Hotel Construction vs. Renovation: Which Approach Makes Sense for an Existing Property?

Renovation can preserve a valuable hotel location and identity, while new construction offers a purpose-designed product. The right choice depends on condition, scope, market fit, schedule, disruption, and comparable project budgets.

Renovation makes sense when the existing hotel’s location, market position, and adaptable structure are valuable and the work needed to reach the owner’s goals is financially defensible. New construction is the stronger option when the building cannot support the intended rooms, systems, guest experience, or brand at a justified cost. Neither approach is automatically cheaper or faster. Compare complete project budgets, schedules, revenue disruption, market fit, financing, and expected stabilized performance before choosing.

Start with the property’s value, not the age of the building

The choice is not simply whether an older hotel can be repaired. It is whether the existing property can deliver the hotel the market needs, at a total cost and schedule that make sense compared with a purpose-built alternative. A building may be old yet adaptable; a newer one may still have a layout or systems that make the owner’s plan impractical.

Renovation can preserve an established location, trading history, local identity, or distinctive architecture. Those advantages can be hard to reproduce elsewhere. They are not, by themselves, proof of good economics: a desirable address does not make a difficult building inexpensive to upgrade, nor does a strong past guarantee future demand. Fred B. Roedel III, partner and managing member at Roedel Companies, summarized the decision in a 2015 HotelExecutive article: “Economics is what will drive your ultimate decision.”

New construction gives the project team more opportunity to plan the room mix, circulation, guest facilities, back-of-house areas, and systems around a chosen concept. That flexibility has to be weighed against the full ground-up development scope, the site, approvals, and the time before opening. Renovation, by contrast, starts with an existing asset but inherits its constraints and may require substantial code, life-safety, systems, furniture, fixtures and equipment (FF&E), or brand work.

The useful first question is therefore not “Which one is cheaper?” It is: Which option can produce the required hotel, on this site and for this market, with the more defensible total investment and operating plan?

How the options compare

Decision factor Renovate the existing hotel Build new
Location and market position Can retain a proven location, trading history, and established identity where these support the future concept. Can respond to a different site or development concept, but demand and site suitability still need to be demonstrated.
Building and layout Depends on whether the structure, systems, room dimensions, circulation, and service areas can support the intended product. Allows the plan to be designed around the intended product, subject to site, approvals, and budget constraints.
Capital scope May avoid some new structural or site work, but upgrades, compliance, FF&E, and brand requirements can absorb apparent savings. Requires a ground-up development budget; cost varies substantially by hotel category and project context.
Schedule and revenue May provide a shorter path where the building is adaptable; phased work can still interrupt operations or revenue. Requires development and construction before opening, without construction work inside the existing hotel.
Guest proposition Can retain historic character, architecture, or a recognizable place in the market. Can create a purpose-designed room mix and guest experience from the outset.
Brand and compliance A change of flag or concept can trigger property-improvement, life-safety, and code costs. Can be designed to the selected brand’s standards, with the required initial investment built into the project.
Materials and carbon Keeping a building in use may avoid some demolition and demand for new materials. Uses new materials and site work; a fair comparison also needs to consider operating energy and lifecycle performance.

The table describes tendencies, not guaranteed outcomes. HotelExecutive’s 2015 practitioner discussion supports the decision logic around location, structural soundness, and adaptability; it does not establish current prices or a universal schedule advantage. Site investigations and a project-specific plan determine whether a tendency applies.

What current hotel construction benchmarks do—and do not—tell you

HVS’s 2026 U.S. Hotel Development Cost Survey reports median development costs for projects proposed or under construction during calendar year 2025. These are category references from the survey’s sample, not bids, renovation allowances, or estimates for an individual property. HVS cautions that the sample mix affects the blended median and that its survey is intended to support preliminary estimates and category comparisons, not to calculate year-to-year change.

HVS survey category Reported median development cost per room How to interpret it
All surveyed hotel categories, blended $213,000 U.S. sample median for 2025 project budgets; affected by the categories and locations in the sample.
Full-service hotels $467,000 Category median, not a renovation allowance or a quote for a specific full-service project.
Luxury hotels More than $1.6 million Category median reflecting a distinct luxury product and location mix; not transferable to other tiers.
Limited-service and midscale extended-stay projects $170,000–$197,000 Range of category medians in the survey, not a local bid range.
Upscale extended-stay projects Around $265,000 Survey category median.
Select-service hotels Around $200,000 Survey category median.

Those figures can help frame an early discussion about hotel type, but they cannot answer whether an existing property should be renovated. A ground-up cost per room and a renovation allowance are not interchangeable: they may cover different work, building areas, soft costs, FF&E, financing, and site conditions. A hotel with fewer rooms or a different service level also cannot be compared responsibly by applying a broad median without matching the program and cost basis.

