How Cement Plants Use Solar and Wind Power in Manufacturing

Solar and wind can supply electricity for cement grinding and other plant loads through on-site generation, PPAs, hybrid supply or storage. These approaches cut electricity-related emissions, not clinker process CO₂ or kiln heat on their own.

Cement plants use solar and wind mainly to supply electricity for equipment and operations—not to replace the heat or chemical reactions inside a kiln. A plant may generate renewable electricity for its own use, buy it through a power purchase agreement (PPA), or combine wind and solar supply with flexible operating schedules or battery storage. These choices can reduce emissions associated with electricity consumption, but they do not by themselves eliminate the process CO₂ released when limestone is converted into clinker.

What solar and wind power do in a cement plant

Solar panels and wind turbines generate electricity. Cement plants use that electricity to run electrically powered equipment and site services. Examples include grinding mills, conveyors, emission-control systems, packing and loading equipment, and auxiliary systems. Grinding facilities are especially clear examples in the available company announcements: they use substantial electricity to grind clinker and other materials into cement, and can be supplied through renewable power contracts.

That electrical role is distinct from kiln heat. In clinker production, limestone undergoes a chemical transformation that releases process CO₂, while the kiln also requires thermal energy. Renewable electricity can reduce emissions associated with purchased power, but the examples discussed here do not show solar or wind electricity directly replacing kiln fuel or eliminating process emissions. Cement decarbonization therefore requires a portfolio of measures, including efficiency improvements and separate approaches to process emissions and thermal energy.

The International Energy Agency and OECD describe renewable-based captive generation, renewable power procurement and flexible grinding operations as possible sector strategies, with suitability shaped by economics and local conditions. Their 2018 report also gives historical context: citing earlier data, it reported 216 MW of off-site wind capacity operated by cement companies and 13 MW of solar PV within cement plants in India in 2014. Those figures describe that earlier period, not current capacity. OECD/IEA, Technology Roadmap: Low-Carbon Transition in the Cement Industry

How a cement company can obtain renewable electricity

Captive generation for the plant

With captive generation, a company develops or contracts renewable generation for its own use. Solar arrays may be installed at or near a facility, where land, sunlight, grid arrangements and operating needs allow. The OECD includes renewable-based captive generation among sector strategies. UltraTech, for example, reports investing in solar generation for captive use. A company can pair generation with efficiency measures—such as variable-frequency drives or equipment upgrades—to manage how much electricity the site needs as well as where it comes from.

Buying renewable power through a PPA

A power purchase agreement is a commercial contract under which a plant buys electricity from a generator, utility or energy supplier. The cement company may not own the generating facility. Depending on the arrangement and local electricity market, a PPA can provide access to renewable electricity from a project located away from the plant. The examples below include a wind PPA for Zuari Cement’s Chennai grinding plant and a solar agreement involving Georgia Power for Cemex’s Clinchfield plant.

A PPA’s reported share of electricity demand and its emissions benefit are specific to the contract, plant and reporting assumptions. Contracted supply should not be confused with a guarantee that every unit consumed at the site is physically delivered directly from a particular turbine or panel at every hour.

Combining solar, wind and flexible demand

Solar and wind can complement one another over time, although their output depends on local weather and season. Statkraft describes solar as strongest in daylight and especially productive in summer, while wind can contribute during cloudy periods and often has stronger winter production. This is the provider’s general explanation of its approach, not a guarantee for every site or region. A supplier can combine sources through a hybrid contract to align output more closely with a customer’s year-round demand.

Demand flexibility can also help. Grinding plants may have some ability to adjust when they operate, allowing electricity-intensive activities to shift toward periods when renewable power is available or otherwise advantageous. The OECD identifies flexible grinding operations as a demand-side response strategy; it does not establish that every mill can shift its workload to the same degree. Production requirements, equipment limits, storage capacity and electricity-market rules all affect what is practical.

Adding batteries to dedicated solar generation

A battery can store some electricity generated when solar output is high and discharge it later. Holcim US and TotalEnergies announced a solar-plus-battery project for the Florence, Colorado plant in 2023. The announcement specified a 33 MWdc solar array and 38.5 MWh of battery storage. Those figures describe the project design; they are not interchangeable measures. MWdc is a power-capacity rating, while MWh describes stored energy. The announcement projected an annual reduction of more than 40,000 tons of CO₂ and an offset of over 40% of current energy demand. These were projected outcomes in the 2023 announcement, not independently verified results or a general expectation for other cement plants. The project’s present status is not established here. Plant or agreement Supply arrangement Reported scale, timing and qualifications
Zuari Cement, Chennai grinding plant, India Wind power purchase agreement HeidelbergCement/Heidelberg Materials reported 17,000 MWh per annum through 2026, described as approximately 90% of the plant’s annual electricity demand. The company page estimated annual electricity-related CO₂ savings of 10,000–12,000 tonnes. The stated term ends in 2026; current contract status is not established here. Heidelberg Materials company page
Cemex Clinchfield plant, Georgia, United States Solar electricity agreement with Georgia Power In a 2024 announcement, Cemex US said solar was expected to meet approximately 25% of the plant’s power requirements beginning in 2025. It estimated an annual offset of about 10,000 metric tons of indirect CO₂ emissions. These are announcement expectations, not measured results presented here. Cemex US announcement, 2024
Cemex Poland Wind-and-solar supply under Statkraft’s “365 PPA” Statkraft’s 2026 case page says the agreement covers 30% of Cemex Poland’s electricity consumption for eight years, with supply described as beginning in January 2025. The percentage is for the stated Poland-wide consumption scope, not a stated share for one individual plant. Statkraft case page, 2026
Holcim Florence plant, Colorado, United States Dedicated solar generation plus battery storage, announced with TotalEnergies The 2023 announcement specified 33 MWdc of solar and 38.5 MWh of storage, and projected more than 40,000 tons of CO₂ reduction per year and an offset of over 40% of current energy demand. The present project status is not established here. Holcim US and TotalEnergies announcement, 2023

