How Building Teams Are Conserving Water Inside Buildings

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Building teams generally get the best results by reducing demand before adding reuse: establish a water-management plan, meter major uses, find and repair leaks, replace inefficient fixtures and equipment, and verify that controls operate correctly. Only after those steps should a project assess graywater or another onsite nonpotable source, because reuse requires storage, treatment, separate piping, maintenance, and local-code approval.

Start with a water-management plan and a measured baseline

A team cannot judge a retrofit without knowing where water enters the building, where it is used, and what the utility bill actually represents. EPA WaterSense commercial-building guidance places planning, metering and submetering, leak detection, repair, and benchmarking at the beginning of the process. The same framework includes equipment-specific operating practices, maintenance tasks, retrofit choices, and methods for estimating savings.

Map the building’s water uses

List every significant indoor demand: toilets and urinals, lavatory faucets, showers, commercial kitchens, clothes washers, cooling equipment, water heaters, janitorial uses, and process equipment. Separate domestic, irrigation, cooling, and other accounts where possible. A main meter gives the building-wide total; submeters can show whether a restroom group, kitchen, tenant area, or mechanical system is responsible for an unusual increase.

Use the baseline to find abnormal consumption

Compare daily or weekly readings with occupancy, operating hours, weather, and production. A building that uses water overnight or during a closure may have a continuously running toilet, failed flush valve, leaking supply line, stuck irrigation control, or mechanical-equipment problem. Record the repair date and the post-repair reading so the team can verify that the baseline changed.

Include routine leak detection

EPA recommends regular leak checks and prompt repairs. Staff should inspect fixture shutoff valves, flush valves, faucet connections, water heaters, pipe joints, pump rooms, kitchens, and ceiling spaces. Automatic alerts can narrow the time between a leak and a work order, but an alert is not a repair program: someone must investigate, isolate the problem safely, document the fix, and confirm normal use afterward.

Upgrade the fixtures that occupants use every day

In the 2010 Building Design + Construction article, Heath Baxa, PE, LEED AP, then project manager and head of sustainable design with M-E Engineers Inc., said, “When it comes to conserving water in buildings, the first step is to look at the plumbing fixtures.” That remains a practical starting point because restroom fixtures are numerous, used constantly, and often replaced during ordinary renovation.

Toilets and flushometer-valve toilets

Older toilets can consume substantial water over thousands of flushes, especially when valves leak or occupants flush repeatedly because of poor performance. EPA’s current WaterSense criteria for labeled commercial flushometer-valve toilets specify no more than 1.28 gallons per flush and a minimum flush volume of 1.0 gallon. Labeled models are independently certified for performance, not merely advertised as efficient.

When selecting a replacement, verify the exact model’s label, bowl-and-valve compatibility, flushometer connection, carrier or wall-hung requirements, drainline conditions, and maintenance support. A lower flush volume is not a successful project if the fixture causes clogs, double flushing, or expensive service calls. EPA advises facility managers with technical questions to consult a plumbing engineer.

Urinals

The 2010 article described efficient urinals, waterless urinals, and sensor-operated flush valves among the options teams specified or considered. It also reported an EPA WaterSense estimate that as many as 80% of the roughly 12 million U.S. urinals then in service used up to five times the federal standard and wasted more than 150 billion gallons annually. Those figures were historical estimates quoted in the 2010 article, not a current inventory or present-day national waste measurement.

For a current project, compare labeled products, required flush volume, cartridge or seal replacement, drainline performance, odor control, accessibility, vandal resistance, and the owner’s maintenance capacity. Waterless systems can remove flush water but introduce consumable parts and cleaning requirements; a conventional efficient valve may be preferable where maintenance coverage is limited.

Faucets and sensors

Teams reported specifying high-efficiency lavatory faucets and sensor-activated faucets. EPA’s current WaterSense product specifications include lavatory faucets. A sensor saves water only when its detection range, activation time, shutoff delay, and mixing controls are adjusted for the room and user behavior.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The 2010 article warned that a sensor faucet can waste water if it activates unnecessarily or runs longer than needed. Check sensors during preventive maintenance: test activation with a normal hand position, confirm immediate shutoff when hands leave, clean the lens, inspect batteries or power supplies, and verify that vandal-resistant settings do not create nuisance cycling. Keep manual override and emergency shutoff procedures available to maintenance staff.