Older figures are useful only with their dates and limits attached. Hotel Dive reported in 2025, citing JLL, that an urban full-service ground-up hotel averaged $742,000 per key in 2023, up 32% from 2019. That is dated urban full-service context, not a 2026 price or general U.S. average. The same Hotel Dive report attributed a $250–$650-per-square-foot office-to-hotel conversion range to CBRE. It cannot be compared directly with a per-room new-build figure unless area, location, scope, and included costs are aligned.

HVS describes six development budget categories and notes that typical budgets may omit items or account for them differently. It recommends getting hard-cost and FF&E estimates from construction and procurement specialists, consulting multiple sources, and adjusting for inflation across the development schedule. HVS also says a typical hotel development process may take three to five years; that is a general development-process observation, not the construction duration for either option in a particular project.

Build a fair, like-for-like comparison

Set up two alternatives using the same hotel concept, market assumptions, opening target, and financial basis. If renovation would deliver fewer rooms, a different service level, or a different guest proposition than new construction, state that difference rather than presenting the alternatives as equivalent. The comparison should capture the real project scope and the consequences of each option, not just a headline cost per room.

Include the whole project budget

  • Hard costs: Estimate the work required for the specific scope. Renovation estimates should be based on the building’s verified condition and the proposed repairs and upgrades; new-build estimates should reflect the actual site and planned construction.
  • FF&E: Include procurement and installation appropriate to the proposed hotel. HVS specifically recommends specialist estimates for FF&E rather than relying on a broad benchmark.
  • Soft costs and approvals: Include design and other professional services, permits, and other applicable project costs. Confirm what each estimate includes so that omitted items do not make one option look artificially favorable.
  • Contingency and financing: Carry these consistently in each alternative and account for the effects of schedule and the project’s financing structure.
  • Brand or concept requirements: Obtain the current written scope for any proposed flag, conversion, or independent concept. Separate the cost of the desired product from work required by law or the condition of the building.
  • Operational effects: Model phasing, partial closure, displaced rooms, and lost revenue where work affects an operating hotel. Do not treat revenue interruption as an incidental detail outside the decision.

The key is consistency. If an estimate includes design fees and FF&E for one alternative but not the other, it is not yet a useful comparison. Ask estimators to identify assumptions, exclusions, escalation, and the date of pricing, then reconcile the basis before judging the totals.

Compare the operating result, not only the opening cost

Set out the room count, room types, amenities, target guest, and operating concept each option would deliver. Then test whether the market can support those assumptions. A renovation that costs less but cannot provide the rooms or facilities the concept requires may not be a true substitute for new construction. A purpose-built plan may offer the right layout but still be the wrong investment if demand, site, or financing does not support it.

Underwrite expected performance only with assumptions suitable for the actual market: competitive set, achievable rate and occupancy, ramp-up, and stabilized operations. The sources cited here do not establish performance for an individual property, a renovation return, or a universal return-on-investment advantage. Those conclusions require a market and feasibility analysis tied to the site and proposed hotel.

Investigate the building before committing to renovation

A visual impression is not a condition assessment. Before treating an existing hotel as a lower-cost starting point, investigate whether its fabric and systems can support the intended scope. The point is not simply to identify defects; it is to determine whether the existing building is adaptable at a cost and level of disruption compatible with the business plan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Structure and envelope: Commission assessments by qualified professionals appropriate to the building and proposed work. Establish the condition and any repairs that would materially alter scope.
  • Building systems: Assess the relevant systems and their capacity for the planned guest rooms, amenities, and operating needs. Verify requirements rather than assuming existing equipment can be retained.
  • Room plan and circulation: Test room dimensions, vertical circulation, corridors, and the intended mix against the concept. An attractive exterior does not establish that interior planning will work.
  • Utilities and back of house: Check whether utilities and service areas can support the planned hotel operation, including any changes in room count or amenity program.
  • Code and life safety: Ask the authority having jurisdiction and qualified design professionals which requirements apply to the actual scope, occupancy, and location. A rule or example from another country is not a code determination for this project.

Do not use a single screening device or a superficial walk-through as a substitute for a property-condition assessment. Where inspection findings are uncertain or consequential, obtain the relevant specialist’s investigation before fixing the renovation scope or budget.

Check brand standards and conversion scope early

A hotel may be structurally sound and still need substantial work to meet the owner’s brand or concept. Before underwriting a reflag or conversion, request the current written property-improvement or brand-conversion scope for the specific property. Clarify required work, timing, and the assumptions behind any cost estimate.

A 2024 Canadian Hilton/Tempo franchise disclosure illustrates variables that can affect conversion costs: facility type, age, physical condition, life-safety needs, and compliance with standards. It is an example of why scope must be property-specific, not a universal estimate or an interpretation of U.S. or other local law. Brand standards and jurisdictional requirements differ; neither should be inferred from another property’s conversion.

