Good Bones: Why Reusing Old Buildings Matters for Decarbonization

Reusing an existing building can avoid demolition and new-material emissions, but the lowest-carbon choice depends on the whole lifecycle, energy use, materials, building condition and preservation needs.

Reusing an existing building can avoid emissions from demolition and new construction, but it is not automatically the lowest-carbon option. The answer depends on what can be retained, how much energy the finished building will use, what materials and systems the project adds, and how long the comparison runs. A sound decision compares equivalent buildings over the same period and includes both construction and operation.

Why existing buildings are part of the decarbonization challenge

Buildings create emissions both when they are built and while they are used. Demolition, land clearing, manufacturing and transporting construction materials all contribute to a project’s embodied carbon; heating, cooling, lighting and other energy use contribute operational emissions. Reusing a building can avoid some of the first category while improvements reduce the second.

The scale of the existing stock makes that distinction consequential. The American Institute of Architects’ 2024 guide reports that about half of U.S. building stock by floor area is more than 40 years old. It also estimates that about 65% of projected U.S. building floor area in 2050 was already standing in 2022. In the guide’s accounting, existing-building fuel and electricity use represented an estimated 28% of global emissions in 2022, while building construction accounted for another 9%. These figures describe the guide’s stated scope and years, not a project-level emissions estimate.

Adaptive reuse means adapting an existing building to a new function. The U.S. Environmental Protection Agency says it can preserve historical and social fabric while creating new opportunities. But keeping a building is not a goal in isolation: its condition, future use, energy performance and the emissions of the work required all matter.

How to tell whether reuse is greener than building new

A fair comparison needs a common basis. Compare buildings that provide similar space, capacity and service, and state the assessment period and assumptions. Include construction, expected energy use, maintenance, component replacement and end-of-life impacts where the assessment covers them. The National Trust for Historic Preservation’s 2011 study, for example, examined six building types in four U.S. cities over 75 years and compared reuse with new construction at the same energy-performance level.

  • Set the baseline: Specify whether the alternative is the building as it stands, a defined retrofit, or demolition and replacement.
  • Count what is retained: Identify the structure and envelope that remain, and account for the new materials and equipment the project needs.
  • Estimate actual operation: Use expected energy use after the work rather than relying on age or a label alone.
  • Use the same service and time horizon: A smaller or less intensively used building is not a like-for-like comparison with a larger replacement.
  • Include project realities: Consider condition, maintenance, heritage requirements, local hazards, cost and feasibility alongside carbon.

Results vary because studies use different buildings, materials, energy assumptions and lifecycle boundaries. Embodied and operational emissions can also move in opposite directions: a system may add emissions during installation while reducing energy-related emissions over time. A single headline percentage cannot settle a specific project’s choice.

What published comparisons show—and what they do not

The figures below are evidence from particular studies and reviews, not guaranteed savings for another building. Their different geographies, methods and time periods mean they should not be combined into one universal reuse benefit.

U.S. EPA illustrative office comparison; publication year not stated on the cited page A new, energy-efficient office using as much as 40% recycled materials would take approximately 65 years to recover the energy lost in demolishing a comparable existing building. This is an energy comparison for the EPA’s stated scenario, not a general carbon payback period.

Sheffield University study, 2022, as summarized by Historic England Retaining the main concrete and steel structure of Sheffield’s former John Lewis building potentially avoided 4,300 tonnes of carbon equivalent in superstructure materials. The estimate concerns materials for that building’s superstructure.
Carrig, 2019, Victorian-terrace lifecycle scenarios to 2050, as summarized by Historic England Total emissions were estimated at 89 tCO2e for doing nothing, 36 tCO2e for refurbishment and 42 tCO2e for demolition and rebuilding. Refurbishment work embodied emissions were estimated at 1.2 tCO2e (2% of total emissions over a 60-year lifespan), compared with 16.35 tCO2e (28%) for demolition and new construction. The study found new construction of a same-size home produced up to 13 times more embodied carbon than refurbishment. These are scenario results for the studied terrace, not a prediction for a different building.
Mohammadpourkarbasi et al., 2023, 60-year Victorian-terrace study, as summarized by Historic England Retrofit scenarios reduced operational carbon by 59% to 94% compared with the existing house, built around 1894. Natural materials reduced total embodied carbon by 7% to 14% in the analyzed scenarios; photovoltaic panels or heat pumps increased embodied carbon by 38% to 117% while lowering operational carbon. The percentages apply to the study’s specific measures and scenarios; they illustrate why upfront and operating emissions must be considered together.
Evidence cited in the UK government’s 2024 review Energy-efficiency improvements to existing buildings showed at least 4% greater lifecycle-carbon benefit than demolition and replacement, approaching 60% in some cases. Research summarized in the review also reported potential carbon savings of 30% to 50% and energy-consumption savings of up to 40% from maintenance, periodic renewal and conservation-focused refurbishment. These findings summarize underlying research and are not a guaranteed outcome for an individual retrofit.
Historic England study from 2020, cited in the UK government’s 2024 review Excluding embodied emissions could underestimate a new building’s emissions over 60 years by up to 31%. The result is specific to the cited study and its accounting boundary.

