Hotel construction financing is a commercial real estate loan organized around the construction stage. It advances money against an unfinished project, uses a controlled draw and inspection process, and must address how the completed hotel will be financed or sold. A commercial real estate loan is the broader category: it can acquire, refinance, improve, or hold an existing business property and may have no construction draws at all. The right comparison is therefore construction-phase administration and completion risk versus the wider range of commercial-property purposes and repayment structures.
This guide covers U.S. financing and separates documented SBA program rules from terms that private lenders negotiate deal by deal.

What the two terms actually mean
Hotel construction loan
A hotel construction loan funds the development or build of a hotel while work is in progress. The lender commits a total amount but normally releases it in stages as eligible costs are incurred and verified. The facility must address the budget, plans, permits, contractor, insurance, inspections, completion evidence, and the source of repayment after opening.

“Hotel construction loan” describes purpose and stage, not a single standardized product. A bank, debt fund, government-backed lender, or other provider can structure one differently. A construction facility may be temporary, may include an interest reserve, and may be expected to be repaid by permanent debt, a sale, or operating cash flow, but none of those features is universal.

Commercial real estate loan
Commercial real estate (CRE) loan is an umbrella term for financing tied to business property. It can fund acquisition, refinancing, renovation, expansion, or another eligible real-estate use. A loan secured by a completed hotel can be CRE financing even when no construction is taking place. SBA’s 7(a) program, for example, lists acquiring, refinancing, or improving real estate and buildings among permitted uses for qualifying small businesses.
Because CRE covers many property types and purposes, there is no single CRE interest rate, leverage level, maturity, recourse package, or underwriting checklist. The actual product and term sheet matter more than the label.
At-a-glance comparison
| Issue | Hotel construction financing | Broader commercial real estate financing |
|---|---|---|
| Primary purpose | Fund development and build costs during construction; eligible costs and structure depend on the lender or program. | May finance acquisition, refinancing, improvement, or another eligible real-estate purpose. SBA 7(a) documents these uses for qualifying businesses. |
| Funding administration | Often requires staged progress advances, cost verification, inspections, and completion controls. SBA’s cited inspection and disbursement rules apply specifically to CDC interim-construction situations. | A loan on an existing or completed asset may not use construction draws. Procedures vary by lender and product; no common commercial-wide draw rule is established. |
| Repayment or takeout | The project needs a plan for permanent financing, sale, or another payoff after completion. The sources do not establish a universal conversion commitment. | May be acquisition debt, refinance debt, improvement financing, or longer-term real-estate debt. Program and lender terms vary. |
| Underwriting focus | Budget, completion, permits, sponsor and operator capability, hotel demand, and post-opening cash flow may be reviewed, but lender-wide standards for these items are not universal. | Eligibility, repayment capacity, collateral, property performance, and program conditions depend on the specific lender and product. |
| Eligibility | Project and borrower must satisfy lender and any program rules. In applicable SBA construction cases, owner-occupancy restrictions can be decisive. | “CRE” is not itself an eligibility category. The borrower must identify the actual product. SBA 504, for example, excludes speculation or investment in rental real estate under its program rules. |
How a hotel construction loan works
1. Define the project and the repayment plan
Before a lender underwrites the request, the sponsor needs a coherent project description: site control, intended room count and amenities, construction budget, schedule, ownership structure, operator plan, and sources and uses of funds. The lender also needs to know what happens at completion. A proposed permanent loan, a sale, or operating cash flow may be the intended payoff, but the takeout must be credible rather than assumed.
2. Underwrite the sponsor, operator, and project
Construction creates risks that do not exist when lending against a stabilized building: costs can rise, permits can be delayed, contractors can fail, and the property may open later or perform below its plan. Lenders therefore examine the project budget and documents as well as the borrower’s capacity and the hotel’s expected business performance. The exact tests, required guarantees, reserves, and collateral package are negotiated; the cited official sources do not support market-wide percentages for loan-to-cost, equity, pricing, recourse, interest reserves, completion guarantees, or construction duration.
3. Close the facility and establish draw controls
The loan documents identify the conditions for each advance. Depending on the lender, these can include approved plans and specifications, a firm construction contract, permits, insurance, lien waivers, a current budget, and evidence that the borrower has contributed required equity. Construction financing is normally administered against verified progress rather than as one unrestricted advance.
4. Request and document each draw
The borrower submits a draw package showing work completed, invoices or other cost evidence, updated budget information, and any required certifications. The lender may use an inspector, architect, engineer, or other qualified professional to confirm progress before releasing funds. If a budget line, change order, or contractor payment cannot be supported, the advance can be delayed or rejected under the loan agreement.
5. Reach completion and obtain evidence
At the end of construction, the lender generally requires evidence that the collateral is complete and usable. Depending on the facility and jurisdiction, that may include a certificate of occupancy, final inspection report, lien releases, updated title evidence, insurance, and a final cost statement. The specific documents and standards come from the loan documents and applicable program rules.

