It does not make quantities complete or estimates accurate by itself: results depend on the agreed scope, model requirements, measurement rules, data quality checks and the QS’s professional judgment.
What BIM changes for quantity surveying
Building information modelling (BIM) is useful to cost managers when the model is treated as an organised information source, not simply a 3D picture of a proposed building. Depending on how a project is set up, model information can support the identification and extraction of quantities for estimating and cost planning. The quantity surveyor then interprets those quantities against the project brief, measurement basis and estimate purpose.

The National Institute of Building Sciences (NIBS), in its BIM Use Definitions module for NBIMS-US V4, defines “Generate Estimates” as “A BIM Use to extract project, site, and asset quantity information from model(s) to support the development of project and/or lifecycle cost estimates.” This describes an intended use of model information. It is not a promise that any given model includes every item needed, or that its quantities are ready to price without review.

RICS frames the change as a shift in measurement practice. Its BIM for Cost Managers: Requirements from the BIM Model guidance aims to help QSs and cost managers use model data rather than traditional manual measurement to produce quantities. In practice, BIM can reduce the need to recreate information manually where usable model data exists, while creating a need to agree what that data means and how it will be checked.

Where BIM can support the cost process
Preparing estimates and cost plans
A model may provide information about building elements, the site and assets that can be assembled into a quantity basis for an estimate. The QS can use suitable quantities as inputs, then apply rates, allowances and other estimating judgments appropriate to the project and its stage. The output is still a professional cost prediction: a quantity extracted from a model is not itself a price, and not every cost item is necessarily represented by a model object.
Model-derived quantities are most useful when they are tied to a defined deliverable. For example, the team needs to know whether the QS is preparing an early order-of-cost estimate, a cost plan, detailed measurement or a maintenance estimate. Those purposes have different levels of detail and measurement needs. Without that distinction, a detailed-looking quantity schedule may still fail to answer the cost question the client has asked.
Assessing the effect of design changes
When project information changes, a managed model and data process can help the QS collect, analyse, update, store and exchange cost information. If a revision changes an element or its quantity, the QS can assess the resulting cost implication against the applicable scope and estimate basis, then communicate an updated view to the project team.
This is a way to make the change-and-cost conversation more traceable; it is not evidence that BIM creates a live estimate or prevents overruns. A changed model needs review before its information is treated as a valid cost input. The QS must still determine whether the revision is in scope, whether the relevant information has changed consistently, and whether the cost consequences extend beyond the quantities visible in the model.
Maintaining cost information through the asset lifecycle
Cost information can have uses beyond initial construction estimating. RICS explains that NRM 3 connects capital-cost analysis with whole-life-cycle costing and provides for cost-information transfer from construction teams to asset management. This gives BIM a potential role in organising information for both project and lifecycle cost analysis.

- Ergonomically Designed: Work in tight areas with a compact design that gets into tough spots
- Compact and Lightweight: Both tools are designed to fit into difficult to reach spaces. The 1/4" impact driver has a length of 5.55 in. and weighs just 2.8 lbs, while the 1/2" drill/driver measures only 7.5 in. and weighs 3.6 lbs
- Both the DEWALT impact driver and electric drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas
- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
- Power drill cordless with 1/2" single sleeve ratcheting chuck provides tight bit gripping strength, making bit changes faster and more secure
That potential should not be confused with automatic transfer from a construction model into an operating asset system. The project must define what information is required, how it will be structured and who will maintain it. A model that serves a capital estimate may not, without further agreement and preparation, meet the needs of maintenance planning or asset management.
Define the estimate before extracting quantities
The first practical task is to agree what the estimate must cover and what decision it is meant to support. The QS or cost manager should be involved when the project’s BIM Execution Plan (BEP) and information requirements are being developed. RICS’s 2015 BIM guidance recommends QS/cost-manager involvement in producing the BEP and assumes that project parties agree the tools, processes and standards used to share and reuse data. It warns that an inadequate or missing plan can affect BIM’s success.
Before a quantity extraction begins, document the following for the particular commission:
- Scope: the building, site, assets, work packages, exclusions and estimate boundary to be covered.
- Purpose and stage: the estimate or cost plan required, and the decision it must inform.
- Measurement basis: the rules and conventions against which quantities will be organised and interpreted.
- Information requirements: which model information is expected, in what usable form, and how its suitability will be assessed.
- Exchange and review arrangements: the agreed process for sharing data, recording revisions and addressing gaps or inconsistencies.
These are project decisions, not settings that BIM determines automatically. NIBS distinguishes a BIM Use—the general purpose, such as generating estimates—from the project-specific implementation method and desired outcome. Teams should state the method and outcome they require instead of assuming that every BIM implementation works alike.
Apply the measurement rules that fit the task
Model quantities need to be organised and interpreted against the estimate purpose and applicable measurement conventions. In UK practice, RICS’s New Rules of Measurement (NRM) divide the work into three distinct areas:

| RICS NRM volume | Area covered | Relevance to model quantities |
|---|---|---|
| NRM 1 | Order-of-cost estimating and cost planning for capital building works | Provides the measurement and cost-management basis for early estimates and capital cost plans. |
| NRM 2 | Detailed measurement for building works | Provides the basis for detailed building measurement; model outputs must be reviewed against the relevant rules. |
| NRM 3 | Order-of-cost estimating and cost planning for building maintenance works | Addresses maintenance estimating and cost planning, including the lifecycle context described by RICS. |
RICS describes NRM as standard measurement rules and essential cost-management guidance. Its NRM page says the current suite was reissued in October 2022. It also lists an NRM 3 Logic and Level Table (2026), with explanatory notes published on 16 February 2026. The appropriate volume depends on the work and the purpose of the cost exercise; using model quantities does not remove the need to select and apply the right measurement basis.