Stock figures provide context rather than a verdict on an individual building. The UK government’s 2024 review reports 5.9 million UK buildings constructed before 1919; it separately gives an England estimate of approximately 350,000 listed dwellings and 2.8 million homes in conservation areas. The review’s findings and policy discussion concern England where stated, even when a stock figure is UK-wide.

What makes an older-building retrofit work

Keeping the structure and envelope can reduce demand for new materials, especially where substantial components remain serviceable. The right scope still depends on condition and the building’s intended use. A retrofit that preserves a frame but requires extensive replacement elsewhere has a different emissions profile from one that retains more of the original fabric.

Energy improvements need to suit the building and the people using it. Insulation, airtightness, heating and cooling systems, ventilation and controls affect operational performance, but materials and equipment also have embodied emissions. Historic England’s synthesis of the Victorian-terrace scenarios illustrates that adding photovoltaics or heat pumps can raise upfront embodied carbon while lowering operational carbon. The relevant question is how the complete package performs over the stated period, not whether one measure has a low upfront footprint.

Maintenance and periodic renewal also belong in the decision. Repairing components and improving performance in stages may be suitable for some buildings; others may need more extensive intervention. A project assessment should specify what work is proposed and how often major components are expected to be replaced instead of treating “reuse” or “retrofit” as a single fixed package.

Historic significance, permissions and feasibility

Historic buildings may need specialist skills, compatible materials and approvals. The UK government’s 2024 review says retrofit can be more challenging and costly for listed homes or homes in conservation areas because of those requirements. It recommends designing measures around each building’s construction and use, and considering them early to reduce avoidable expense. The review also identifies affordability and financial incentives as barriers; there is no universal cost advantage to reuse.

In the United States, the EPA notes that energy upgrades can encounter codes or green-building standards that do not provide a clear path for historic properties. Replacing windows or doors may affect historic integrity. Energy and preservation goals therefore need to be addressed together rather than treating the building’s character as an afterthought. The EPA also cautions that preservation requirements and environmental standards can conflict and, in some cases, make a project financially infeasible.

When the building’s significance limits a particular intervention, the design team can evaluate other ways to improve performance while retaining the features that matter. The appropriate choices depend on the building’s construction, condition and preservation requirements; a measure suitable for one historic property may not suit another.

Decarbonization can also improve resilience

Reuse and retrofit can provide an opportunity to prepare a building for climate hazards as well as reduce emissions. The AIA’s 2024 guide describes insulation as a way to reduce vulnerability to heat or cold during power outages, stronger roofing, windows or glazing as possible protection against severe storms, and filtration in heating, cooling and ventilation systems as a response to wildfire smoke.

The Advisory Council on Historic Preservation’s 2024 federal report also describes measures such as elevating buildings in flood-prone areas, fortifying structures against extreme weather, and using landscaping for water absorption or shade. These are examples, not a standard package: choose measures in response to local hazards, the particular building and its historic significance.

The same report describes a need for more consistent empirical data and better cost comparisons for federal historic properties. It reports that the General Services Administration was working with the Department of Energy on a protocol to calculate whole-building embodied carbon and compare retrofit options. That is a development reported in 2024, not confirmation that a completed, generally available tool exists.

A practical decision sequence

  1. Document the building: Establish its condition, construction, current and intended use, energy performance, and any historic significance or approval requirements.
  2. Define credible alternatives: Compare a specified reuse or retrofit scope with a replacement that provides equivalent space and service.
  3. Set the lifecycle boundary: Choose a time horizon and state how construction, operation, maintenance, replacements and end of life are counted.
  4. Evaluate materials and systems together: Estimate upfront emissions and expected energy use for the complete design rather than judging a component in isolation.
  5. Account for local constraints and risks: Include preservation permissions, specialist capability, affordability and climate hazards in the project plan.
  6. Check sensitivity: Test how results change when energy use, material choices, maintenance needs or the assessment period change. If the preferred option flips under plausible assumptions, report that uncertainty rather than presenting a single result as certain.