6. Repay, convert, or refinance
A construction facility is not automatically permanent debt. The borrower must satisfy the conditions for the intended takeout, refinance the completed hotel, sell it, or repay from another approved source. Do not treat a lender’s willingness to fund construction as a promise that it will provide long-term financing on completion.
How a conventional CRE loan differs
Acquisition financing
An acquisition loan funds the purchase of an existing property. The lender can evaluate an operating asset, historical financial statements, leases, appraisal, title, environmental matters, and the borrower’s repayment capacity without waiting for the building to be completed. If the property is already stabilized, funding may be delivered at closing rather than through construction draws.
Refinancing
A refinance replaces existing property debt, often to change maturity, interest structure, lender, or available proceeds. The lender focuses on the completed collateral and the borrower’s ability to service the new debt. If the refinance also funds substantial improvements, the improvement component can introduce construction-style controls.
Renovation or improvement financing
CRE loans can fund repairs, additions, or modernization without financing an entirely new hotel. The lender may use staged advances for the improvement work, but the extent of inspections and completion conditions is product-specific. A small interior renovation and a ground-up development should not be assumed to receive the same administration.

The U.S. Small Business Administration calls 7(a) its primary small-business loan program. Its program page lists acquiring, refinancing, or improving real estate and buildings among eligible uses and states a maximum loan amount of $5 million. The borrower and lender negotiate the interest rate subject to SBA maximums.
Maturity normally follows the shortest appropriate term and is generally no more than 10 years, except when real estate or longer-lived equipment is financed. The SBA framework allows real-estate terms of up to 25 years. These are program parameters, not a promise that a hotel project will receive the maximum amount or longest maturity.
A hotel applicant must still satisfy the current SBA and lender requirements for an eligible operating business, ownership, use of proceeds, repayment ability, collateral, and project. The presence of a hotel does not create automatic eligibility. Confirm the current rules with a participating lender before relying on 7(a) in the capital stack.

SBA 504: structured financing for major fixed assets
SBA describes 504 as long-term, fixed-rate financing for major fixed assets. Eligible purposes listed by SBA include purchasing, constructing, or renovating buildings or land. A typical project structure is:
| Source | Share of project cost |
|---|---|
| Private-sector lender senior lien | Up to 50% |
| CDC-backed financing | Up to 40% |
| Borrower contribution | At least 10% |
Those percentages are SBA’s general description of a typical 504 project, not an approval, quote, or hotel-specific requirement. The actual contribution can vary with the transaction and applicable rules. SBA also states that 504 financing is not for speculation or investment in rental real estate. A hotel project must therefore be evaluated as an eligible operating-business use, with occupancy and other program conditions reviewed by the lender and CDC.
See SBA’s 504 loans information for the current program framework.
Occupancy can determine SBA eligibility
SBA Form 1920 contains a specific occupancy representation for certain new-building construction and short-term construction-refinancing situations. In that application context, the applicant or operating company states that it will permanently occupy at least 60% of the rentable property. The form also states that long-term leasing may not exceed 20% to one or more tenants, that the operating company plans to occupy the property within three years, and that it will occupy all of it no later than 10 years.

- Using qualified inspections before progress disbursements.
- Providing a firm construction contract, insurance, and plans.
- Documenting periodic inspections.
- Providing completion evidence such as an occupancy certificate or final inspection report in the relevant 504 interim-financing context.
These are specific SBA and CDC requirements described for the applicable interim-financing structure. They should not be presented as a rule that every private hotel construction lender follows identically. A private lender may impose similar, lighter, or more extensive controls in its own documents.

