How Africa and Asia Can Meet Rising Cooling Demand With More Efficient Buildings

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Development, urbanisation and hotter conditions are increasing the need for cooling across Africa and Asia. The durable answer is not to choose between air conditioning and building design: efficient envelopes and passive measures must reduce the cooling load, while efficient equipment supplies the remaining cooling with less electricity. Building energy codes, appliance performance standards, better data, financing and skilled maintenance determine whether those technical options work at scale.

This matters for comfort, public health and power-system reliability. Cooling demand arrives at the hottest hours, when electricity networks are already under stress. A building that blocks heat before it enters needs a smaller system; a high-efficiency system then meets that smaller load with lower operating cost and emissions.

Why cooling demand is accelerating

Income, population and urban growth

As household incomes rise, air conditioning becomes attainable for more families, businesses and public facilities. Urbanisation also concentrates people and economic activity in buildings that retain heat from dense construction, paved surfaces and equipment. Climate warming adds another pressure: higher outdoor temperatures increase both the number of hours when cooling is needed and the capacity required on the hottest days.

These drivers are not uniform. Africa contains hot-humid coastal cities, dry interiors, highland climates and regions with limited electricity access. Asia ranges from tropical islands to subtropical and temperate zones. A code, retrofit package or appliance policy that works in one climate may be unsuitable in another, so regional claims should be treated as aggregates rather than descriptions of every country.

Evidence from Southeast Asia

The OECD reports that about 15% of households in Southeast Asia had an air-conditioning system in its discussion, published approximately in 2022–2023. In the same regional analysis, electricity demand for cooling increased sevenfold from 1990 to 8 TWh in 2020. The OECD cites an IEA estimate that, without mitigating efficiency actions, Southeast Asian cooling electricity demand could reach 300 TWh by 2040. These figures describe Southeast Asia; they should not be presented as totals for all of Asia or Africa.

What efficiency scenarios imply

The IEA’s World Energy Outlook 2024 compares scenarios rather than making a guaranteed prediction. For emerging market and developing economies, its high-efficiency sensitivity case shows almost 900 TWh less appliance and cooling electricity demand in 2035 than its stated-policies scenario. A lower-appliance-efficiency sensitivity case shows 340 TWh more demand than the stated-policies scenario in 2035. The size of those differences illustrates why standards and building performance affect power planning, but the outcomes depend on the assumptions in each scenario.

An IEA Africa outlook published in 2022 reported that average air conditioners sold in Africa were typically less than half as efficient as the best available units at that time. That is a report-era comparison, not a current market measurement; governments should update market data before setting or revising standards.

Two separate levers: reduce the load, then serve it efficiently

Building measures and equipment measures solve different parts of the problem. The envelope—roof, walls, windows, shading and air leakage—controls how much heat enters. Orientation, internal gains and ventilation affect the same load. An air conditioner then converts electricity into cooling; its efficiency determines how much power is needed for each unit of heat removed.

Installing a more efficient unit in a poorly insulated, unshaded building can leave electricity use high because the unit still has to remove a large heat gain. Conversely, a well-designed building can still waste energy if its system is oversized, poorly maintained or operated with inefficient equipment. Planning should therefore calculate the reduced load first and specify equipment for that load, rather than treating an appliance upgrade as a substitute for design.

Passive and envelope strategies that cut cooling loads

External shade and solar control

External shading—overhangs, verandas, louvers, shutters, screens and vegetation—stops solar radiation before it reaches glass or walls. It is usually more effective than an interior blind because the heat is intercepted outside the conditioned space. Designers must size shading for the sun path at the site latitude and for the window’s orientation; a fixed overhang suited to a north-facing facade may perform poorly on an east or west facade.

Reflective roofs and surfaces

Light-coloured or otherwise reflective roof finishes reduce solar absorption. A ventilated roof build-up and adequate insulation slow the transfer of heat into occupied rooms. Reflective treatments can be valuable in hot climates, but glare, weathering, rain, dust and local material availability affect real performance. Specifications should include cleaning and replacement expectations rather than assuming a coating will remain equally reflective indefinitely.

