That is the central question behind Building’s interview with Gregor Craig, then chief executive of Skanska UK, recorded in Glasgow during COP26 and published on 19 November 2021. The accessible listing identifies three practical themes—intellectual property, partnerships on low-carbon innovation, and emissions reporting and reduction—but the extended audio is subscriber-only and no transcript is available.
This article separates what the listing establishes about that conversation from Skanska UK’s current public position and project examples. The latter show how a major contractor now describes implementation, but they are not evidence of what Craig said in 2021.

What the Gregor Craig interview actually covers
Building presented the programme as an extended episode of its Building Talks Net Zero series. Craig was interviewed while attending COP26 in Glasgow, and the episode was published on 19 November 2021. The accessible description says the discussion covered how companies handle intellectual-property issues, how they partner with other organisations on low-carbon innovations, and how Skanska reports and reduces carbon emissions.
Those points establish the subject matter, not the detailed argument. The full recording is marked subscriber-only, and the public page does not provide a transcript, a direct quotation, a calculation, or a named project that can be securely attributed to Craig. Any account of his specific business case, wording or examples would go beyond the available evidence.

- Stronger Solid Lead: This work pencil is matched with a 2.8 mm thick lead , which is much thicker and stronger during the drawing process of construction work, it will not break or damage easily
- Marks on Various Surfaces: 3 colors solid construction pencil can marks on various surfaces,such as metal, plastic, wood, paper etc. Ideals for woodworkers, contractors, craftsmen, builders, merchants and masons
That limitation is important for contractors and clients using the interview as a reference. It is reasonable to use the programme description to frame questions about commercial models, collaboration and carbon accounting. It is not reasonable to quote Craig or assign a current Skanska result to a 2021 conversation without the audio or a transcript.
Why thin construction margins make decarbonisation difficult
Construction companies operate with project-specific risks, competitive tenders and cash tied up in materials, labour and plant. A lower-carbon option can appear more expensive at bid stage even when it reduces whole-life cost or future compliance risk. The party paying for an innovation may not be the party that receives its energy, maintenance or resale benefits. Supply may also be uncertain: a material with a lower declared footprint is of little use if it cannot be delivered to the programme or supported by competent installers.
Net-zero planning therefore has to answer four commercial questions at the same time:
- What is the carbon boundary? Decide whether the calculation covers direct fuel and electricity, purchased energy, materials, transport, waste, subcontractors, use and end of life. Skanska UK’s current target covers scopes 1, 2 and 3 across its entire value chain.
- Who carries the cost and who captures the value? A contract can allocate design fees, testing, data collection and performance risk instead of leaving them as informal commitments.
- What evidence shows that the alternative works? Structural capacity, fire performance, durability, programme, warranties and regulatory approvals remain necessary alongside a carbon figure.
- How will progress be measured? A baseline, consistent emissions factors, documented assumptions and project-level reporting are needed before a saving can be claimed.
These are management choices, not proof that every low-carbon measure pays for itself. Some measures will require a premium, early design work or a client decision to value carbon alongside price. The practical objective is to identify where the premium buys a verified reduction, avoids future cost, or creates a repeatable capability.
Three themes signposted by Building
Intellectual property and sharing innovation
Low-carbon construction can involve proprietary designs, software, material formulations, process data or operating methods. Owners may fear that sharing information gives competitors an advantage; contractors may fear that publishing a result exposes them to liability if a method is copied outside its tested conditions.

A workable arrangement defines the information needed to deliver the project and the information that can be shared more widely. Contracts can distinguish background intellectual property from project-created results, grant limited licences for construction and maintenance, and specify how performance data may be anonymised. They can also set responsibilities for testing, approvals, insurance and defects. The interview listing confirms that intellectual property was discussed, but it does not reveal Craig’s proposed terms or any particular agreement.
Partnerships for low-carbon innovation
Decarbonisation often crosses organisational boundaries. A contractor may coordinate a client, designer, materials supplier, equipment manufacturer, specialist subcontractor, university or public funder. Each partner can contribute something different: a product, a test site, operational data, engineering expertise or procurement volume.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsPartnerships work best when the project brief states the carbon outcome, the technical acceptance criteria and the decision gates. A pilot should have a defined baseline, a measurement plan and a route to adoption if it succeeds. It should also state what happens if the innovation fails: who supplies a conventional alternative, who pays for delay, and how safety and warranty obligations are preserved. Building identifies partnership as a theme of the Craig interview, but the accessible material does not name a partner or describe a specific pilot from that discussion.
Reporting and reducing emissions
Reporting is not the same as reducing. A company can improve its inventory by finding emissions previously omitted, while actual project emissions remain unchanged. Reliable management separates the accounting system from the reduction plan: first define sources and methods, then set priorities, implement measures, verify results and disclose remaining emissions.
For a project team, useful records include fuel by item of plant, purchased electricity, material quantities, delivery distances, waste movements and subcontractor data. The team should record the emissions factor, reporting period, unit and source for every material category. Where a supplier provides an environmental product declaration, its declared modules and validity should be checked against the project’s boundary. Building’s description says Craig discussed Skanska’s reporting and reduction work, but does not publish the company’s 2021 inventory or a quantified reduction attributed to him.

