LED alternative—check more than wattage. Compare the base, lamp shape and dimensions, clearance inside the fixture, and any fixture restrictions. Confirm dimmer compatibility if the lamp is used on a dimmer; not every lamp is designed for dimming. Light output and color preference may also guide the choice.

A compatible LED replacement is an option to investigate, but a new bulb will not fix a failed socket or fixture. ENERGY STAR’s historical program page says its CFL specification was replaced by its broader Lamps specification on September 30, 2014; that program change does not mean CFLs became unavailable on that date (ENERGY STAR CFL history).

CFLs contain a small amount of mercury, so do not crush them or send them to an incinerator. Recycling and disposal rules differ by location: check your local waste authority or environmental regulator for the current route.

ENERGY STAR notes that participating retailers may accept unbroken used lamps. Its trash-disposal advice applies only where state or local rules permit it; the guidance calls for placing the lamp in two plastic bags and putting it in outside trash or another protected outside location. These are conditional options, not universal rules. Follow your local authority’s instructions first (ENERGY STAR CFL recycling guidance).
If a CFL breaks, use the cleanup guidance from the U.S. Environmental Protection Agency and ENERGY STAR; do not assume ordinary sweeping or vacuuming is appropriate. EPA also advises that mercury-containing fluorescent lamps should not be crushed (EPA guidance on mercury-containing bulbs).

Do not confuse a CFL ballast with a fixture ballast
A household CFL’s ballast is a small electronic circuit integrated into the lamp. EPA’s discussion of fluorescent fixture ballasts concerns separate equipment in fluorescent fixtures and says ballasts manufactured through 1979 may contain PCBs; it does not establish that a modern household CFL contains a PCB ballast (EPA information on fluorescent fixture ballasts).