1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteDo not import residential construction rules into hotel debt
Fannie Mae’s construction-to-permanent guidance concerns residential properties. Its single-closing page states that no single construction period may exceed 12 months and that the total construction period may not exceed 18 months under that residential framework. Those limits describe residential mortgage transactions and do not establish a hotel construction timeline, conversion right, or maturity.
For scope, see Fannie Mae’s construction-to-permanent overview and single-closing transaction guidance. A hotel borrower must rely on the hotel lender’s term sheet and loan documents instead.
Terms you must obtain from the actual lender
The official program pages above do not establish market-wide hotel pricing or leverage. Before comparing offers, request the same data from every lender:
- Total commitment and the definition of eligible project costs.
- Required borrower equity and when it must be funded.
- Interest rate, rate index, spread, floor, fees, and whether any rate is fixed.
- Interest-reserve method and the events that can suspend advances.
- Draw frequency, inspection process, required reports, and turnaround time.
- Change-order approval rules and the treatment of cost overruns.
- Completion tests, certificate-of-occupancy requirements, lien releases, and final holdbacks.
- Guarantees, recourse, completion obligations, and insurance requirements.
- Construction maturity, extensions, extension fees, and the required takeout.
- Prepayment, defeasance, or exit fees on the permanent loan.
Do not substitute an internet “typical” percentage for a negotiated term. The available sources contain no reliable current hotel-market benchmark for loan-to-cost, rates, equity, recourse, interest reserves, completion guarantees, defaults, or construction duration.
Which financing path fits the project?
A ground-up hotel development
Start with a construction facility or a program that expressly permits construction and identify the permanent-loan or sale strategy before closing. Compare draw controls, completion obligations, and the lender’s experience with the project’s size and complexity.

Purchase of an operating hotel
Compare acquisition-oriented CRE products. The key evidence is the existing property’s operating performance, valuation, physical condition, and the borrower’s repayment capacity rather than a construction budget alone.
Refinance with planned improvements
Determine whether the lender is providing ordinary refinance proceeds, a renovation facility, or a combined structure. Ask how improvement draws, inspections, and completion evidence affect interest accrual and maturity.
A small-business borrower considering SBA
Ask a participating lender to test both 7(a) and 504 eligibility. For 7(a), verify the $5 million program maximum, eligible real-estate use, maturity framework, and lender underwriting. For 504, test the fixed-asset purpose, the senior-lien/CDC/borrower structure, the prohibition on speculation or rental-real-estate investment, and the occupancy requirements that apply to the transaction.
A practical term-sheet comparison checklist
- Classify the purpose. Is the request for ground-up construction, acquisition, refinance, renovation, or a combination?
- Map every funding source. List borrower cash, senior debt, subordinate or CDC financing, grants if any, and the timing of each contribution.
- Read the draw conditions. Identify inspections, invoices, lien waivers, retainage, title updates, and approval rules for change orders.
- Test completion risk. Confirm who bears cost overruns, what happens if permits or occupancy are delayed, and which documents release the final advance.
- Prove the takeout. Identify the permanent lender, sale assumptions, or operating-cash-flow plan and the conditions that must be met.
- Check eligibility before spending on structure. For an SBA transaction, verify operating-company status, ownership, use of proceeds, occupancy, and current program rules.
- Compare economics on one schedule. Put rate, fees, reserves, extension charges, guarantees, prepayment terms, and maturity side by side.
Common mistakes and how to avoid them
Calling a construction loan a separate asset class
Construction financing is a purpose and stage within commercial real estate financing. The distinction matters because construction adds draw administration and completion risk, not because the hotel ceases to be commercial real estate.
Assuming one CRE product represents the market
Acquisition, refinance, renovation, bridge, permanent, SBA 7(a), and SBA 504 loans can have different rules. Name the actual product before comparing terms.
Treating SBA rules as private-lender norms
The 60% occupancy representation and CDC inspection procedures are program-specific. They should not be presented as requirements imposed by every hotel lender.
Assuming approval from an eligible use
Real estate appearing on an SBA eligible-use list does not guarantee that a particular hotel, borrower, ownership structure, or project will qualify. Eligibility and repayment underwriting remain separate decisions.
Recommended Free Tools
Using residential timelines for a hotel
Residential construction-to-permanent limits from Fannie Mae do not predict a hotel’s construction period or conversion terms. Use the hotel facility’s documents.
Bottom line for borrowers
Choose the financing based on the project stage and the repayment plan, not on the label alone. A hotel construction loan is commercial real estate financing with construction-specific controls: staged advances, inspections, completion evidence, and a defined takeout. A broader CRE loan may finance an existing hotel or another business property through acquisition, refinance, or improvement debt without those same controls. If SBA financing is under consideration, test 7(a) and 504 separately, apply the occupancy and use restrictions to the actual transaction, and obtain current written terms from a participating lender.
