An affordable-housing lottery is a way to order applications when more people apply than there are available homes. A random number or similar randomization sets the review order, but it does not guarantee an apartment. Applicants still have to meet the listing’s income, household-size and other rules, document their eligibility, and wait for a unit that matches their household.
Rules are local and program-specific. New York City and New York State examples below illustrate common procedures, not a nationwide standard.

What an affordable-housing lottery actually decides
New York State Homes and Community Renewal (HCR) describes a housing lottery as “a fair, random way to assign affordable apartments when more people apply than there are units available.” The random draw generally determines the order in which applications are considered. It does not randomly hand every applicant a guaranteed home.
The result is best understood as a queue for screening. A person near the front may be contacted first, but that person can still be rejected or passed over if the household does not meet the listing’s requirements, fails to provide acceptable records, or does not match an available unit. A person farther down the list may be contacted later if earlier applicants do not qualify or decline.

Each listing controls the important details: eligible income bands, household-size limits, unit types, rent or purchase terms, preferences, set-asides, deadline, location and application channel. There is no single national income cutoff or selection formula.
How the selection process works
| Stage | What happens | What you should do |
|---|---|---|
| Listing opens | The administering agency publishes the available units, eligibility rules, preferences, deadline and application method. | Read the complete listing before applying, including household-size, income, unit and preference rules. |
| Applications close | The program stops accepting applications at the stated deadline or when its stated intake period ends. | Submit through the official channel and keep a record of the confirmation. |
| Randomization | Applications receive a randomized number or another random order when demand exceeds supply. | Do not treat the number as an approval; it is an order for review. |
| Initial review | The developer or agency reviews applications in the applicable order and considers any listed preference categories. | Keep contact information, household members and income details current. |
| Eligibility verification | Selected applicants are asked to confirm that they qualify and submit supporting records. | Respond by every deadline and provide complete, consistent documentation. |
| Unit matching | A qualified household may be matched to a particular rental or purchase opportunity. | Review the unit terms and complete the program’s lease or purchase steps. |
| Waitlist or later contact | If no unit is immediately available, a program may keep an applicant on a waitlist for future contact. | Continue monitoring official messages; waitlist placement is not a move-in date. |
Random order is not the same as random eligibility
The draw affects when an application is reviewed. Eligibility remains tied to the listing. A random number cannot make an applicant eligible for an income band, household size, unit type or preference category that the household does not satisfy.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsHow New York City’s order works
In New York City, Housing Preservation and Development (HPD) guidance says applications receive randomized log numbers and developers review them in that order. Applicants who meet applicable preferences receive first consideration. The listing’s rules determine which groups receive that treatment and how units are allocated. This description applies to the NYC process; another state or local program may use a different system.
Eligibility: the listing, not the lottery, sets the rules
Household size and combined household income are central screening factors, but the acceptable range belongs to each individual listing. Two buildings in the same city can have different income bands, bedroom requirements, rent levels and documentation rules.
Household composition
Listings may specify the household sizes that can apply for a studio, one-bedroom, family-size apartment or another unit type. Include every household member the application requires and use the program’s definitions. Do not select a unit solely because its rent appears affordable; the household must fit the stated size and occupancy rules.
Income and assets
Review the listing’s combined household-income rules and how the program asks applicants to document income. Depending on the household, reviewers may request pay stubs, W-2 forms, benefits statements, bank or investment statements, rent-payment history or credit information. The exact checklist varies by program and household.

Preferences and set-asides
A preference gives a defined group priority in processing. A set-aside reserves specified units for people who meet stated criteria. HCR distinguishes these concepts because they affect the allocation differently: a preference can move an eligible applicant ahead within the review process, while a set-aside identifies units reserved for an eligible category.
Examples in NYC guidance include people with disabilities, seniors and residents of the development’s neighborhood. These are examples, not universal categories. The listing must state which preference or set-aside applies and what proof is required. A preference does not cure an income, household-size or other eligibility problem.
Applying through an official channel
New York City Housing Connect as an example
NYC applicants create and maintain a household profile, review open listings and submit a separate application for each listing before its deadline. Applicants may apply to multiple lotteries. If selected for review, they must confirm their information and provide supporting documents. A Housing Connect application is free.
HUD notes that some developments in New York require applications outside NYC Housing Connect. Therefore, do not assume every opportunity appears in one portal. Follow the application channel named in the listing or by the administering agency.
A practical application checklist
- Confirm the source. Use the official administering agency, portal or an approved application channel named by the program.
- Read every eligibility field. Check income band, household size, unit type, rent or purchase terms, preferences, set-asides, location and deadline.
- Build an accurate household profile. Use the names, household members and income information the program requests.
- Submit before the deadline. Save the confirmation or other proof that the application was received.
- Update pending applications. Keep household and income details accurate while applications are being processed.
- Monitor official contact. Check the email, phone, mail and online account information supplied to the program.
What happens after your application is selected for review
“Selected” usually means selected for screening, not awarded an apartment. The reviewer checks whether the household fits the listing and whether the submitted records support the application.
Document requests
NYC guidance says applicants may be asked for pay stubs, W-2s, benefits statements, bank or investment statements, rent-payment history or credit information, plus household identification documents or birth certificates. A program may request only some of these records, and it may request additional material based on the household’s circumstances.

