Houston builders are losing workers and struggling to keep crews together as immigration enforcement keeps some people away from jobsites and prompts some crews to leave Texas. The disruption is most visible in framing, landscaping and roofing, while strong housing demand continues to increase the cost of every missing worker.
What is happening on Houston jobsites
Contractors told KPRC Click2Houston on October 15, 2026, that enforcement activity and fear surrounding it are producing worker absences, departures and difficulty maintaining complete crews. The report identified framing crews, landscapers and roofers as having the sharpest shortage increases.

Aimee Bertrand, chief executive of the Greater Houston Builders Association, said Houston has “the largest new home construction market here in Houston, second is only Dallas.” She said the enforcement conversation had intensified since roughly the middle of summer and that builders were concerned about having enough labor to continue building homes.

Why Houston is especially exposed
Construction in the Houston metropolitan area relies heavily on immigrant labor. The American Immigration Council’s 2024 analysis of 2022 American Community Survey data defines immigrants broadly: naturalized citizens, green-card holders, visa holders, refugees, asylees and undocumented immigrants are all included.
| Houston-metro workforce measure | Share | Qualification |
|---|---|---|
| Immigrants among all employed construction workers | 51.3% | 2022 estimate; includes documented and undocumented immigrants |
| Undocumented workers among all employed construction workers | 31.7% | Separate 2022 estimate; not interchangeable with the broader immigrant figure |
Exposure is higher in several labor-intensive occupations. In 2022, immigrants accounted for the following shares of Houston-metro workers:
| Occupation | Immigrant share | Data year and source |
|---|---|---|
| Painters and paperhangers | 79.5% | 2022, American Immigration Council |
| Construction laborers | 73.6% | 2022, American Immigration Council |
| Carpenters | 68.6% | 2022, American Immigration Council |
A worker’s immigrant status does not establish whether that person is authorized to work. Consequently, the 51.3% figure cannot be treated as an undocumented-worker figure, and it cannot predict exactly how many people will be absent after a particular enforcement action.

How labor disruption reaches schedules and prices
- Crews become incomplete. A framing, roofing or finishing crew may be unable to start or may need to work below planned capacity when workers stay home or leave the area.
- Specialty work is resequenced. Builders may move crews between projects, postpone inspections or wait for replacement subcontractors, creating idle time even when materials are available.
- Replacement labor costs more. Contractors compete for a smaller pool, pay recruitment and overtime costs, or accept lower productivity while new workers learn a project’s methods.
- Home delivery slows. Delays can push closings, financing and carrying costs later, while builders may reduce the number of homes they start.
National housing data illustrate the scale of a skilled-labor shortage, but they are not Houston-specific measurements. NAHB and the Home Builders Institute have cited an approximately 300,000-worker national construction shortfall and a national housing shortage of about 1.2 million units in 2026 reporting.
| National estimate | Reported effect | Scope |
|---|---|---|
| Average schedule impact | Two additional months | Skilled-labor shortages; NAHB/HBI reporting for 2025–2026 |
| Annual housing production | 19,000 fewer homes | National estimate, not a Houston count |
| Annual builder and consumer cost | $10 billion | National estimate, not a Houston cost study |
Those figures provide context for why a local labor shock matters, but they should not be used to calculate a Houston project’s expected delay or price increase.
Demand is still rising despite the disruption
Houston’s shortage is occurring in a growing market rather than during a construction slowdown. AGC reported that construction employment in the Houston–Pasadena–The Woodlands area increased by 6,600 jobs, or 3%, from July 2024 to July 2025. More open positions can coexist with fewer available crews when demand expands faster than the workforce.

The AGC–NCCER Workforce Survey for 2025 found that 28% of responding construction firms had been directly or indirectly affected by immigration enforcement. That is a survey result from participating firms, not a census of Houston contractors or all U.S. construction companies.

Framing and carpentry
Framing determines when many later trades can begin. A missing framing crew can therefore delay drywall, mechanical, electrical and finish work in sequence. The 68.6% immigrant share among Houston-metro carpenters indicates substantial workforce exposure.
Construction labor
General laborers handle material movement, site preparation and support work across many phases. With immigrants representing 73.6% of Houston-metro construction laborers in 2022, absences can affect several trades at once rather than a single specialty.

Painting, landscaping and roofing
Painters and paperhangers had the highest measured immigrant share in the cited Houston data, at 79.5%. KPRC’s contractor reporting also identified landscapers and roofers as experiencing pronounced shortage spikes. These trades often sit near the end of a schedule, so a shortage can delay completion and occupancy even when the structure is substantially finished.

Build lawful recruiting pipelines
Companies are expanding legal work pathways and should document authorization procedures consistently across direct employees and subcontractors. Immigration and employment counsel can help employers understand applicable rules and avoid making status assumptions based on appearance, language or nationality.

Prepare for an enforcement visit
Employers should establish a written response plan, designate who communicates with agents, secure personnel records, train supervisors not to obstruct lawful activity, and coordinate with counsel. NAHB resources include employer fact sheets, subcontractor best practices, sample contract language and guidance titled “When ICE Comes Calling.”
Reduce single-crew dependency
Prequalifying additional subcontractors, cross-training workers and sequencing projects with contingency time can limit the effect of one crew’s departure. These measures add management cost, but they can prevent a stalled project from spreading delays across multiple trades.
Quick Recap
What the evidence does—and does not—establish
- Houston contractor reports establish that enforcement-related fear and worker departures are affecting some crews, especially in framing, landscaping and roofing.
- The 2022 workforce estimates show high immigrant representation in Houston construction and several key trades, but they do not identify who is undocumented or who left a particular jobsite.
- The AGC figures show continuing employment growth and a survey-reported enforcement effect; they do not measure Houston project cancellations or local price inflation.
- NAHB’s delay, production and cost figures describe national skilled-labor effects and cannot be presented as Houston-specific outcomes.
- Enforcement activity, litigation and policy can change quickly, so local conditions may differ from the October 2026 reports.
