What the 12% figure actually measures
Aluminium Deutschland’s annual industry figures put German rolled-product output around 12% below its 2021 level. That is a production comparison for a product category; it does not measure construction demand, orders, or aluminium use in buildings. The distinction matters because production can move differently from end-market demand, and rolled products are not the same measure as extruded products used in many profiles and building components. Aluminium Deutschland reported 2025 semi-finished aluminium production of about 2.3 million tonnes, up 1% year on year, while extruded-product output remained around 24% below its 2021 level. Those figures show a mixed industry, not a uniform construction rebound.

What the latest figures say about construction-facing suppliers
In its Q2 2026 economic barometer, Aluminium Deutschland said 60% of surveyed member companies rated the construction market situation as poor. Germany produced 1.15 million tonnes of semi-finished aluminium products in the first half of 2026, down 2% year on year. These are industry and production indicators; they do not isolate construction aluminium demand or orders.

In its July 2026 survey, the ifo Institute reported weaker sentiment in German residential construction in June. Its Head of Surveys, Dr. Klaus Wohlrabe, said: “Many companies currently see no signs of a sustained recovery in residential construction.” Residential building permits offer a counterpoint, but not proof of a durable turnaround: an outlook reported by the International Aluminium Journal put 2025 permits at about 238,500 units, up roughly 11% year on year but still below around 381,000 in 2021.

Could German construction recover in 2027?
DIW Berlin forecast German construction output growth of 1.7% in 2026 and nearly 3.5% in 2027. It projected real public construction volume to grow 6.7% in each year, making public works the clearest near-term driver. DIW expected residential and commercial construction to grow in real terms in 2027 after stagnating in 2026. These are construction-output forecasts, not aluminium-demand forecasts. DIW Berlin’s construction outlook therefore supports a possible tailwind for aluminium suppliers, not a claim that aluminium demand will rise by the same percentages.
Why the mix of projects matters
- Public infrastructure: DIW’s forecast makes public construction the strongest near-term growth component. The effect on aluminium depends on project timing, specifications, and material choices.
- Residential building: permits rose in 2025, but remained well below their 2021 level, and the ifo survey pointed to continuing weakness in June 2026.
- Commercial construction and renovation: the available figures do not quantify aluminium demand in these segments separately. Their trajectories should not be inferred from the total construction forecast.
Aluminium profiles can be used in building applications such as frames and façade systems, but a general market trend does not establish the suitability of a particular profile for a structural application. Specifications, alloy, design, and project requirements must be assessed for the intended use.

Recycling is strategically important, but output is not growing
German aluminium recycling output was around 1.36 million tonnes in the first half of 2026, down 2% year on year, according to Aluminium Deutschland. Its 2025 annual figures put total recycling production at about 2.7 million tonnes, down 1% year on year and around 16% below 2021. The association cited weak demand from customer industries, including construction, alongside scrap scarcity and rising scrap prices. The latest figures therefore support recycling as a circularity and supply-security issue, but not as a source of demonstrated near-term output growth.
Recycled material can contribute to aluminium supply, but the figures do not establish how much is available for construction, whether it meets a particular project’s requirements, or whether it can cover future demand. Constrained scrap availability is a practical limit: recycling capacity alone does not guarantee feedstock.

For builders, specifiers, and suppliers, the practical implication is to track end-market orders and product-specific supply separately. A forecast recovery in construction is relevant, but translating it into aluminium demand requires knowing which projects proceed, when they procure materials, and which products their specifications call for.