Reading the reported figures carefully

The Chennai example is expressed as annual energy and a share of one grinding plant’s yearly electricity demand; the company’s page also gives an estimated electricity-related emissions saving. Clinchfield’s figures are expectations in Cemex’s 2024 announcement, including an indirect-emissions estimate. Statkraft’s Poland case describes a contracted share and duration, not a plant-specific power share or measured emissions reduction. Florence’s capacity and storage figures describe a project design, while its demand and emissions figures are projections. Because the examples use different units, scopes and statuses, they do not establish that one configuration is universally larger, more effective or cheaper.

What renewable electricity does—and does not—decarbonize

When renewable electricity replaces higher-emitting grid power or other electricity supply, it can lower a plant’s indirect, electricity-related emissions. The size of that change depends on the electricity source being displaced, the accounting method, the contract and the plant’s consumption. The emissions estimates in the examples above should therefore be read with their stated scope and attribution rather than as reductions in all emissions from cement manufacture.

Clinker production also emits process CO₂ as limestone is chemically transformed, and kilns need thermal energy. The examples described here do not establish that wind or photovoltaic generation has replaced kiln heat. Nor does an electricity PPA alone prove that the underlying process emissions have fallen. For example, Cemex’s Clinchfield announcement characterizes its projected benefit as an offset to indirect emissions. The OECD’s sector pathways treat renewable electricity as one strategy among several, with measures such as energy efficiency and demand flexibility also relevant.

UltraTech identifies grinding mills, conveying, emission-control systems, cement packing and loading, and auxiliary uses as areas where energy consumption optimization matters. It also describes efficiency measures including cooler upgrades, calciner modifications, variable-frequency drives and burner modifications. Those measures address energy use and operations; they should not be conflated with renewable generation. Reducing the amount of electricity needed and changing its source are complementary but distinct actions. UltraTech, Energy

How to assess a renewable-power proposal for a cement facility

There is no universal best configuration established by these examples. A plant evaluating a project needs to compare its load and procurement needs with local renewable resources, grid arrangements, electricity prices, policy and operational constraints. The following questions help distinguish a practical supply plan from a headline capacity figure:

Best Value
Milwaukee 48-22-3104 Inkzall Point Marker, Fine, Black, 4-Pack
  • Milwaukee Ink all Fine Point Marker, Black, 4 Per Pack

  • Hard hat clip- attaches for easy access
  • Quick dry time with reduced smearing and marking
  • What loads are in scope? Identify whether the proposal supplies a grinding unit, a full integrated plant or a company-wide portfolio, and which electrical uses are included.
  • How much demand does it cover? Look for an annual electricity quantity or a clearly defined share of consumption. Do not infer annual coverage from a generator’s MW capacity alone.
  • When is power available? Compare the plant’s operating profile with the expected solar and wind output by time of day and season. A hybrid supply or flexible grinding schedule may help, but actual fit is site-specific.
  • Is storage included? If a battery is proposed, distinguish its power rating from its energy capacity and check what the contract or announcement says it is intended to do.
  • What is the commercial and physical arrangement? Establish whether the project is captive generation, a PPA, utility-provided supply or dedicated generation with storage, and clarify the contract scope and term.
  • What emissions are counted? Separate electricity-related or indirect emissions from kiln fuel emissions and process CO₂. Treat projected savings as projections unless measured outcomes are provided.
  • What is the project status? A press release can describe a planned or announced project. Check whether the source reports construction, commissioning, active supply or only a future expectation before describing it as operating.

Why results differ from site to site

Wind and solar potential varies by geography, while a cement facility’s demand depends on its scale, equipment and production schedule. A grinding plant may have a different electrical load profile from an integrated site that also produces clinker. Local electricity prices, grid rules, policy and contract terms affect the economics of captive generation and PPAs. Storage and operating flexibility may improve the match between supply and demand, but they also depend on project design and operating conditions.

The historical India figures in the OECD/IEA report—216 MW of off-site wind and 13 MW of on-site solar PV in cement plants in 2014—show that companies had adopted both arrangements by that period. They cannot be used to calculate today’s sector-wide renewable share. Similarly, a provider’s explanation of seasonal complementarity is a general rationale for hybrid supply, not site-level proof of dependable output. Plant-specific energy data and current project documentation are needed to judge an individual proposal.

What the evidence supports

Company and supplier announcements show several workable ways renewable electricity can serve cement operations: captive solar generation, contracted wind or solar supply, hybrid wind-and-solar procurement, and dedicated solar paired with battery storage. The clearest cited applications concern plant electricity, especially grinding, rather than direct kiln heat. Reported coverage varies from a high share of one grinding plant’s annual demand to a portion of a larger company’s electricity consumption, but the cases cannot be ranked on one scale because their scope, units and project status differ.

The key distinction is between cleaning up electricity supply and decarbonizing cement production as a whole. Solar and wind can help with the first. They are not, by themselves, evidence that process CO₂ has been eliminated or kiln thermal fuel has been replaced.
