The City of Vincent’s April 2024 vote kept the house at 40 Guildford Road, Mount Lawley, on its Municipal Heritage Inventory—but it did not end the planning process. In a later development, The West Australian reported that the Western Australian Planning Commission approved demolition and a 90-dwelling community housing project at its 18 March 2026 meeting, despite the City recommending refusal. The exact conditions and any subsequent construction or demolition status have not been confirmed.
What did the City of Vincent decide in 2024?
In April 2024, Vincent Council rejected a request to remove 40 Guildford Road from the City’s Municipal Heritage Inventory. The decision retained the local inventory listing; it was not a determination of the later public works proposal by the state planning authority.

The contemporaneous report said the applicant connected demolition with future road widening at the Guildford Road and East Parade intersection and redevelopment of the site. Council’s stated concern was that the application had not adequately shown that the house could not practically be retained alongside road upgrades. PerthNow’s report of the 2024 council decision also quoted then-mayor Alison Xamon: “I think we’ve got a situation here whereby demolition by neglect … is not something which should be rewarded.”
What is proposed for the site?
The City’s project page describes application 5.2025.425.1 as a public works proposal covering land across Guildford Road, East Parade and Stanley Street. It includes demolition of the heritage-listed dwelling and construction of five apartment buildings: four three-storey buildings and one five-storey building.

What happened after the council vote?
According to The West Australian, the WA Planning Commission approved the demolition and 90-dwelling project at its meeting on 18 March 2026. The newspaper reported the outcome on 26 March 2026 and said the approval went ahead despite the City’s recommendation that the project be refused. It also reported 40 submissions: 27 objections, three in support and 10 comments. Those figures describe submissions reported by the newspaper, not a referendum or a vote.

The later report is the available account of the Commission’s outcome, not the primary determination. Its precise conditions—and whether an appeal, construction or demolition followed—are not established here. The 2024 inventory decision should therefore not be described as the final state planning outcome.
What is known about the house and its listing?
The West Australian described the building in 2026 as a circa-1905 Federation Arts and Crafts dwelling in severe disrepair with a category 3 local heritage listing. PerthNow’s 2024 account described it more broadly as a Federation-style property built approximately between 1900 and 1920 and said it had been on the municipal inventory since 2000.
Those accounts use different descriptions and dates. The reported 2000 inventory date and the 2024 council decision are not necessarily the same listing event. The sources establish that the property was on the City’s inventory when Council considered removal in 2024, but do not resolve that distinction further.
Were contamination and tree removal part of the housing approval?
No. In October 2024, the City reported asbestos-containing material in site soil, likely from old construction debris, and said remediation was required before residential redevelopment. It also said the WA Planning Commission had approved removal of 10 trees for remediation, subject to a condition protecting trees identified for retention. That was a separate remediation matter, not the later approval of the housing and demolition proposal. See the City’s October 2024 remediation update.

The reported March 2026 approval is the latest outcome established by the available sources. The primary Commission determination, its conditions and any later appeal or site works are not confirmed. The City’s heritage, traffic, safety and design concerns should be understood as concerns or recommendations attributed to their sources—not as findings that settled the Commission’s decision.