Airflow and natural ventilation

The OECD identifies airflow optimisation as a passive option. Window placement, cross-ventilation, ceiling height, stair and atrium design, and carefully located vents can move warm air out when outdoor conditions are cooler or drier than indoors. Fans can improve perceived comfort with far less electricity than compressor cooling. Natural ventilation is not a universal replacement for air conditioning: outdoor heat, humidity, smoke, dust, security requirements and noise can make open windows inappropriate, and ventilation cannot remove latent moisture in humid climates.

Efficient envelopes and internal gains

Insulation, airtightness and high-performance glazing reduce unwanted heat transfer, although the balance must be adapted to the climate. In a hot-humid building, excessive airtightness without planned ventilation can create moisture and indoor-air-quality problems. Efficient lighting, computers and motors reduce internal heat gains as well as electricity use. Commissioning controls so that lights and equipment switch off when spaces are unoccupied prevents avoidable cooling loads.

Design for heat events

Passive features should be evaluated against both typical weather and extreme heat. A shaded, ventilated room may remain comfortable for much of the year yet require mechanical cooling during a heatwave. Designers should identify safe refuge spaces, provide appropriately sized backup cooling where essential, and avoid claiming that passive measures alone guarantee comfort in every climate or event.

Making air conditioning itself less electricity-intensive

Minimum performance and market transformation

Minimum energy performance standards (MEPS) prevent the least-efficient appliances from entering the market. Labels that show efficiency and expected energy use help buyers compare models, while procurement rules can create demand for better equipment in schools, hospitals and public offices. Standards should cover the conditions actually experienced in the country, include testing and verification, and be tightened on a predictable schedule so manufacturers and importers can plan.

Correct sizing, controls and maintenance

An oversized system cycles frequently, can control humidity poorly and may use more electricity than a correctly sized unit. Load calculations should account for occupancy, solar exposure, equipment and ventilation rather than relying on floor area alone. Variable-speed drives, thermostatic controls, zoning, occupancy schedules and set-point management reduce part-load waste. Dirty filters, blocked outdoor coils, refrigerant leaks and failed sensors all reduce capacity and efficiency; maintenance contracts and accessible spare parts are therefore energy policies as well as service issues.

Refrigerants and the Kigali transition

The IPCC links efficient cooling and refrigeration equipment to lower peak demand and emissions in warmer regions undergoing economic transition, including India, Africa and Southeast Asia. The Kigali Amendment phases down high-global-warming-potential hydrofluorocarbons. Replacing refrigerants is not simply a matter of choosing the lowest global-warming number: efficiency, cost, toxicity and flammability must be assessed together, and technicians need training and safe recovery equipment. Coordinating refrigerant changes with equipment-efficiency improvements avoids locking in an inefficient design for another service life.

Codes and standards turn good projects into normal practice

Building energy codes for new construction

New buildings are the least expensive opportunity to incorporate orientation, shading, insulation, glazing, ventilation and efficient systems because these decisions are made before materials and services are installed. The OECD states: "For new buildings, design innovations and building energy codes are the primary tools to incentivise and require improved operational energy efficiency." A code needs clear performance requirements, climate-zone provisions, practical compliance paths, plan review, site inspection and post-occupancy verification.

Appliance standards and information

Building codes cannot control every plug-in appliance, and appliance MEPS cannot fix a high-gain building. Governments need both instruments, supported by credible testing laboratories, customs checks and penalties for false labels or non-compliant imports. Consumer information is most useful when labels are understandable, based on local operating conditions and backed by market surveillance.

Enforcement capacity matters

A technically ambitious code that inspectors, municipalities or builders cannot apply may produce little real savings. Phased requirements, standardised calculation tools, model details, training and digital permitting can improve compliance. Public projects can demonstrate compliant designs and create a local supply chain for efficient windows, controls, insulation and qualified installers.

Retrofitting the buildings that already exist

Most 2040 cooling demand will come from buildings that are occupied today. The OECD notes that retrofits can be difficult where building-condition data, technical capacity or owner financing is limited. A practical programme should proceed in stages:

  1. Survey the stock. Record floor area, construction type, equipment age, operating hours, indoor conditions and electricity bills. Use representative samples where a complete inventory is impossible.
  2. Measure before prescribing. Short-term temperature, humidity and power measurements can reveal whether the main problem is solar gain, infiltration, equipment inefficiency, controls or user behaviour.
  3. Prioritise low-disruption actions. Start with shade repairs, roof reflectance, filter cleaning, set-point schedules, lighting upgrades and sealing of obvious leakage.
  4. Bundle capital works. Coordinate insulation, glazing, controls and equipment replacement with planned roof or facade maintenance to avoid paying for access twice.
  5. Finance the payback period. Loans, on-bill repayment, public grants or performance contracts can address the split incentive in rented buildings, where owners pay for improvements and tenants receive lower bills.
  6. Verify results. Compare weather-adjusted energy use and indoor conditions with the pre-retrofit baseline, and correct controls that drift after handover.

