A conversion may reduce some construction and site-improvement work, but acquisition cost, building condition, layout changes, code requirements and adaptive-reuse complexity can erase that advantage—or make the total cost higher. Compare both options using the same site, room count, hotel standard, opening scope and schedule assumptions, then test whether each can meet the project’s financial and regulatory requirements.
What decides whether conversion or new construction costs less?
The answer depends on the particular property and proposed hotel, not on a universal conversion discount. A conversion starts with an existing building that may have value as a structure, but also brings its purchase price, existing condition and physical arrangement into the project. A new build starts with a site and a purpose-designed plan, but requires ground-up construction and whatever site work is needed.

The useful comparison is therefore not “renovation versus construction” in the abstract. It is the total cost and feasibility of two defined projects that deliver a comparable hotel in the same market. If one option has fewer rooms, a lower guest-room standard, a different opening scope or a different assumed completion date, its headline budget may not be comparable.

The report covers projects proposed or under construction during calendar year 2025, across six hotel categories. It says costs depend on factors unique to the project and location. Use such benchmarks to frame questions, not to price a specific conversion or infer a standard cost difference against a new build.

What the available cost benchmarks do—and do not—show
| Evidence | What it says | How to use it |
|---|---|---|
| HVS 2026 U.S. development cost survey | Its six-category survey concerns projects proposed or under construction during 2025. HVS warns that category averages are preliminary guidance and should not determine an actual project cost or value. | Use as broad market context. It does not establish a universal conversion-versus-new-build premium or a budget for a particular property. |
| HVS redevelopment comparison, based on 2017/18 data | For its full-service and lifestyle/soft-branded redevelopment comparison, HVS reported an 11% average cost variance. It also found higher site-acquisition costs as a share of total cost and lower construction and site-improvement shares for redevelopment projects. | This is a historical, sample-specific comparison. HVS cautions against applying the 11% figure to an individual project; it should not be presented as a guaranteed saving or surcharge. |
| HVS U.S. project data collected in 2021 and 2022, published in 2023 | Median costs were $242,000 per room for select-service hotels, over $380,000 for full-service hotels, and nearly $850,000 for luxury hotels. The data included both ground-up and redevelopment budgets. HVS reported that its all-hotel median was about 20% above the prior survey, which used 2020 data. | These dated figures illustrate how segment and cost inflation affect budgets. They are not current estimates and do not isolate conversion costs from new-build costs. |
| RAND report on Los Angeles-area hotel/motel-to-housing conversion, 2024 | An interviewed affordable-housing developer described $300,000–$400,000 per unit, including acquisition, for conversion to housing. The developer said this was roughly 25% or more below publicly funded new housing construction costs. | This is housing, not hotel development. It cannot be used as a hotel conversion estimate; it illustrates that acquisition, building condition and layout changes can shape adaptive-reuse economics. |
The 11% figure is particularly easy to misuse. It describes an average variance in a defined historical comparison, not a rule that redevelopment costs 11% less, or 11% more, than a comparable new hotel. HVS also warns that redevelopment may exceed new-build cost when adaptive-reuse complexity is high. The report’s comparisons can show that cost mix differs; they cannot predict the outcome for a particular building.
Likewise, the per-room medians from HVS’s 2023 report are not conversion rates. They combine redevelopment and ground-up budgets, refer to U.S. projects whose data were collected in 2021 and 2022, and span hotel segments with substantially different standards. Treating any one of them as a current conversion price would ignore both date and scope.
Build a like-for-like total project budget
Set a common project brief before asking for competing estimates. Define the location, room count, hotel segment, room and public-space standard, food-and-beverage or other facilities, opening scope and schedule assumptions. Then price each option against that brief. Include the property or site acquisition basis in both alternatives; otherwise, a low construction subtotal can disguise a high total investment.

