Operators may review operating and maintenance records, monitor for leaks, examine accessible equipment, assess corrosion controls, and use in-line inspection (smart pigging) or hydrostatic testing when the pipe and operating conditions make those methods suitable. The choice depends on the line, the condition being investigated, and the disruption each assessment would cause.
First, identify which fuel system is being inspected
An aviation-fuel pipeline is part of the infrastructure that moves fuel to an airport, storage facility, or aircraft refueling system. Airport distribution lines and hydrant piping are not the same thing as fuel lines installed on an aircraft. That distinction matters because inspection rules and guidance for one system do not automatically apply to the other.

For example, FAA Advisory Circular AC 43-4B concerns corrosion control for aircraft, engines, propellers, and appliances. It is not a pipeline inspection standard for the distribution network delivering fuel to an airport. Where aircraft corrosion guidance applies, manufacturer maintenance schedules take precedence when available; that still does not set an inspection method or interval for an airport pipeline.

A system can include buried or otherwise inaccessible pipeline segments, accessible fittings and appurtenances, and associated equipment. Inspection is a program, not a single test
Leak detection and corrosion assessment answer different questions. Leak monitoring is intended to identify a release or loss of containment. Corrosion assessment looks for damage, or conditions that could produce damage, in the pipe wall or corrosion protection system. An alarm or detected loss may prompt an integrity investigation, but it does not by itself characterize the condition of the pipe wall.
A pipeline integrity program can bring together records, monitoring, inspection of accessible features, assessment of corrosion controls, and more direct testing or examination. The appropriate combination depends on what is known about the line and what risk or condition needs to be evaluated. PHMSA materials describe in-line inspection and hydrostatic testing as recognized ways to assess corrosion damage, but neither is a universal requirement for every airport fuel pipeline.
There is no single aviation-fuel-specific leak-detection technology or universal alarm threshold established by the sources cited here. A particular operator may use monitoring appropriate to its system, but it would be inaccurate to assume that all lines use the same sensors, calculations, patrol practices, or response thresholds.

How smart pigging assesses a pipeline
What an in-line inspection tool does
In-line inspection, often called smart pigging, uses an instrumented tool that travels inside a pipeline and records information about the pipe wall. PHMSA’s corrosion-assessment material explains that ILI can provide broad coverage and record the location and size of features associated with internal or external wall loss. The results can help an operator locate and characterize areas that warrant evaluation.

Smart pigging is not simply a device that can be inserted into any pipe. The segment has to accommodate the tool: its geometry, configuration, and other features must allow the tool to pass and collect useful data. Some lines may need modifications to accept an inspection tool; others are not piggable. Operators also need to select a tool suitable for the segment and the type of feature they are trying to assess.
What the results do—and do not—establish
An ILI record identifies measured features; operators must evaluate those findings to decide what they mean for the line and what action is appropriate. A wall-loss indication is not, by itself, a complete operational decision. The inspection findings have to be considered alongside the relevant pipeline information and the integrity risk being assessed. Where a risk condition is identified, PHMSA’s safety-order authority can include corrective action such as physical inspection, testing, or repair.
ILI also differs from leak monitoring. A smart pig is used to assess the pipe from inside and report wall features; a leak monitoring function seeks evidence of a release or loss. One method should not be described as a substitute for the other without evidence that it answers the same question for the particular line.
How hydrostatic testing works
Hydrostatic testing assesses an isolated section by filling it with water and pressurizing it above normal operating pressure. A defect that leaks or fails under the test conditions may be revealed. It is one possible assessment method, not a routine default for every fuel pipeline.

The operational cost is important: the tested pipeline section must be taken out of service. The operator also has to address the water supply and the disposal of test water, both of which PHMSA identifies as potential difficulties. Those constraints can make a test impractical or disruptive in some settings, so its suitability has to be weighed against the condition to be assessed and available alternatives.
How operators choose an assessment method
There is no evidence-based universal ranking in which one method is always best. The operator’s choice is a fit-for-purpose decision: what needs to be found, what the segment can accommodate, and what the work would require operationally.
| Assessment approach | What it can contribute | Key constraints |
|---|---|---|
| In-line inspection (smart pigging) | Records the location and size of internal and external wall-loss features along a suitable segment. | The pipe must be compatible with the inspection tool; some lines need modification and some are not piggable. Tool suitability depends on the target feature and line configuration. |
| Hydrostatic testing | Pressurizes a water-filled, isolated section above normal operating pressure to reveal defects that leak or fail under test conditions. | The tested section is out of service. Water sourcing and disposal can be difficult. |
| Leak monitoring | Can identify evidence of a release or loss of containment, depending on the system used. | It does not, by itself, measure or characterize corrosion damage. No single aviation-fuel-specific technology or universal alarm threshold is established here. |
| Corrosion-control review and accessible-feature inspection | Can help assess whether protective measures and visible or accessible parts of a system are being maintained. | Does not amount to a direct examination of every inaccessible pipe-wall area. The plan and scope are specific to the facility. |
In practice, a method-selection review should address whether the segment can accommodate the tool or test; what type of damage or leak condition is being investigated; how much of the relevant line can be covered and what measurement limits apply; whether the work requires taking the line out of service; and what access, water, or disposal logistics are involved. The operator also needs a process to evaluate results and follow findings with appropriate repair, additional assessment, or other corrective action.