Skanska UK’s current net-zero position
Skanska UK’s current sustainability page states a commitment to net-zero carbon emissions across its entire value chain by 2045. The statement covers scopes 1, 2 and 3 and says it will not rely on offsetting. The page says sub-targets provide milestones, but the retrieved version does not list those milestones. This is a current corporate position, not a target that should be retroactively presented as part of the 2021 interview.

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →The scope wording matters. Scope 1 generally concerns direct fuel and process emissions; scope 2 concerns purchased energy; and scope 3 captures other value-chain sources such as purchased materials, transport, subcontractors, use and end-of-life activities. A value-chain target is consequently broader than a fleet or office-energy target. It also requires influence over suppliers and clients, not just changes to a contractor’s own buildings and vehicles.
Current project examples published by Skanska
Skanska’s sustainability page gives several current examples of the types of intervention it is highlighting. The figures below are company-reported results for the named projects and have not been independently verified in the accessible material.
| Project or trial | Approach | Reported result | How to interpret it |
|---|---|---|---|
| M42 J6 low-carbon highways testbed | Alternative concrete mixes and basalt reinforcement were trialled. | Some concrete mixes delivered up to 80% carbon savings; basalt rebar reduced carbon by almost 50%. | “Up to” describes the best reported mixes, not a guarantee for every mix or project. Skanska says performance and durability requirements were met. |
| IPC Euston | Structural steel was reclaimed for future use and partially reinstalled. | 20 tonnes were salvaged for future use, 3 tonnes were reinstalled, and embodied carbon was reduced by 95%. | The quantities and percentage relate to this project’s reported steel-reuse activity, not to all structural steel work. |
| Bentley Works | Hydrogen–diesel dual-fuel piling equipment was trialled with ULEMCo and BRE. | The page describes a government-backed trial but gives no percentage reduction in the retrieved description. | A trial demonstrates feasibility; it does not establish fleet-wide performance or a universal business case. |
None of these examples should be described as a quotation or case study from Craig’s 2021 interview. They are later examples of how Skanska currently communicates materials reuse, lower-carbon materials and alternative fuels.

1. Set the boundary before choosing a measure
Write down the assets, activities, life-cycle stages and reporting period included in the calculation. Decide how temporary works, hired plant, subcontractor fuel, logistics and waste are treated. Without that boundary, two bids can appear to offer different savings while measuring different emissions.

These marking pencils are much thicker and stronger than normal pencils during the marking process of construction work, suitable for various surfaces, such as glasses, metal, boards, floors, walls, furniture, etc. The written marks can be easily wiped with a wet paper towel when needed
2. Establish a project baseline
Use the design quantities, expected energy use, logistics plan and relevant emissions factors available at tender or developed design. Mark assumptions that need supplier confirmation. A baseline is a decision tool, not a promise that the final project will match an early estimate.
3. Rank interventions by carbon, cost and deliverability
Compare measures using the same criteria:
- project-specific embodied or operational carbon reduction;
- capital cost, operating cost and effect on contingency;
- technical performance, durability, fire and structural requirements;
- availability, lead time and supplier capacity;
- design changes, testing, approvals and warranty implications;
- the emissions boundary and calculation method used.
A measure that scores well on one axis can fail on another. For example, a material substitution may reduce embodied carbon but create a programme risk if supply is unreliable. A plant trial may cut fuel emissions but require refuelling infrastructure and operator training.
4. Put responsibilities into the contract
Specify who supplies data, who verifies quantities, who approves substitutions and who owns additional testing. For an innovation pilot, include acceptance criteria, fallback arrangements, insurance and treatment of intellectual property. Payment mechanisms can reward verified outcomes without making an untested percentage reduction an unconditional promise.
5. Measure during construction, not only at handover
Monthly or work-package reporting can identify excessive idling, changed delivery routes, material waste or design substitutions while there is still time to respond. Keep records that an auditor can follow back to invoices, meter readings, delivery tickets and quantity take-offs. Separate forecast, actual and avoided emissions so that a saving is not counted twice.

6. Verify and learn before scaling
At completion, reconcile quantities and energy use with the baseline, document deviations and record technical performance. A successful pilot should produce a repeatable specification, procurement route and method statement. A failed pilot is still useful if the failure mode, cost and boundary conditions are documented rather than hidden.

How clients and contractors can read carbon claims
Terms such as “low carbon,” “carbon saving” and “net zero” are not interchangeable. Ask whether a claim concerns embodied carbon, operational carbon, a product stage, a whole life-cycle assessment or a corporate inventory. Check whether the number is an estimate, a measured result, a maximum, an average or a one-off trial. Confirm the baseline, emissions factors, geography, date and whether offsets are included.
For procurement, request the underlying units and assumptions rather than accepting a headline percentage. A percentage reduction without the reference design, quantity, life-cycle modules and verification status cannot be transferred confidently from one project to another. Skanska’s current statement explicitly excludes reliance on offsetting; other organisations should state their treatment of offsets just as clearly.
What the COP26-era discussion still contributes
The 2021 setting explains why the interview focused on the tension between commercial pressure and urgent climate action. Its enduring value is the set of management questions it raises: how to collaborate without losing control of intellectual property, how to turn pilots into procurement choices, and how to make emissions data useful for reducing rather than merely describing impact.
