That is an all-in development figure—not just the building contract—and it reflects budgets for projects proposed or under construction in 2025. It does not reveal a standard price for preparing a particular site or connecting its utilities: HVS combines building and site improvements in its cost breakdown and does not isolate utility connections. A parcel-specific estimate needs local site, utility, and construction scopes.
How much does it cost to build a hotel per room?
The most useful current U.S. benchmark in HVS’s 2026 Hotel Development Cost Survey is a median total development cost of $213,000 per room. The survey draws on project budgets for hotels proposed or under construction during calendar year 2025. The figure is a survey median, not a contractor’s price, a guaranteed budget, or a universal cost for hotels in every market.

| Hotel category | Median development cost per room |
|---|---|
| Limited-service and midscale extended-stay | $170,000–$197,000 |
| Select-service | About $200,000 |
| Upscale extended-stay | About $265,000 |
| Full-service | $467,000 |
| Luxury | More than $1,600,000 |
These are U.S. survey medians, not bids or cost guarantees. The range for limited-service and midscale extended-stay reflects distinct categories, rather than a single promised price band for one project. The survey sample’s mix also matters: limited-service and extended-stay projects made up more than half of it, helping pull down the blended median. Luxury medians and averages were higher in part because more surveyed projects included mixed-use residential components.

Do not read the 2026 median as a controlled year-over-year change from the prior survey. HVS says the survey is not designed to calculate annual cost changes because the project types and locations represented vary between samples.
What does a hotel development cost include?
“Construction cost” can mean the contractor’s building price, hard costs plus site work, or the full amount needed to develop and open a hotel. Those are different scopes. HVS separates hotel budgets into six broad categories; a project’s accounting budget may use more detailed line items.
| Budget category | Typical items included in HVS’s framework |
|---|---|
| Land | Site acquisition. HVS places related land closing costs under soft costs. |
| Hard costs and site improvements | Building and general-contractor costs; signage; permits; contractor overhead; engineering; hard-cost contingency; landscaping; parking or garages; other site improvements; and subcontractors, including plumbing and electrical work. |
| Soft costs | Architecture and interior design; consultants; construction-period interest and loan closing costs; franchise application fees; holding costs; land closing and entitlement costs; legal, accounting, and other professional services; soft-cost contingency; and surveys. |
| Furniture, fixtures, and equipment (FF&E) | Guestroom and bathroom furnishings and fixtures; kitchen and laundry equipment; public and meeting-space furniture; soft goods; and technology and telecommunications equipment. |
| Pre-opening and working capital | Operating reserves; recruiting, staffing, and training; initial inventories such as linens and operating supplies; and technical-services fees. |
| Developer fee | A distinct budget category in HVS’s framework. |
For a historical component-level reference, HVS’s 2025 survey reports median costs per room from project budgets based on 2024 data. It is a separate survey sample, not a breakdown of the 2026 survey’s $213,000 median.

| Soft costs | $25,673 | 12% |
| FF&E | $21,000 | 8% |
| Pre-opening and working capital | $3,414 | 2% |
| Developer fee | $1,563 | 2% |

These 2025 survey figures describe medians across that survey’s total sample. In particular, the $151,792 and 66% line combines the building with site improvements. It is not the amount or share spent on site preparation alone, and it does not identify the price of water, sewer, electrical, gas, or other utility work.

What do site preparation and utility connections add?
There is no single site-preparation or utility-connection allowance in the cited national survey. HVS’s combined hard-cost and site-improvement category may encompass grading and other site work, landscaping, access and parking, permits, engineering, building construction, and plumbing and electrical subcontract packages. But the survey does not quantify remediation, grading volumes, connection fees, utility capacity, off-site extensions, or local permit charges separately.
That distinction matters because two hotels with the same room count can face different site scopes. A parcel may require work or approvals that another does not; the national per-room median cannot establish what those items will cost on a specific property. A project estimate therefore needs to state what is included in the site and utility scope rather than applying a standard percentage to the overall development figure.
Request a defined site and utility scope
Ask the local project team to identify the site work and utility assumptions in writing. The estimate should clarify which work is inside the parcel, what connection or capacity work is included, and whether any off-site extension or jurisdiction-specific charge is in scope. For site preparation, request the assumptions behind the proposed work and quantities; the national survey supplies no parcel-level quantities or engineering cost formula.
Recommended Free Tools
HVS recommends that project-specific hard-cost estimates come from construction firms and that project-specific FF&E estimates come from design and procurement firms. Its stated guidance is: “Construction and furniture, fixtures, and equipment (FF&E) design and procurement firms are the best sources for obtaining hard costs and FF&E costs for a specific hotel project.” A local civil or utility assessment is also necessary to establish the parcel’s actual site and connection requirements.