Corrosion protection is part of the integrity picture
Inspection looks for conditions and damage; corrosion controls are intended to reduce corrosion risk. Reviewing those controls alongside assessment findings gives operators a fuller view than treating a test result in isolation. The specific design and maintenance approach varies by facility, so an example should not be mistaken for a universal specification.

One airport jet-fuel pipeline example
A PHMSA-hosted airport-fueling facility plan describes a jet-fuel pipeline with fusion-bonded epoxy coating as its primary corrosion control, including heat-shrink fittings at weld joints. It identifies an impressed-current cathodic protection system as secondary corrosion protection and describes smart pigging to monitor pipe-wall degradation. The plan also describes maintenance and inspection activities for that system.
This illustrates how one operator combined protective measures with an assessment method. It does not establish that every airport fuel line uses the same coating, cathodic protection arrangement, inspection method, or schedule. The plan is an operating example, not a rule prescribing a universal design.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.U.S. rules and industry standards: check the specific line
The regulatory discussion here is U.S.-specific. The cited airport-fueling facility plan says that its jet-fuel pipeline’s design, maintenance, inspection, and testing follow accepted industry standards prescribed in 49 CFR Part 195. That example should not be read as establishing that one inspection technology or fixed interval applies to every aviation-fuel pipeline. For a real line, operators need to check the current regulation, applicable incorporated standards, state requirements, and facility procedures.
Under 49 CFR §190.239, PHMSA can require necessary corrective action when it identifies an integrity-risk condition. Such action may include physical inspection, testing, repair, or another suitable measure. The action is tied to the condition and risk identified; the provision is not a blanket instruction that every pipeline undergo one particular test on one standard schedule.

Which edition of an industry standard has legal effect is also material. PHMSA’s 2025 standards update fact sheet notes that standards incorporated by reference are updated over time. A commercially available newer edition is not automatically the legally incorporated edition. Operators should verify the edition applicable to the specific rule and line rather than assume the publisher’s latest version governs.
Where EI/JIG Standard 1530 fits
EI/JIG Standard 1530 is titled “Quality assurance requirements for the manufacture, storage and distribution of aviation fuel to airports.” Its publisher describes it as addressing fuel quality assurance and traceability across the supply chain, including transportation by pipeline. The publisher page lists a second edition published in May 2019.
That makes the standard relevant to aviation-fuel quality assurance, but it should not be confused with pipeline safety regulation or treated as a replacement for integrity requirements. The information available here does not establish a later edition, specific full-text clauses, regulatory incorporation, or current retail availability.
What findings mean for the next step
Inspection is useful only when findings are assessed and acted on. A result may lead to additional evaluation, repair, testing, or other corrective action depending on the condition and its risk. PHMSA’s safety-order provision specifically recognizes physical inspection, testing, repair, and other suitable measures as possible corrective actions where an integrity risk has been identified.
For a facility owner, engineer, or construction professional coordinating work, the practical questions are whether the correct segment is being assessed, whether the method can produce useful information for the issue in question, and how the operator will manage access and service interruption. Construction modifications that affect a line’s configuration may also matter to whether a future ILI tool can pass, so piggability is a design and operational consideration—not merely a decision made on inspection day.
- Confirm the asset boundary: distinguish airport distribution or hydrant piping from aircraft fuel plumbing.
- Identify whether the concern is a possible release, pipe-wall corrosion, corrosion-control performance, or more than one of these.
- Check whether the chosen test or tool is compatible with the segment and can address the suspected condition.
- Account for operational impacts, including out-of-service time and any water or site logistics for hydrostatic testing.
- Verify the applicable U.S. rule, incorporated standard edition, state requirements, and facility procedures for the particular line.
- Define how findings will be evaluated and what repair, further inspection, or other corrective response may follow.
What is not established by the available evidence
The cited technical and regulatory material does not provide a universal inspection interval, a single required leak-detection design, a common alarm threshold, or a statistic for aviation-fuel pipeline leak frequency, corrosion failures, or inspection effectiveness. Those details should not be inferred from general pipeline claims or from one airport’s facility plan. They require evidence specific to the system, applicable rules, and operator procedures.
The result is a tailored integrity program: monitoring can help identify a release, direct assessment methods can characterize pipe condition, and corrosion controls can reduce risk. Smart pigging and hydrostatic testing are options when suitable, but their applicability and trade-offs differ by pipeline segment.