Showers and other restroom equipment

Efficient showerheads were among the technologies listed in the historical article, and EPA’s current labeled categories include showerheads. In dormitories, hotels, athletic facilities, and multifamily buildings, inspect pressure-balancing valves, temperature controls, aerators, and showerhead screens as well as rated flow. A fixture that is technically efficient but uncomfortable can prompt occupants to remove restrictors or run water longer.

Address kitchens, laundry, and process equipment

Indoor savings are not limited to restrooms. The 2010 article listed efficient dishwashers, commercial pre-rinse spray valves, clothes washers, and other lower-flow equipment among the options teams considered. EPA’s commercial best-management practices also cover kitchen equipment.

Commercial kitchens

Measure spray-rinse stations, dish machines, ice makers, steam equipment, and cooling connections separately when kitchen use is large enough to affect the building baseline. Replace worn pre-rinse valves, repair continuously running equipment, and train staff to scrape rather than pre-rinse dishes when the equipment and food-safety procedure allow it. Match a replacement dish machine’s water use, cycle time, sanitation requirements, and throughput to the operation; a nominally efficient machine that needs extra cycles may not reduce total demand.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Laundry and hot-water systems

Efficient clothes washers can reduce both water and the energy needed to heat it. Tankless water heaters appeared in the 2010 list of technologies teams specified, but the water-saving result depends on pipe layout, recirculation controls, fixture demand, and user behavior. Review hot-water recirculation schedules and insulation while avoiding long waits that cause occupants to run taps unnecessarily.

Compare demand reduction with onsite reuse

Fixture and equipment upgrades usually affect a defined point of use. Reuse can replace potable water for an approved nonpotable purpose, but it adds a building-scale system. The 2010 article’s next-step logic was captured by Baxa’s comment that “that’s where things get more complex.”

Graywater sources and uses

The article described graywater primarily as wastewater from bathroom sinks, showers, and clothes washers, reused for toilet or urinal flushing. Jerry Yudelson, PE, MBA, LEED AP, said, “In a large office building, just the water from sinks can be significant on a daily basis, certainly enough to flush many toilets and urinals.” Commercial and multifamily buildings can offer a steadier sink or shower supply than rainwater, but the actual balance must be calculated from occupancy and fixture use.

What a reuse system must add

A designer must provide collection, screening or treatment, tanks, pumps, controls, disinfection where required, overflow and bypass arrangements, and a separate nonpotable distribution system. The project must prevent cross-connections with potable water and provide clear labeling, testing, access, and maintenance procedures. Storage volume should reflect both supply and demand; a large tank does not solve a mismatch if graywater arrives when flushing demand is low.

Why projects stop at the feasibility stage

Julie Paquette, PE, LEED AP, an associate with the Green Integration Group at R.G. Vanderweil Engineers, called system cost and the space for tanks, pumps, treatment, and dual piping “Those are the biggest obstacles.” Jeffrey Gaines, AIA, LEED AP, of Albert Kahn Associates, observed, “Even the mere threat of a construction delay or additional preparation costs frightens many owners from pursuing established alternative water-conservation strategies.”

Those concerns must be tested against the project’s water and sewer rates, available floor area, structural and access constraints, energy use, expected equipment life, installation disruption, staffing, and permit schedule. Local plumbing and health authorities may require special approvals, treatment levels, monitoring, or a designated nonpotable network. The 2010 article’s regulatory discussion is historical; confirm current requirements in the project’s jurisdiction before design or procurement.

Use current product criteria without assuming every product is equivalent

EPA says WaterSense-labeled products are independently certified to be at least 20% more water-efficient than standard products while performing as well as or better than standard products. The current specification list includes tank-type toilets, lavatory faucets, flushing urinals, flushometer-valve toilets, showerheads, weather-based and soil-moisture irrigation controllers, spray sprinkler bodies, and point-of-use reverse-osmosis systems.

