Builders in India should manage construction and demolition (C&D) waste through the full chain—segregation, storage, transport, recovery or recycling where available, and proper disposal—and check the conditions and local procedures that apply to their particular project. The national starting point is the Construction and Demolition Waste Management Rules, 2016. The title’s reference to the National Green Tribunal (NGT) does not identify a particular case or establish a single NGT direction for every builder.
What rules apply to construction and demolition waste?
The Construction and Demolition Waste Management Rules, 2016 were notified on 29 March 2016 under the Environment (Protection) Act framework. They apply to waste resulting from construction, remodeling, repair and demolition of a civil structure, including building materials, debris and rubble.

This is the C&D-specific national framework; it should not be confused with the broader Solid Waste Management Rules. The rules, CPCB guidance, project approval conditions and directions in a specific NGT proceeding are distinct sources of requirements. The exact obligations and procedures for a site depend on its approvals, location and any applicable directions.

The Central Pollution Control Board’s March 2017 Guidelines on Environmental Management of C & D Wastes address environmental management of C&D activities, including handling, segregation, storage, transportation and disposal, along with dust suppression, noise control, debris management and stakeholder responsibilities. Turn those stages into a project plan before work generates waste.

- Carpenter Pencils with Sharpener: The sharpener is screwed into the top of the work pencil, which won't get lost either. Built-in pencil sharpener that keep the lead with pointed and smooth to Improves line of sight in fine work
- Stronger Solid Lead: This work pencil is matched with a 2.8 mm thick lead , which is much thicker and stronger during the drawing process of construction work, it will not break or damage easily
- Marks on Various Surfaces: 3 colors solid construction pencil can marks on various surfaces, such as metal, plastic, wood, paper etc. Ideals for woodworkers, contractors, craftsmen, builders, merchants and masons
- Identify the waste streams. Estimate the types of material expected from the work and plan how each will be handled. Do not assume all debris can go to the same destination.
- Segregate and store appropriately. Set aside suitable areas and arrangements for segregated waste. Prevent debris from spreading beyond the worksite, and follow the project’s environmental and safety conditions.
- Control dust and debris. Use site controls suited to the materials and work, and check the applicable approval conditions for requirements on dust suppression, noise and debris management.
- Arrange transport and a receiving facility. Confirm who is responsible for collection or transport, which facility will receive the material, and whether it accepts the relevant waste types. Check whether reuse, recycling or another authorized disposal route is available locally.
- Keep required records. Retain the documentation required by the project approvals and the relevant local authority. The cited national materials do not establish one nationwide form or record-retention period for every project.
Which site controls do NGT-hosted project conditions illustrate?
A document hosted by the NGT reproduces conditions for a particular construction project, including measures to cover sand, soil, cement and similar dusty materials stored on site; cover vehicles carrying materials or debris; and keep construction and demolition debris on site rather than dumping it on roads or open spaces outside while awaiting proper disposal. It also directs that C&D waste be managed under the 2016 Rules. These are examples from that project-condition document, not proof of a universal NGT order applying identically to all builders.
A cover can help contain dusty materials or debris during storage or transport, but it does not replace segregation, an appropriate receiving facility, or compliance with applicable transport and disposal requirements.

- Ergonomically Designed: Work in tight areas with a compact design that gets into tough spots
- Both tools are designed to fit into difficult to reach spaces
- Complete a wide range of applications with a high-performance motor that delivers up to 300 UWO, and an impact driver delivering up to 1,400 in-lbs of torque
- Both the DEWALT impact driver and drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas
- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
Who is responsible for the different steps?
Responsibilities are distributed among waste generators, local authorities, CPCB and State Pollution Control Boards (SPCBs). A builder should confirm who is responsible for each step on the specific project rather than assuming the contractor, municipal authority or receiving facility handles the whole chain.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteIn a filing in NGT Original Application No. 662 of 2025, CPCB described the 2016 Rules’ stakeholder duties and referred to mechanisms and guidelines sent to SPCBs and Pollution Control Committees for implementation. That filing is CPCB’s submission in a case, not an NGT ruling. An NGT-hosted respondent affidavit also describes stakeholder roles; an affidavit is a party submission, not a judicial finding.

What should be checked for a specific project?
Before choosing a waste route, compare the requirements and practical arrangements that actually apply at the site:
- Project conditions: Review the environmental clearance, consent, building approval and any other relevant approval conditions for waste, dust, storage and transport requirements.
- Local arrangements: Ask the relevant local authority and SPCB which current procedures and collection or processing facilities apply in the project’s location.
- Waste route: Check whether material can be reused or recycled, or needs another authorized disposal route; do not assume a route is available or preferred everywhere.
- Facility acceptance: Confirm the receiving facility’s authorization and the waste types it accepts before arranging delivery.
- NGT directions: If a particular NGT proceeding is relevant, identify the case and check its actual orders. The broad title alone does not identify a case, site or applicable case-specific direction.
The national framework and CPCB guidance establish the management stages, but the cited materials do not set one universal local collection procedure, threshold, fee or form. Those details must be verified for the project and location.