| Budget area | Questions to answer for both options |
|---|---|
| Property or site acquisition | What is being bought, at what basis, and what existing structure or site condition is included in the price? Are any acquisition-related assumptions different between alternatives? |
| Building and site work | Which existing elements can be retained, and which need repair, replacement or substantial alteration? What site improvements are required for each scheme? |
| Design, engineering and approvals | What design and engineering work is required? What permitting, code-compliance and life-safety scope applies under current local rules? |
| Hotel fit-out and opening | Does the budget include furniture, fixtures and equipment (FF&E), procurement, pre-opening costs and the full scope needed to open the hotel? |
| Risk and financing | Are contingencies, financing costs and the same timing assumptions included? Are they based on a project-specific estimate rather than an unexamined benchmark? |
| Operating performance | What market-specific occupancy, average daily rate (ADR), revenue per available room (RevPAR), operating costs and opening timing support the investment case? |
HVS describes hotel development budgets as covering multiple categories and recommends using construction and FF&E design and procurement professionals for project estimates. That matters because a comparison based only on building work can omit parts of the opening budget or leave different assumptions buried in each estimate. Have the same scope and inclusions reviewed across both options, and make excluded items visible rather than treating them as zero-cost.
When a conversion has a credible advantage
Reuse is most promising when the acquisition basis and the retained building make sense together, the structure is in suitable condition, and its arrangement can support the intended room mix and hotel standard without extensive changes. In that case, some construction or site-improvement work may be avoided compared with a ground-up scheme. HVS’s 2017/18 comparison found lower construction and site-improvement shares for redevelopment projects, but those shares did not guarantee a lower total cost.
Test the building against the actual hotel brief rather than assuming that existing space is automatically usable. A property’s configuration may fit one room mix but not another. If the proposed standard or operating program depends on substantial layout changes, the apparent benefit of retaining the structure needs to be assessed alongside the work required to make it function as a hotel.

- Acquisition: Does the property price leave room for the work required, or does the purchase absorb the apparent construction saving?
- Condition: What can be retained as-is, what needs repair, and what must be replaced or altered? Base the answer on project-specific inspection and estimates.
- Layout: Can the existing arrangement deliver the room mix and guest standard in the brief without extensive redesign or alteration?
- Scope: Are the spaces and facilities required for the intended hotel already compatible with the proposed plan, or does the project need substantial additional work?
- Compliance: What current local requirements apply, and what design, engineering and life-safety work will be needed to meet them?
These checks are not a substitute for a building assessment or a code review. They are the early questions that determine whether a conversion deserves to move forward to detailed pricing.

When adaptive reuse can cost more than a new build
An existing building is not a cost saving by definition. HVS states that redevelopment may exceed a new build for the same project because of adaptive-reuse complexity. Extensive work to reconcile the existing property with the hotel plan can outweigh savings from retaining parts of the structure. The available evidence does not establish a single threshold—such as a percentage of work or a particular building age—at which conversion stops being economical.
RAND’s 2024 discussion of hotel and motel properties converted to housing in Los Angeles is useful only as an illustration of the underlying variables, not as hotel cost evidence. It identifies links between acquisition cost and condition, and notes that layout changes affect potential savings. Its reported $300,000–$400,000 per-unit estimate, including acquisition, concerns housing conversion and must not be applied to a hotel project.

For a proposed hotel, treat unknown condition or unresolved layout as cost exposure, not as evidence that the conversion will be inexpensive. Ask the design and construction team to identify what is known, what remains to be assessed and which assumptions drive the estimate. A price comparison based on different levels of certainty can make one option appear artificially attractive.

A new build allows the hotel to be designed around its intended room mix, guest standard and operating program. It does not have the same existing-building configuration to adapt, but it still requires land acquisition, site work and ground-up construction. Its total cost is not just the building contract: it must be compared using the same design, approvals, FF&E, opening, financing and contingency scope as the conversion.
New construction also faces current market conditions. In its 2026 U.S. survey, HVS describes elevated debt and equity costs, selective lending and construction-cost pressures as constraints on hotel development. Those conditions affect feasibility and financing assumptions; they do not establish that either project type will be cheaper. HVS recommends project-specific estimates and periodic review of projected hotel performance as development proceeds.