For new construction, obtain the selected brand’s current design and technical requirements early enough to inform the concept, budget, and approvals. Designing to a standard from the outset may reduce the risk of discovering late that the plan misses a requirement, but it does not eliminate the initial cost of building to that standard.

Allow for schedule, phasing, and revenue interruption

There is no universal rule that renovation opens sooner. An adaptable building with a manageable scope may offer a shorter route, but concealed conditions, code work, procurement, brand requirements, and approvals can change the schedule. Work at an operating hotel may also reduce the rooms available to sell or affect guest experience. New construction avoids working within the old hotel, but still requires development and construction before it can open.

Prepare a schedule for each alternative that includes design, approvals, procurement, construction, commissioning or readiness for opening, and the ramp-up to stabilized operations. For renovation, show which areas close and when, how many rooms remain available, and what work must be sequenced around guests. For new construction, include the development path and site-specific approval process rather than treating construction duration as the entire schedule.

HVS’s three-to-five-year typical hotel development-process estimate is a broad context point, not a project schedule. It should not be used as a promised renovation duration, nor as a substitute for a schedule prepared for the property, jurisdiction, procurement plan, and scope.

Treat adaptive reuse as its own alternative

Adaptive reuse converts a building from a different use—often an underused office or historic building—into a hotel. It is not the same as renovating a hotel that already operates as one: the conversion must adapt the building to hotel room layouts, guest circulation, services, life safety, and operations as well as address the building’s condition.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reusing a building can preserve architectural character and reduce demolition and demand for some new materials. It can also involve substantial conversion work, and the economics vary by building and location. Hotel Dive’s 2025 reporting of a CBRE range of $250–$650 per square foot for office-to-hotel conversions is a dated category reference, not a quote. It cannot be compared directly with the per-room hotel construction benchmarks without matching building area, scope, location, and included costs.

Claims about carbon or sustainability should also be specific to the project. Retaining a building can avoid some demolition and new material demand, but that alone does not establish the full-life environmental result. Compare the energy performance and lifecycle implications of the actual reuse and new-build designs rather than relying on a generic carbon-savings figure.

Adaptive reuse may also preserve neighborhood character. Gensler hospitality leader Jack Paruta described it as “an important strategy to preserve the past and bring back to life important pieces of the fabric of our cities and anchors of their neighborhoods,” in the Hotel Dive discussion. That design and civic value can matter to an owner’s concept, but it does not replace financial, condition, and feasibility analysis.

Check incentives in the project’s jurisdiction

Tax credits, grants, or other public assistance can affect project economics, but eligibility depends on the actual jurisdiction, property, use, work, and program rules. Have qualified advisers verify the requirements before treating an incentive as project funding. Do not transfer a rule from another country to the property at hand.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For example, a UK HMRC manual describes treatment for qualifying conversion or renovation expenditure on qualifying unused commercial premises, while excluding land acquisition and certain extension costs. It explains UK rules only; it cannot establish eligibility in the United States or any other jurisdiction.

A practical decision sequence

  1. Define the product and market. Set the target guest, hotel type, room count, amenities, operating concept, and market assumptions. Test demand and the competitive position for the proposed outcome, rather than assuming the historic business will continue unchanged.
  2. Establish what the existing asset contributes. Assess the value of location, trading history, local identity, architecture, and existing infrastructure against the limitations of the current building and site.
  3. Commission condition and adaptability work. Obtain structural, envelope, systems, and other relevant assessments. Test the actual plan against room dimensions, circulation, utilities, and back-of-house needs.
  4. Confirm code and brand scope. Ask local authorities and qualified design professionals about applicable requirements; secure the current written brand scope if a flag or standard is involved.
  5. Prepare comparable budgets and schedules. Use consistent inclusions for hard costs, FF&E, soft costs, permits, contingency, financing, escalation, and operational disruption. Include design, approvals, procurement, construction, and ramp-up in each schedule.
  6. Model operations and financing. Compare room inventory, market fit, revenue interruption, capital availability, and expected stabilized performance under the assumptions appropriate to the site.
  7. Choose based on the complete case. Select renovation only if its delivered product, total investment, schedule, and operating plan remain defensible against a genuinely comparable new-build alternative. Choose new construction when the existing building’s constraints or required scope defeat that case.

What the available cost evidence cannot settle

There is no evidence here for a universal renovation savings percentage, renovation-time advantage, return on investment, or all-in conversion-versus-new-build comparison. Nor does a national development-cost median determine a particular hotel’s cost. The answer depends on site, building condition, program, location, jurisdiction, brand scope, schedule, and the inclusions in each estimate.

Before committing capital, owners need a building-condition assessment, a market and feasibility analysis, and project-specific cost estimates that match the same scope and assumptions. Those studies turn the choice from a comparison of labels—“renovate” or “build”—into a decision between two defined projects.
