What is proposed at 200 Pemberwick Road?
The proposal is for a parking lot at Pemberwick Road and Comly Avenue in the Pemberwick neighborhood, across from the Byram River. An adjacent office building would remain. The Town of Greenwich lists the project as application PLPZ202600387, “200 PEMBERWICK ROAD & 0 COMLY AVENUE.” Its listing identifies an 80-unit housing development with 24 affordable units under Connecticut’s affordable housing statute, 8-30g. The town’s pending-applications page says listed applications are pending before the Planning & Zoning Commission and will be heard at a regularly scheduled meeting.

Greenwich Time’s October 10, 2026 report describes an 80-foot building with four residential floors above a parking garage. These are details of the proposal, not a description of a completed or approved building.

Greenwich Time reported that the revision followed discussions with the Greenwich Affordable Housing Trust. The applicant’s attorney, Chip Haslun, said the development is intended to respond to the town’s Plan of Conservation and Development by using underutilized land for infill, diversifying the housing stock and increasing the number of affordable homes. That is the applicant’s characterization of the project.

Why are neighbors concerned?
Residents have submitted letters objecting to the proposed scale and raising concerns about flooding, traffic, pedestrian safety and speeding. These are concerns expressed by neighbors; the reporting does not establish them as engineering findings or determine how the project would affect those conditions.
Building height and neighborhood scale
Resident Wayne Kelly wrote that the proposed building “is not in character with neighborhood, at least two stories too high.” The 80-foot height and four residential floors are reported proposal details; whether the design is compatible with the neighborhood is a matter for review, not a settled conclusion in the available accounts.

Flooding and stormwater
Resident Tara Orlando said the neighborhood had experienced severe flooding “for over 100 years” and argued that additional development could worsen a longstanding problem. She urged a focus on flood prevention and stormwater management. The quoted duration and the concern about future effects are Orlando’s claims; the available reporting does not independently establish the flooding history, its causes or the project’s likely impact.

Neighbors have also raised concerns about congestion, pedestrian safety and speeding. The reporting summarizes those objections but does not supply a traffic study or other technical findings that would establish the scale of any effects.

What happens next?
The Town of Greenwich lists application PLPZ202600387 as pending, and Greenwich Time reported that the Planning & Zoning Commission was expected to conduct a preliminary review in the coming weeks. Neither source gives a confirmed review date. The town says its pending-applications list is updated weekly, so the application status and a meeting date should be checked against the latest listing or commission agenda.
The current public listing confirms the address, application number, 80-unit count, 24 affordable units and pending status. It does not provide the detailed revised plans or technical evidence addressing flooding, stormwater, traffic and pedestrian impacts. The commission’s eventual decision is not established in the cited sources.
