Announced October 15, 2026, the work is backed by up to C$1,932,750 in combined federal and provincial non-dilutive infrastructure support. It is an engineering and site-investigation milestone—not authorization to build the road or the mine.
What Focus Graphite announced
PG will advance geotechnical investigations and detailed engineering for a proposed all-weather gravel road linking Lac Knife with Highway 389. The road is intended to provide dependable access during future mine construction and operations, including personnel transport, equipment mobilization and eventual movement of graphite concentrate.

The assignment moves the project toward construction readiness by converting a proposed corridor into an engineered package that can be costed, scheduled and tendered. It does not establish that construction has started, that a mine-development decision has been made or that permits have been issued.

How the C$1.93 million support is divided
The announced maximum is split between Québec’s Société du Plan Nord (SPN) and Natural Resources Canada (NRCan). Both awards support planning and development work rather than confirming that the entire amount has already been paid.

Focus says receipt of the full committed support depends on the applicable funding agreements, terms and conditions. The company’s vice president of corporate development, Jason Latkowcer, said that support from two levels of government for complementary infrastructure initiatives underscores the strategic importance of advancing Lac Knife.
What PG’s engineering mandate includes
PG’s work is designed to produce the technical information needed for a future construction tender and an informed capital-cost decision. Its deliverables include:

- Cost estimates and a construction schedule
- Tender documents
- Geotechnical profiles and pavement recommendations
- Drainage engineering for the proposed road corridor
These documents can define quantities, construction methods and expected performance, but they are not a substitute for environmental reviews, permits, financing or a final development decision.
What the field investigation will examine
Ground conditions along the corridor
The field program covers approximately 11 kilometres of geophysical investigation using seismic refraction and multichannel analysis of surface waves. Those methods help characterize subsurface conditions and identify changes that can affect excavation, embankments and road stability.
Soils, borrow materials and foundations
About 60 geotechnical test pits are planned, together with reconnaissance and sampling of potential borrow sources. Laboratory testing will assess foundation soils and construction materials. The results will inform pavement structure, embankment design and the suitability of locally available aggregate or fill.

Additional drilling where justified
Targeted drilling may be undertaken where the investigation identifies a need and where the work is authorized. The announcement therefore does not establish a fixed drilling total or confirm that every proposed location will be drilled.
Surveying, drainage and constructability
High-resolution drone topographic surveys will supply detailed elevation data for alignment, drainage and quantity calculations. Combining those surveys with geotechnical profiles allows PG to refine road grades, culverts, ditching and pavement recommendations before tender documents are finalized.
What the First and Last Mile Fund covers at Lac Knife
NRCan’s First and Last Mile Fund contribution is broader than road geometry alone. It supports pre-construction planning for the proposed access road and for electrical infrastructure required to connect the project to Hydro-Québec. The announcement does not say that a power line or substation will be built under this award; it identifies planning for that connection as an eligible part of the work.

Reliable road and grid access are practical prerequisites for a remote mining project. A road can support heavy equipment and concentrate haulage, while a planned electrical connection can shape the eventual design of processing and site facilities. The current funding advances those decisions without committing Focus to construction.

Focus describes Lac Knife as one of North America’s highest-grade natural-graphite deposits and as the upstream foundation of an integrated advanced-graphite-materials platform for battery, defence, nuclear-energy and advanced-manufacturing supply chains. Natural Resources Canada’s Critical Minerals Project Showcase, dated October 16, 2026, lists Lac Knife in Québec under “Graphite & Anode Materials” with Focus Graphite as the company.
The project is located on the Nitassinan, the ancestral lands of Innu Takuaikan Uashat mak Mani-utenam (ITUM). Focus says it has maintained a collaborative relationship with ITUM since entering a Pre-Development Agreement in 2014. The company also says it intends to use existing transportation corridors where practical to limit new environmental disturbance. Those statements describe the project’s engagement and routing approach; they do not replace the approvals required for road or mine construction.

Is Focus Graphite building the Lac Knife mine yet?
Not on the evidence of this announcement. Focus is commissioning investigations and engineering for enabling infrastructure. Construction remains subject to permits, regulatory approvals, financing and future development decisions. The release also contains forward-looking information, and the company cautions that government support is conditional on funding-agreement requirements.
The immediate decision point is whether the technical work demonstrates a buildable, costed and approvable road and electrical connection. A later construction authorization would require separate decisions and approvals beyond PG’s engineering mandate.
Why the road matters to the project’s next stage
For a remote graphite development, infrastructure readiness can determine whether a resource can progress to site preparation, plant construction and eventual operations. The proposed Highway 389 connection would establish a year-round logistics route, while electrical-connection planning could reduce uncertainty around power supply and facility design.
The October announcement therefore marks progress in de-risking access and utilities, not a production timetable. It provides a defined technical program, government-backed planning support and a path toward tender-ready documentation while leaving the legal, financial and development gates still ahead.
