The report says the Tamil Nadu Road Development Company (TNRDC) explored replacing that embankment with a bridge. What role has the NGT played?

What do the CPRR environmental documents require?
Environmental impact assessment
The CPRR environmental impact assessment (EIA) calls for construction and excavated materials to be managed so they do not block watercourses or cross-drainage channels. It also describes temporary drainage, sediment-runoff control, and measures to keep construction materials from disrupting natural flow.

Environmental management plan
The project environmental management plan (EMP) says contractors working across or near perennial water bodies must not obstruct or prevent water flow. It also describes dry-season construction near non-perennial streams, advance notice when community use may be affected, interim water supply if access or supply is cut off, approved diversion channels and slope protection, and prior approval for diversions.
These are project-wide safeguards. They provide relevant context, but do not by themselves establish that the proposed Kannigaiper bridge satisfies the requirements or that construction at the crossing is compliant.

What would establish whether water flow is protected?
The key question is not simply whether the crossing is called a bridge. The final arrangement must preserve the relevant flow paths, including the tank’s inlet channel, while accounting for the location of bridge piers and construction activity. To assess the outcome, readers would need the approved drawings and supporting engineering or hydrological assessment, along with the applicable approvals and inspection or compliance information.
