How Affordable Housing Developments Are Planned, Approved, and Built

Affordable housing development links community priorities to a feasible site, layered financing, local approvals, construction, and long-term operation. The process varies by project and jurisdiction.

Affordable housing developments move from a community need to an operating or for-sale property through a sequence of connected decisions: define the project, secure and evaluate a site, assemble financing, obtain local approvals, build, and meet occupancy and affordability obligations. The details depend on the location, project type, and funding rules; there is no single nationwide approval checklist or standard timeline.

How do community priorities become a project?

In the United States, a community’s housing priorities and funding context may be set out in its Consolidated Plan and annual action plan. The U.S. Department of Housing and Urban Development (HUD) describes the Consolidated Plan as a way for states and local jurisdictions to assess housing and community-development needs and market conditions, choose place-based investments, and coordinate federal formula-grant resources, including CDBG, HOME, Housing Trust Fund, ESG, and HOPWA. The plan helps frame priorities; it does not grant a particular development zoning approval, building permit, or funding award.

A sponsor or developer turns a need into a project concept by deciding whom the housing will serve, whether it will be rental or for-sale, what scale may be feasible, and whether the work involves new construction, acquisition and rehabilitation, or another approach. Public assistance does not remove the need to demonstrate that a specific project is feasible and meets the rules of its funding sources.

What happens before construction can be financed?

Site selection and predevelopment are a series of overlapping tasks, not a universal checklist completed in a fixed order. HUD’s illustrative development timeline includes site identification and control, community outreach, assembling the development team, due diligence, preliminary programming, schematic design, land-use analysis, civil engineering, market analysis, acquisition, value engineering, and pricing and bidding construction documents. It also shows outreach continuing as the project advances and potentially into operations. That timeline is an older illustration of development activities, not current legal or funding guidance.

Secure the site and test whether it can work

Site control gives a sponsor the right to acquire or use a property while it tests feasibility and advances design and financing. The form of control depends on the deal. Before committing to construction, the team needs enough information to understand site conditions, land-use constraints, infrastructure needs, market demand, and likely costs. Due diligence, preliminary design, and cost review can uncover issues that require a different site, scope, budget, or financing plan.

Match the project route to its circumstances

Project choice What it changes
Rental or homeownership Occupancy, sales, and ongoing compliance requirements differ. The relevant funding program and project documents determine the obligations.
New construction or acquisition and rehabilitation Existing site conditions, any existing occupants, and the construction scope affect due diligence and delivery planning.

Neither route is inherently faster or better in every case. Site conditions, local review, the funding stack, and the sponsor’s capacity all shape the project path.

Check feasibility before public funds are committed

For projects receiving HOME funds, HUD requires the participating jurisdiction to evaluate feasibility before committing the funds, including current neighborhood market demand. Small projects are not automatically exempt from this review. The review connects the project’s proposed scope and costs to evidence that the housing is needed and can be delivered.

How is an affordable housing development financed?

Affordable housing commonly relies on a layered capital stack rather than one source. Each source can bring its own underwriting, timing, affordability terms, and compliance responsibilities, so the sponsor must assemble a feasible package rather than assume a grant or loan will cover the full project.

  • HOME: HUD describes HOME as a flexible federal formula grant that participating jurisdictions can use to build, buy, or rehabilitate affordable rental or ownership housing. Subject to program rules, assistance may take forms such as grants, loans, loan guarantees, or other credit enhancements.
  • Section 108: HUD’s program allows CDBG recipients to leverage grant allocations through guaranteed loans for housing and other eligible community projects. HUD says Section 108 can be combined with financing sources such as LIHTC. The cited HUD page says its content is current as of June 10, 2025; verify current availability and terms with the program before relying on them.

For HOME-funded development projects, the participating jurisdiction conducts underwriting and subsidy-layering review before commitment. HUD says the review considers project sources and uses, whether costs are reasonable, at least current local market demand, the developer’s qualifications and financial capacity, and whether financial commitments are firm and in writing. Its purpose is to ensure that HOME assistance is no more than needed and that costs support quality housing through the affordability period.

HUD’s undated HOME program page, accessed in 2026, states a match requirement of 25 cents for each dollar of HOME funds spent. HUD also describes specified conditions under which a participating jurisdiction’s match may be reduced, so the figure should not be read as an identical unreduced obligation in every circumstance.

Which approvals does a project need?

Approvals depend on the jurisdiction, the site, and the proposal. Depending on the project, review may involve land use or zoning, site-plan or design review, environmental review, subdivision or infrastructure review, and building permits and inspections. The order and applicable requirements are local matters; a real project needs confirmation from the relevant planning and building departments rather than a generic national checklist.

HUD’s 2026 State and Local Best Practices for Home Construction page offers recommendations to jurisdictions, not a binding nationwide approval code. Its proposals are grouped around cost, land, and time and include making public fee information available, streamlining permitting, reviewing planning commission and zoning-board timelines, and using technology. HUD writes: “A common thread among these three categories is a recommendation to utilize technology to ease barriers to housing construction and enhance affordability.” The page references the March 13, 2026 Executive Order but provides no publication date in its text. Local requirements still govern an individual project.

How do financing and construction work together?

Once the project has a viable scope, site, approvals path, and funding plan, the sponsor coordinates financing milestones with delivery. HUD’s illustrative timeline describes acquisition and predevelopment loans, construction financing, and permanent financing, as well as timing considerations for a LIHTC project to be placed in service. These are examples of how financing and construction can interlock, not a required capital stack for every development.

During construction, the developer, design team, contractor, lenders, and public funders coordinate around contracts, budgets, inspections, changes to scope, and schedule. Site work and infrastructure may be followed by building construction; design decisions, cost changes, and financing conditions can affect one another. The HUD material does not establish a standard construction duration, per-unit cost, or guaranteed approval schedule, and those figures should not be assumed from a general description of the process.

What happens after the building is complete?

Physical completion is not the end of project delivery. The team must close out construction and financing obligations, reach occupancy or sales, and operate the property in accordance with applicable funding and affordability requirements. Marketing and pre-leasing may start during construction, while lease-up and property management continue afterward.

A specific HOME deadline for certain for-sale units

For a HOME-assisted homebuyer project committed under the 2025 Final Rule on or after April 20, 2025, HUD says a sales contract with an eligible homebuyer must be ratified within 12 months after construction or rehabilitation is complete. If a unit is not under contract by then, it must be converted to eligible rental housing or the HOME funds invested in it repaid. This requirement concerns the specified HOME-assisted homebuyer units; it is not a general deadline for affordable rental developments.

How can a team plan a real project?

  1. Define the intended housing: Set the target households, tenure, approximate scale, and development approach, and check how they align with community priorities.
  2. Confirm site feasibility: Establish site control, investigate site and infrastructure conditions, assess demand, and develop an initial scope and cost picture.
  3. Build a funding and delivery plan: Identify potential public and private sources, understand each program’s conditions, and test sources and uses, sponsor capacity, and affordability obligations.
  4. Map local approvals: Ask the local planning and building departments which land-use, site, environmental, infrastructure, and construction reviews apply to the actual site and proposal.
  5. Coordinate construction and operations: Align financing milestones with design, procurement, construction oversight, close-out, lease-up or sales, and continuing program compliance.

For project-specific guidance, consult the state housing finance agency, local planning and building departments, and the public funder’s current program documents. The applicable rules and path must be checked for the project’s jurisdiction, site, funding sources, and delivery model.
