Herbaceous plants have nonwoody aboveground stems that do not persist through the dormant season. They may be annuals, biennials, or perennials: “herbaceous” describes how a plant grows, while those life-cycle terms describe how long it lives.
What does “herbaceous” mean?
A herbaceous plant has nonwoody stems or shoots. Unlike a shrub or tree, it does not keep persistent woody stems above ground through its dormant season. Its leaves and stems may die back, while the plant either completes its life cycle or survives in another form.
In herbaceous perennials, the aboveground growth often dies back in winter or another dormant period. The plant can regrow when conditions become favorable from surviving structures such as a crown, roots, or underground stems. Oregon State University Extension and the University of Missouri Extension describe these perennial growth and overwintering patterns.
Herbaceous versus annual, biennial, and perennial
These terms describe different things. Herbaceous refers to growth habit and whether aboveground stems are woody and persistent; annual, biennial, and perennial refer to a plant’s life cycle. A plant can therefore be herbaceous and annual, biennial, or perennial. Perennials can also be woody rather than herbaceous.

The annual and biennial definitions and examples are given by NC State Extension. For perennials, the persistent structure may be a crown, root, bulb, corm, tuber, or rhizome, according to University of Missouri Extension.
Examples of herbaceous plants
Annuals
Beans, corn, marigolds, and zinnias are examples of herbaceous annuals: they complete their life cycle in one growing season. In gardens, a plant’s treatment can vary with climate. Some plants that live as perennials in the wild are grown as annuals where local conditions do not allow them to survive year-round, as NC State Extension notes in its botany guidance.

Biennials
Carrots, beets, celery, onions, and hollyhocks are examples of biennials. They typically make vegetative growth during the first season and flower and set seed during the second before dying.
Perennials
Herbaceous perennials return for more than two years, with new aboveground growth emerging from surviving crowns, roots, bulbs, corms, tubers, or rhizomes. Their tops may disappear during dormancy; that does not mean the plant has died if its persistent structures have survived. Whether a perennial survives outdoors depends in part on local climate and growing conditions.

Is every herb a herbaceous plant?
No. In botanical usage, an herb is an herbaceous plant without a woody stem. In cooking and other everyday contexts, “herb” can refer more broadly to plants valued for flavor, fragrance, or other uses, including woody plants. So a culinary herb is not necessarily botanically herbaceous. The University of Illinois Extension explains the distinction.

When identifying or choosing a plant, consider its growth habit and life cycle separately. A useful check is to ask:

- Are the stems woody and persistent? If not, the plant may be herbaceous.
- How long does it live? Determine whether it is an annual, biennial, or perennial; that label is not interchangeable with “herbaceous.”
- What survives dormancy? For a herbaceous perennial, look for a persistent crown, root, bulb, corm, tuber, or rhizome.
- Will it survive the local climate? A plant’s life cycle in its natural setting does not guarantee it will overwinter in every garden.