How to build a useful hotel cost estimate
Use the survey as a benchmark, then assemble a project budget with a clearly defined scope. Before comparing estimates, check that each one covers the same development components and assumptions.
- Define the hotel product and program. State service level, room count, and the planned facilities and amenities. Establish whether the concept includes features such as parking, meeting or public spaces, kitchens, laundry, or mixed-use components; these affect what is being priced.
- Separate the land price from the development scope. Identify whether land is included, and keep land acquisition distinct from the building contract. Also confirm where land closing, entitlement, and other related costs appear in the budget.
- Break out building, site, and utility work. Do not accept a combined label as proof that every site item is covered. List the building work, site improvements, access and parking, utility connections or extensions, engineering, permits, and subcontract packages included—and identify exclusions.
- Show soft costs and financing assumptions. Identify design and consultant fees, legal and other professional services, permits or entitlement-related costs, financing and holding costs, and the soft-cost contingency. The precise budget format may vary, but the underlying scope should be visible.
- Price FF&E separately. Confirm which guestroom, bathroom, public-area, meeting-space, kitchen, laundry, soft-goods, and technology items are covered. Keep this allowance distinct from the hard-cost estimate so the totals can be compared on equal terms.
- Include opening costs and reserves. Account for the pre-opening and working-capital items relevant to the plan, such as recruitment, training, initial operating supplies, and reserves. Show the developer fee as its own category if using HVS’s framework.
- Record estimate date, contingency, and escalation. State when the estimate was prepared, what contingency it carries, and the escalation assumptions over the schedule. HVS notes that a typical hotel development process can take three to five years, so a current estimate may not equal the cost at construction or opening.
- Compare the completed scope, not just the headline number. Identify whether each figure is a survey median, a contractor bid, a construction-only amount, or an all-in development budget. Review differences in location, parcel conditions, scope, and estimate timing before deciding which is lower.
For a real project, HVS advises consulting multiple project-specific sources, adjusting for inflation over the development timeline, and periodically reviewing projected hotel performance. Those steps help keep the budget tied to the project rather than treating a national median as a site estimate.
Why hotel costs vary by project
Service level and operating program
The HVS category medians show a wide spread, from limited-service and midscale extended-stay projects to full-service and luxury hotels. A service-level label is not a complete construction specification, however. The actual rooms, public areas, back-of-house functions, food and beverage facilities, and amenity program must be defined to produce a comparable estimate.
Location and parcel conditions
HVS’s sample spans lower-barrier markets as well as high-priced urban and resort destinations, and the survey identifies location and project-specific factors as influences on budgets. It does not provide a reliable city-level adjustment or parcel-specific cost factor. Use local estimates for the actual site instead of applying a presumed location premium to the national median.

Sample composition and mixed-use scope
A blended survey median describes the projects in that sample, not every hotel concept equally. In the 2026 survey, limited-service and extended-stay projects accounted for more than half the sample. HVS also notes that more luxury projects included mixed-use residential components, contributing to higher luxury averages and medians. Those differences are one reason the 2025 and 2026 survey totals should not be treated as a like-for-like inflation series.
Timing and construction-cost indexes
HVS reports that the Turner Building Cost Index rose 4.1% in 2025 and 4.8% over the 2026 trailing-twelve-month period. It also reports Rider Levett Bucknall’s index increased 4.4% for year-end 2025 and the 2026 trailing-twelve-month period. These are broad non-residential construction indexes cited by HVS, not hotel-specific forecasts or a replacement for project escalation analysis. Their periods and methodology should be preserved when discussing them; they do not tell a developer how much a particular hotel will increase in cost.
Delivery, financing, and what the quote includes
HVS’s budget categories include contractor overhead, construction-period financing costs, holding costs, contingencies, and developer fees. A building contractor’s price may not cover all those items, and a construction-only quote should not be compared directly with an all-in development budget without reconciling the scope.
How to compare hotel cost plans fairly
When evaluating two concepts, bids, or cost plans, place them on the same basis before choosing between them. Use a comparison sheet that records:

- 4 per pack Features Clog Resistant Marker Tip Writes through Dusty, Wet and Oily Surfaces Durable Marker Tip for Writing on Concrete, OSB and Rough Surfaces
- Clog resistant tip writes on dusty, wet and oily surfaces and is optimized for rough surfaces such as OSB, cinderblock and concrete

- Hotel category, service level, room count, and defined program.
- Whether land is included and how land-related closing costs are classified.
- Building costs separately from site improvements, utility work, and off-site extensions.
- Soft costs, FF&E, pre-opening capital, developer fee, and each contingency.
- Location and known parcel conditions, including any assumptions the estimate makes about site work and utilities.
- Estimate date, schedule, escalation assumptions, and financing or holding costs.
- What the figure represents: a survey median, a contractor bid, a construction-only total, or total development cost.
If a quote leaves one of these items unstated, ask whether it is excluded, included elsewhere, or not yet priced. “Not stated” is a scope gap, not evidence that the item costs nothing. A comparison is only useful after those gaps are resolved or clearly carried as separate allowances.
What the national benchmarks can—and cannot—tell you
The HVS surveys provide a way to frame early U.S. hotel development budgets by category and hotel type. They can help a reader understand why the cost per room for a limited-service concept differs from a full-service or luxury project, and why the building contract is not the same as total development cost.
They cannot set the site-preparation budget for a parcel, establish a universal utility-connection fee, or substitute for local engineering and contractor estimates. HVS’s 2025 component table combines building and site improvements; neither that table nor the 2026 total median isolates utility infrastructure. Treat the per-room benchmark as a starting reference, then build the estimate from the project’s actual program, site, utility requirements, timing, and complete development scope.