How to treat code, fire safety and approvals
Life-safety requirements are jurisdiction-specific. A Scottish Government-commissioned cost-benefit analysis examined automatic fire suppression in the context of traditional buildings being converted to hotels. Its publication description says the report was intended to provide evidence to help a Building and Fire Safety Expert Group reach a consensus on whether to mandate automatic fire suppression systems in that context. That purpose does not establish a universal legal requirement, either in Scotland or elsewhere.
For a real project, obtain advice on the current rules that apply to the building, its proposed use and its location. Include the resulting compliance and life-safety scope in the conversion estimate and compare it with the requirements for the new-build option. Do not assume that a historic policy discussion determines the present code requirements for a specific property.
Does conversion open faster?
The evidence here does not establish a generally applicable schedule advantage for conversion or new construction. Retaining an existing building does not, on its own, prove that a hotel can open sooner; a ground-up project’s timing cannot be inferred from the construction type alone either. Approvals, procurement, site conditions and project scope all affect the schedule, and no comparative duration is established for a particular building.
Ask each project team to state the same schedule milestones and assumptions: approvals, design, procurement, construction, FF&E installation and opening readiness. Have them identify dependencies and unresolved items that could change those dates. Compare the estimated opening timing only after the scopes and assumptions are aligned, and reflect it in the operating-performance analysis.
A practical decision process for owners and developers
- Write one hotel brief. Fix the location, room count, segment, guest-room and public-space standard, opening scope and timing assumptions so that both options are solving the same problem.
- Define each acquisition basis. Record the cost and scope of the existing property or the land and site for the new-build alternative. Make clear what is included in each basis.
- Assess the existing building. Establish its condition and the degree of layout change needed for the proposed hotel. Separate confirmed scope from assumptions still requiring investigation.
- Review local approvals and life safety. Ask qualified local advisers to identify applicable rules and the work needed for each option; do not substitute rules from another jurisdiction.
- Obtain coordinated project estimates. Use construction and FF&E design or procurement professionals to develop estimates with the same inclusions, exclusions, contingencies and timing basis. Keep acquisition, design, engineering, permitting, compliance, fit-out, pre-opening and financing visible in the budget.
- Test operating feasibility. Compare market-specific occupancy, ADR, RevPAR and operating-cost assumptions, allowing for each option’s projected opening timing. Do not use national cost averages as a proxy for local hotel demand or returns.
- Revisit the decision as facts change. Update costs, financing assumptions, applicable requirements and projected hotel performance during development. HVS advises periodic review rather than treating an early estimate as fixed.
Common comparison mistakes
- Calling the HVS 11% variance a universal conversion saving. It is a historical sample-specific average variance for a defined hotel comparison, and HVS cautions against extrapolation to an individual project.
- Using a per-room benchmark as a project quote. The HVS figures published in 2023 came from U.S. project data collected in 2021 and 2022, include both redevelopment and ground-up projects, and differ by segment.
- Using housing-conversion economics as hotel economics. RAND’s Los Angeles-area figure concerns hotel/motel-to-housing conversion, includes acquisition, and is not a hotel development estimate.
- Comparing construction subtotals instead of total investment. Acquisition, design, engineering, approvals, FF&E, pre-opening, financing and contingency assumptions can materially change the comparison.
- Assuming an existing structure is usable because it exists. Condition and configuration must be assessed against the intended hotel plan; reuse complexity can make redevelopment more expensive than a new build.
- Assuming a conversion is automatically faster. No general schedule comparison is established here. Request project-specific milestones and state the assumptions behind them.
- Making a legal conclusion from a policy study. The Scottish fire-suppression publication describes a policy evidence exercise, not a universal current code requirement.
How to make the final call
Choose conversion when a project-specific assessment shows that the acquisition, retained building and required alterations work together within the hotel’s cost, compliance and operating case. Choose a new build when its land, site, design, delivery and financing assumptions produce the stronger feasible project. If either option is still based on unknown building condition, unverified local requirements or mismatched budget scope, the comparison is not yet decision-ready.
There is no reliable national conversion discount to apply in place of this work. The defensible answer comes from aligned project scopes, local code and condition review, estimates developed for the actual property, and hotel performance projections that are revisited as costs and financing change.