Submit what is requested in the format and time allowed. Make sure names, household members, dates and income figures are consistent across the application and documents. If your circumstances changed after applying, report the change through the program’s official process rather than silently submitting outdated information.
Review outcomes
A reviewer may determine that the household qualifies, request clarification, place the household on a waitlist or find that it is not eligible. Even a qualified applicant may not receive a unit if the available apartment does not match the household or if another eligible applicant is ahead in the applicable category.
Lease or purchase steps
When a qualified household is matched to a unit, the program can move to its lease or purchase process. That step is separate from the initial randomization and still depends on completing the program’s requirements.
Waitlists and the timing of contact
Affordable-housing processing can take time. ACCESS NYC advises that applicants may wait several months to hear back. That statement is timing guidance, not a measured average and not a promise that every applicant will receive a response within the same period.
A waitlist position means the program may contact you if a suitable unit becomes available or if applicants ahead of you do not complete the process. It does not guarantee a later offer or a specific move-in date. Continue to keep contact and household information current according to the program’s instructions.
How to interpret silence
Not hearing immediately does not establish that an application was rejected. Conversely, a long wait should not be treated as evidence that an apartment is reserved. Use the official portal or administering agency for status information and follow any stated update procedure.

How to compare two affordable-housing opportunities
When several listings are open, compare the rules rather than assuming the largest building or the shortest form offers better odds. Use this checklist for each opportunity:
| Compare | Question to answer from the listing |
|---|---|
| Income band | Does the household’s combined income fall within the stated range? |
| Household size | Does the household meet the occupancy and bedroom requirements? |
| Unit and financial terms | Is the opportunity a rental or purchase, and what rent or purchase terms apply? |
| Preference or set-aside | Does anyone in the household qualify, and what proof is required? |
| Deadline | When must the application be submitted? |
| Location | Does the household meet any location-related rule and suit the building’s location? |
| Application channel | Is the application submitted through the named official portal, agency or another approved route? |
| Outcome type | Does the process concern a currently available unit, a future unit or a waitlist? |
These differences are why a household can be eligible for one lottery but not another. Apply separately where the rules fit; an application to one listing does not automatically carry over to another.
Common mistakes that reduce an application’s usefulness
- Assuming one income rule applies everywhere. Thresholds and calculations are listing-specific.
- Treating a preference as a guarantee. Priority does not replace the underlying eligibility requirements.
- Ignoring the application channel. Some developments require a separate process outside a central portal.
- Letting a profile go stale. Outdated household or income information can create problems during verification.
- Missing document deadlines. Selection for review does not hold a unit indefinitely.
- Confusing a waitlist with an offer. A waitlist is potential future contact, not a scheduled move-in.
- Paying an intermediary to improve the draw. NYC Housing Connect states that applications are free and that paid services claiming to speed up or influence selection do not improve an applicant’s chances.
What applicants can and cannot control
You can control
- Whether you apply only to listings whose stated rules fit your household.
- Whether your application is complete, accurate and submitted on time.
- Whether you preserve confirmations and respond promptly to official requests.
- Whether you keep contact, household and income information updated.
- Whether you use the official administering agency or approved channel.
You cannot control
- The number of applications submitted by other households.
- The random order assigned by the program.
- Which earlier applicants qualify, decline or fail to document eligibility.
- Whether a later unit becomes available from a waitlist.
Because official sources reviewed for this explanation do not establish a general applicant-odds statistic, no universal probability should be attached to a lottery number. The meaningful factors are the particular listing’s supply, eligibility categories, preferences, unit allocation and processing decisions.
New York examples are not nationwide rules
NYC Housing Connect, HPD, HCR and ACCESS NYC provide useful examples of how affordable-housing lotteries can operate, but local programs elsewhere may use different portals, definitions, preference categories, deadlines or review methods. HUD specifically notes that even in New York, some developments require applications outside NYC Housing Connect.