Review the model before relying on a takeoff
A BIM quantity takeoff is only as useful as the model information and extraction method behind it. The cited standards establish model quantity extraction as a use for estimating, while emphasising project-specific planning, agreed methods and data quality. They do not establish that an automated takeoff is inherently complete or correct.
A QS reviewing model-derived quantities should check, at minimum:
- Whether the model and its contents match the agreed scope and the estimate’s purpose.
- Whether relevant elements or asset information are present, and whether omissions or exclusions are identified.
- Whether elements are classified and described in a way that supports the required measurement and cost-planning structure.
- Whether the quantity outputs are suitable for the agreed measurement rules, rather than simply available for export.
- Whether revisions have been identified and the information being assessed corresponds to the intended project issue.
- Whether assumptions, gaps and decisions requiring QS judgment are recorded and communicated.
These checks matter because model presence is not the same thing as measurement readiness. A model may be suitable for one purpose or stage and inadequate for another. The project’s information requirements and agreed review process should make that distinction visible to the people using the estimate.
Use BIM to update and communicate costs—not to replace judgment
RICS’s global cost-prediction professional standard, published in its global first edition on 19 June 2024, identifies scope, data, systems and professional expertise as conditions of effective cost prediction. It supports digital technologies for collecting, analysing, storing, updating and exchanging data, while stressing that cost-management professionals’ skills, knowledge and expertise remain critical to consistent, accurate and trusted predictions.

For a QS, that means using the model as one part of a controlled estimating process. Model information may help identify a changed quantity or assemble project data, but professional review is still needed to decide how the information relates to the estimate, what assumptions are appropriate and what needs to be reported. Digital exchange can make an update easier to manage; it does not settle the commercial or measurement judgment involved.
The RICS standard also addresses the International Cost Management Standard (ICMS). Its support for digital data handling sits alongside, rather than instead of, the project’s chosen scope, measurement basis and estimating procedures. A team should make clear how its cost structure and exchanged data relate to the outputs required for that project.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What BIM and traditional measurement do—and do not—establish
The practical distinction is not that one workflow is always accurate and the other is obsolete. BIM can offer a structured route to quantities and updates when the model information is appropriate; manual measurement may remain necessary for information not represented in the model or not usable for the task. The project must decide how the methods fit together.
| Question | Model-supported workflow | Manual measurement workflow |
|---|---|---|
| Where do quantities come from? | From suitable project, site or asset information in the model, if present and extractable for the required purpose. | From the QS’s measurement of the available project information using the agreed rules. |
| What must be agreed? | Model information requirements, extraction method, classification, exchange process and measurement basis. | Scope, source information, measurement basis and the procedure for recording and checking quantities. |
| What still requires review? | Completeness, suitability, scope fit, revisions and interpretation of quantities. | Completeness of source information, measurement and interpretation against scope. |
| What is not guaranteed? | A complete takeoff, accurate estimate, live cost update or prevention of cost overruns. | A complete or accurate estimate without adequate information, rules and professional review. |
This comparison is about workflow responsibilities, not a performance ranking. RICS’s BIM guidance describes an objective of using model data instead of traditional manual measurement for quantities, but the available standards do not establish a universal time saving, accuracy improvement or reduction in project cost overruns.
Choose a project-specific workflow
There is no single toolchain prescribed for every project. The useful questions concern whether the workflow fits the information and cost outputs the team has agreed to produce:

- Can the model quantities be extracted in a format the QS can use and mapped to the project’s classification and measurement rules?
- Is the model information complete and consistent enough for the estimate’s scope and stage?
- How will revisions and cost information be exchanged, checked, stored and updated?
- Does the process fit the BEP, project information requirements and existing estimating or cost-planning workflow?
- Can it support the intended capital, maintenance or lifecycle estimate?
These criteria help a team specify and assess its own workflow without assuming a particular software product or claiming that one approach suits every commission. The NIBS BIM Use framework reinforces the distinction between the general purpose and the project’s method and intended result.
Which guidance is current, and how to read it
RICS’s BIM for Cost Managers: Requirements from the BIM Model, first edition, was published on 11 August 2015 and became effective in August 2015. It is directly relevant guidance for QSs and cost managers using BIM across an asset’s lifecycle, including good practice for measurement outputs. Its age matters: it should be identified as 2015 guidance, not presented as a newly issued requirement. The material cited here does not establish that every detail in that document is a current mandatory requirement.
For measurement and cost management, RICS describes the NRM suite as reissued in October 2022 and lists supporting NRM 3 material dated 2026. For cost prediction, its global professional standard was published in June 2024; RICS states that regulatory requirements remained unchanged from the 2020 statement. These sources address complementary parts of the QS’s work: model-related guidance, measurement rules and the broader conditions for cost prediction.
NIBS’s BIM Use Definitions module in NBIMS-US V4 supplies shared terminology for uses such as Generate Estimates. The opened material does not state a publication date, so no date is assigned here. Its definition clarifies what the use is intended to accomplish, while the project still needs to specify its implementation.
