Upper Merion, in Montgomery County, is a separate planned biologics factory included in a $1.2 billion investment package. GSK said construction there was planned to begin in 2026, but the official sources cited below do not confirm that work has started.
Is GSK building a new facility in Upper Merion?
Yes. GSK announced plans in September 2025 for an additional biologics “flex” factory in Upper Merion, Montgomery County. The company placed the facility within a $1.2 billion package for U.S. manufacturing capabilities; that package also covers capabilities involving AI and advanced digital technology, drug substance manufacturing, devices and auto-injectors. The $1.2 billion is not identified as a construction-only budget for the Upper Merion building. GSK’s announcement and Pennsylvania’s account describe the project and its planned timeline.

What the factory is intended to make
GSK says the multipurpose factory is intended to support potential medicines for respiratory diseases, including COPD and asthma, and cancer. These are intended therapeutic areas, not a confirmed list of approved products that will be made at the site. GSK’s 2025 annual report describes a flex factory as a facility that can adapt to different medicines through modular equipment and standardised processes. The company says the Upper Merion facility will focus on potential best-in-class medicines for patients in the U.S. and worldwide.

GSK’s September 2025 announcement also set out a commitment to invest at least $30 billion in the United States over five years. That is a company-wide U.S. commitment, not spending earmarked for Upper Merion construction. The factory is one element of the separately described $1.2 billion manufacturing package.

Where does the $800 million figure belong?
The up-to-$800 million figure applies to GSK’s expansion of its existing site in Marietta, Lancaster County. GSK and the Commonwealth of Pennsylvania announced that project on October 24, 2024. It includes expanded research and development and manufacturing, including new facilities—not the planned Upper Merion factory. Pennsylvania said it would provide $21 million in support and reported at least 200 expected new jobs for Marietta. The state’s announcement ties these figures to the Lancaster County project.
Pennsylvania reported a groundbreaking for the Marietta expansion on April 3, 2025, and said the project was expected to create at least 200 jobs while retaining 4,622 employees. Those employment figures also concern Marietta and should not be attributed to Upper Merion. The groundbreaking announcement provides the project update.

When will construction start in Upper Merion?
GSK and Pennsylvania said construction was planned or expected to begin in 2026. That was a forward-looking schedule announced in 2025; it does not establish that construction actually began. The cited official sources do not confirm the Upper Merion project’s current construction status as of October 9, 2026. They also do not give a definitive project-specific job count, final production capacity, confirmed product roster or detailed updated schedule. A current statement from GSK or local government would be needed to substantiate claims that work is underway or complete.
Does this establish a pharma investment surge in Pennsylvania?
It establishes several large project announcements, but not a measured industry-wide surge. In 2026, Pennsylvania announced a separate Johnson & Johnson investment exceeding $1 billion for a cell therapy manufacturing facility in Montgomery County. That is another significant local announcement, not by itself evidence of a statewide or industry-wide trend. Establishing a surge would require comparable investment data across a defined period and geography. Pennsylvania’s 2026 announcement describes that separate project.