Build the project around verification, not a promised percentage

The 2009 BD+C/Professional Builder survey, reported in the 2010 article, found that nonresidential respondents said their firms were using an average of nine to 10 water-saving technologies and expected to use 13 to 14 in the near future. The same survey reported that 21% of AEC respondents said their firms had specified graywater-reuse systems in the preceding two years. These are historical adoption snapshots, not current market shares.

The article also said interior measures in offices and schools could cut overall consumption by 30% or more, with payback as short as three years for some technologies. That is a reported 2010 range, not a guarantee. EPA’s commercial-toilet page provides illustrative scenarios: replacing old fixtures in a 10-story, 1,000-occupant office building could save nearly 1.2 million gallons and nearly $10,000 annually, while a nationwide replacement scenario was estimated at 39 billion gallons per year. These are EPA estimates, not measured outcomes for every building.

A practical implementation sequence

  1. Assign responsibility. Name a facilities owner, plumbing or mechanical engineer, operations representative, and finance contact. Define who can authorize shutoffs, repairs, and capital work.
  2. Collect 12 months of available data. Gather utility bills, meter intervals, occupancy, operating schedules, irrigation records, equipment inventories, and sewer-rate information.
  3. Submeter major end uses. Prioritize kitchens, cooling systems, large restroom groups, laundry, and tenant areas where the main meter cannot explain consumption.
  4. Repair losses first. Fix running toilets, leaking valves, dripping faucets, failed controls, and hidden pipe leaks before calculating retrofit savings.
  5. Audit fixtures and equipment. Record model, rated flow or flush volume, age, condition, compatibility, service history, and replacement constraints.
  6. Select verified upgrades. Use applicable WaterSense specifications and project requirements; obtain plumbing-engineer review for flushometer systems and unusual conditions.
  7. Tune controls and train staff. Set sensor delays, schedules, pressure controls, recirculation, and operating procedures. Give custodians and occupants clear instructions that do not encourage excessive running time.
  8. Re-measure. Compare post-installation readings with a weather- and occupancy-adjusted baseline. Check complaint rates, clogging, service calls, and water quality as well as gallons saved.
  9. Screen reuse last. If demand reduction leaves a substantial nonpotable need, commission a feasibility study covering source volume, demand, treatment, storage, dual piping, cross-connection protection, permits, space, energy, staffing, and lifecycle cost.

Decision table for common conservation measures

Measure Primary benefit Key checks before approval Evidence or qualification
Leak detection and repair Stops continuous, unproductive use Main-meter pattern, submeters, access, alert response, repair records EPA current best-management practice
WaterSense commercial flushometer-valve toilet Reduces gallons per flush while retaining certified performance Model label, 1.28-gallon-per-flush maximum, 1.0-gallon minimum flush, bowl/valve and drainline compatibility EPA current specification; independent certification required
Efficient urinal or waterless urinal Reduces or removes flush water Flush volume or cartridge, odor control, cleaning, replacement parts, drainline performance Options described by the 2010 article; current product and code review required
Sensor faucet or flush valve Limits flow when properly activated and shut off Detection range, run time, power, battery life, vandal resistance, maintenance testing 2010 article and EPA caution that poorly operating sensors can waste water
Commercial kitchen equipment Reduces process water at spray-rinse and dishwashing stations Throughput, sanitation, cycle count, staff practices, pressure, serviceability Addressed in EPA best-management practices and the 2010 article
Graywater reuse Substitutes treated nonpotable water for approved flushing demand Source-demand balance, treatment, tanks, pumps, dual piping, cross-connection controls, space, permits, operations Historically discussed by the 2010 article; local current rules control

Keep operations aligned after construction

Water savings can disappear when a sensor drifts, a flush valve starts running, a filter clogs, or staff bypass an automatic control. Put fixture checks, meter reviews, leak response, treatment-system sampling, and spare-parts inventories into the preventive-maintenance plan. Review abnormal consumption at the same meeting where energy and indoor-environment issues are reviewed, because hot-water use, pumping, treatment, and cooling can shift both water and energy loads.

The durable approach is therefore sequential: measure, repair, replace, tune, verify, and only then reuse. It gives owners a defensible baseline, exposes failures early, and reserves complex nonpotable systems for buildings where their water balance, budget, space, staffing, and regulatory path genuinely support them.
