Honduras’s RTH 91.01.05:25 sets technical, registration, import and labeling requirements for hydraulic cement marketed in the country. Global Cement reported that the rules took effect on 6 October 2026; the regulation itself says it enters into force 30 days after publication in La Gaceta.
What do the new Honduras cement rules cover?
The official regulation, RTH 91.01.05:25: Materiales de construcción. Cemento hidráulico. Especificaciones técnicas, etiquetado y registro, applies to hydraulic cement offered, introduced, distributed, sold or used in Honduras’s national market. Its requirements concern technical conformity, labeling, registration, imports and conformity assessment. The regulation says it aims to address safety risks and misleading practices and to protect consumers’ right to product information.
The regulation’s commencement clause ties its effective date to publication in the official gazette, La Gaceta. Global Cement’s report of 5 October 2026 gives 6 October 2026 as the date the new requirements take effect. The La Gaceta publication date was not independently confirmed in the sources available here, so the specific date is attributable to that contemporaneous trade report.
Which technical standards apply to each cement type?
The regulation requires evaluation against the applicable current version of the ASTM specification corresponding to the cement type. Testing methods and acceptance or rejection criteria follow that standard.

What information must cement labels carry?
Packaged cement
Packaging information must be in Spanish and clear, visible and permanent. It must identify the product and brand, its applicable ASTM classification, country of manufacture, manufacturing and packaging dates, lot, net mass in kilograms or tonnes, registration number, and the responsible manufacturer, importer, distributor or packager with the relevant address. It must also state recommended use, storage and conservation instructions, correct use and handling, and associated risks.
The recommended-use date cannot be more than 60 calendar days after manufacture. If a label declares strength above the requirement for that cement type, the declared value must be verified.

Bulk cement must carry the information required by the regulation in its commercial transaction documents, rather than on a package label.
What registration and import documents are required?
Register before commercial activity
Registration is mandatory before cement is commercialized, imported or distributed, and remains valid for five years. The application includes information about the legal representative and business, such as company identity, tax and operating documents, environmental license, addresses, and the manufacturer if different from the seller. Product materials include the product name, brand and type, a technical sheet, an opinion on compliance with the RTH and applicable ASTM standards, and a report from the accredited laboratory that will perform testing.

Prepare imported cement before it reaches customs
- Obtain registration records: Before the shipment arrives at customs, the importer must have the authority’s registration record for both the importer and the product.
- Arrange a recent laboratory report: The importer must have a report from an accredited laboratory issued no more than 30 days earlier and identifying the country of origin.
- Obtain a competent-authority product opinion: The required opinion must validate the product’s technical compliance.
- Present the shipment documents: At customs, officials verify the commercial invoice, transport documents, and details of the cargo’s packaging and presentation.
The regulation says an import that does not conform must enter the applicable re-export process. Global Cement additionally reported that cement without the corresponding registration may not be imported or marketed, including cement in transit. The retrieved legal text does not clarify how the rule applies to in-transit shipments, so that specific point should be understood as the report’s account rather than an independently confirmed explanation of the regulation.
Who tests, samples and inspects cement?
Conformity assessment has sampling, testing and inspection phases. Sampling is assigned to a conformity-assessment body that is both accredited and authorized by the competent authority, and it uses ASTM C183. Testing must be conducted by a laboratory accredited to OHN-ISO/IEC 17025 with a scope covering cement analyses. The interested party submits the laboratory report for the authority’s review; manufacturer, importer or marketer in-house laboratory results are not accepted for regulatory purposes because of conflict-of-interest concerns.

Inspections may take place at customs, factories, warehouses, stores, hardware shops and other points of sale. The regulation assigns oversight to the Secretariat of Economic Development (SDE), through its Directorate General for Consumer Protection (DGPC).

The regulation gives importers, manufacturers, distributors and packagers six months to adapt production and commercial processes. It also allowed affected companies to apply for registration under the new requirements before entry into force. A business with noncompliant existing labels could seek a justified extension, capped at three months, but had to request it before the regulation entered into force. Since the reported effective date has passed, that advance-request condition matters for any claim to the label extension.

What do the reported registration figures show?
Global Cement reported on 5 October 2026 that the Secretariat of Economic Development had issued 15 registrations covering different products from Argos Honduras, Cementos del Norte (CENOSA) and Inversiones Cementeras de Centroamérica (Duracem). The figure is a trade-reported registration count; the underlying product-by-product registry was not independently checked. It should not be read as 15 companies or as a ranking of brands.
In the same report, Minister of Economic Development Eddy Ordóñez was quoted as saying: “In Honduras, the market is not closed; the door is closed to cement without a guarantee.” That quotation is available through Global Cement’s report, rather than a retrieved primary transcript.
