AquaPraça is a floating cultural plaza designed to rise and fall with changing water levels in Guajará Bay, Belém, Brazil. Its designers, CRA–Carlo Ratti Associati and Höweler + Yoon, describe a submersible platform that uses buoyancy and displacement to follow the surrounding water. Presented at COP30 in 2025, the project was planned to remain in the Amazon as cultural infrastructure after the conference.
How does AquaPraça rise and fall with the water?
CRA describes AquaPraça as a submersible structure that uses equilibrium, displacement and buoyancy. In plain terms, the platform holds and releases water to calibrate its position relative to the water around it. As the surrounding level changes, the buoyant structure is intended to move with it rather than remain fixed at one height. This is the project team’s description of the design principle; the published project information does not provide independent performance testing or detailed engineering specifications. That movement is central to the project’s purpose. The plaza is intended to make changing water levels perceptible to visitors, not simply to provide a platform over the water. As Höweler + Yoon co-founder Eric Höweler put it, “AquaPraça lets visitors meet the sea at eye level.”
Where is the pavilion, and why was it built there?
AquaPraça was installed along Guajará Bay in Belém, within the Amazon River system and near its meeting with the Atlantic. CRA reports tidal shifts of up to four meters in the Amazon Delta. New Atlas describes water-level shifts at the Belém site as up to four meters each day. These figures describe the project’s regional and site context; they should not be read as a daily range for all of Belém or for every season. CRA’s COP30 announcement · New Atlas report

The changing river level gives the floating plaza a practical and symbolic role: it provides a civic venue while making the dynamics of water visible to the people using it. New Atlas reports that the platform was moored in Guajará Bay.
What can the floating plaza accommodate?
CRA’s 2025 design announcement describes a platform of more than 400 square meters with capacity for more than 150 people. The stated program includes exhibitions, workshops, symposia, cultural events and climate-policy discussion. In Belém, a roof structure was added to provide shade and protection from rain.