Retrofit programmes should preserve health and safety. Sealing a building without a ventilation strategy can raise pollutants or moisture, while removing shading can create glare and overheating even if a new air conditioner is efficient.

Choosing measures for different climates and projects

The following comparison is a decision framework, not a published ranking. Actual savings depend on climate, occupancy, construction quality, electricity prices and operation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Measure Upfront affordability Climate and building suitability Energy-saving potential Enforcement or maintenance need
External shading Often low to moderate, especially when integrated into new construction Strong where solar gains are high; detail by facade orientation Reduces peak solar load; project-specific savings are not stated Inspect fixings, corrosion and vegetation; verify that shading does not block required daylight
Reflective roof and insulation Low to moderate for coatings; higher when roof replacement is required Most useful in sunny hot climates; account for dust and rainfall Reduces roof heat transfer; no universal percentage is established Specify durable materials and periodic inspection
Natural ventilation and fans Low to moderate Best when outdoor temperature, humidity, air quality and security allow openings Can displace compressor hours; performance varies by weather and use Requires operable windows, user guidance and fan maintenance
High-efficiency air conditioners Usually higher purchase cost than basic units Suitable where mechanical cooling is required; size for the calculated load Lower electricity per unit of cooling; country-level savings depend on the market baseline Needs MEPS, credible labels, trained installers and regular servicing
Building energy codes Administrative and training costs precede construction savings Adapt requirements to local climate zones and building types Captures savings across new construction; no single percentage applies Requires plan review, inspection and compliance data
Retrofit finance and support Reduces the barrier but requires public or private capital Useful for existing stock, particularly where owners lack liquidity Depends on the package identified by an audit Needs measurement, verification and capable contractors

A workable implementation roadmap

For national and city authorities

  • Map cooling demand, peak load, appliance sales and building stock by climate zone.
  • Adopt or update climate-appropriate building codes and appliance MEPS, with a public timetable for stronger requirements.
  • Fund testing laboratories, market surveillance, inspector training and technician certification.
  • Use public procurement and social-housing programmes to create demand for compliant, efficient designs.
  • Offer targeted retrofit finance and technical assistance instead of relying only on voluntary advice.
  • Coordinate refrigerant phase-down schedules with equipment-efficiency rules and safety standards.

For developers, designers and owners

  • Set an energy and comfort target at concept stage, before selecting the cooling plant.
  • Model orientation, shading, envelope, ventilation and internal gains for the local climate.
  • Use a load calculation to size equipment, then specify verified efficiency under relevant operating conditions.
  • Commission controls and ventilation, train operators and provide maintenance documentation.
  • Track energy, temperature and humidity after occupancy so faults are corrected rather than hidden in annual averages.

Common failure modes and how to avoid them

  • Treating air conditioner efficiency as the whole solution: reduce envelope loads first, then select equipment.
  • Copying a foreign design: adapt shading, ventilation and moisture control to local weather and use.
  • Assuming a label is accurate: pair labels with independent testing and market surveillance.
  • Writing a code without enforcement: provide simple compliance tools, inspections and consequences for non-compliance.
  • Ignoring operation: train occupants and facility staff; controls and filters determine whether design intent survives.
  • Overpromising passive comfort: retain safe mechanical cooling for humid periods, polluted air and extreme heat.
  • Leaving out affordability: stage improvements, use finance and consider lifecycle cost rather than purchase price alone.

The practical bottom line

Africa and Asia can expand access to cooling without allowing electricity demand to rise unchecked, but only through a coordinated package. Shade, reflective and insulated envelopes, suitable airflow and lower internal gains reduce the load. Efficient, correctly sized and well-maintained equipment meets the remaining load. Codes, MEPS, refrigerant policy, finance, skills and verification make those measures routine rather than exceptional. The right combination will differ by climate and building, yet separating building design from appliance efficiency guarantees that one of the two problems remains unsolved.
