The scheme is open to people in England and Wales. It is not a uniform UK-wide grant. Scottish residents are directed to separate home-energy loan or grant support, while Northern Ireland’s Boiler Replacement Scheme is closed and residents are directed to local energy-saving grants. A household should therefore check the rules for its nation before treating the Boiler Upgrade Scheme amount as available.

Grants and manufacturer obligations are different tools
Parliamentary discussion has also covered the Clean Heat Market Mechanism, a policy aimed at boiler manufacturers rather than a direct household grant. In a 13 January 2025 debate, a minister described a planned reformed mechanism with a first-year obligation equal to 6% of relevant boiler sales and a £500 payment in lieu for a missing credit. Those figures belong to that historical debate and should not be treated as current requirements without checking an up-to-date government policy publication.

Planning rules can determine whether a project proceeds
In the Welsh Parliament on 18 June 2025, members discussed planned changes to permitted-development rules for air-source heat pumps. The Cabinet Secretary said: “We recognise that permitted development rights restrictions make it difficult for some homes to install heat pumps without planning permission.” The exchange also recorded that UK changes had taken effect on 29 May 2025. Planning requirements can change, so an installer or the relevant planning authority should confirm the rules for the property before work is commissioned.

Workmanship and suitability affect the real cost
During the same debate, Janet Finch-Saunders referred to reports of failed installations involving increased bills, loss of heating or hot water and repair costs. These were concerns raised by a member in debate, not a verified failure rate or a sector-wide finding. They nevertheless point to the checks that matter before signing a contract:
- Heat-loss assessment: the system should be sized for the building rather than selected solely by replacing the boiler’s nominal output.
- Emitter and controls review: radiators, pipework, thermostats and hot-water arrangements may need changes to operate efficiently at lower flow temperatures.
- Electrical and planning checks: the installer should identify supply, siting, noise and permission issues before installation.
- Handover and commissioning: the homeowner should receive settings, operating instructions and a clear route for resolving defects.
What the adoption figures do—and do not—show
Finch-Saunders stated in the 18 June 2025 debate that 60,000 certified heat-pump installations took place in 2024, 43% more than in 2023, with a cumulative total of 275,000. She contrasted that total with a target of 600,000 by 2028. These numbers were statements made in debate and were not independently verified against the original statistics publication here. They indicate the scale of the policy ambition, but they do not prove that a particular subsidy change caused, or would cause, a particular change in installations.

Would a heat pump still be worth installing without a grant?
There is no universal yes-or-no answer. Removing support would raise the upfront amount a household must fund, but the financial result still depends on the home’s heat demand, required retrofit work, electricity and fuel prices, system design and maintenance. The available material does not establish a reliable payback period or show that heat pumps always reduce bills.
A sensible decision is to obtain a heat-loss calculation and an itemised quotation, then model annual running costs using the household’s actual tariff. Compare that result with the cost of keeping or replacing the existing system. Treat any advertised saving or payback as a scenario, not a guarantee, unless its assumptions match the property.

Checks to make before relying on support
- Confirm which UK nation the property is in and whether the relevant grant is open to that address and heating system.
- Ask the installer to state the grant assumption separately from the total installed price.
- Verify current planning and permitted-development requirements for the proposed outdoor unit.
- Request the design basis, heat-loss calculation, equipment specification and commissioning arrangements in writing.
- Check what happens if the grant is reduced, withdrawn or rejected, including cancellation terms and the resulting balance.
