The Gibbney Reserve facility did not become an operating OSHC centre, based on the latest located City of Bayswater update. Council supported a possible ground lease at 34 Mephan Street in September 2024 and invited provider proposals, but deferred the matter in February 2025 while it awaited clarity about State election commitments. By March 2026, out-of-school-hours care (OSHC) had started at Maylands Peninsula Primary School instead. The City reported 17 places available for Term 1 and a plan to increase to 60 for Term 2; it did not confirm the actual later capacity or October 2026 operating position.
What did Bayswater Council decide about Gibbney Reserve?
On 24 September 2024, Council supported in principle a ground lease at 34 Mephan Street, Maylands, as one of two possible locations for an OSHC facility. Its resolution directed the CEO to invite expressions of interest from providers to design and construct a facility and potentially operate it. The proposed siting was to avoid encroaching on the reserve’s playing fields. This was authority to explore a proposal, not approval of a completed building or confirmation that a centre would open. The school had approached the City on 24 June 2021 seeking help with care close to its growing community. The need was also voiced by families: PerthNow quoted Maylands Peninsula Primary School P&C representative Megan Parker describing a “critical need” for after-school care and the difficulty some working parents faced securing suitable places. What did providers propose?
The City advertised its expression of interest from 23 November to 9 December 2024 and received two submissions. They were concepts for consideration, not selected or delivered facilities.

The concepts differed in scale and scope: BCCA proposed OSHC alone, while MOSH Kids combined OSHC with long-day care. The February 2025 report also raised project-scope gaps and concerns about applicant experience and financial expectations from the City. Why was the reserve proposal deferred?
At its 25 February 2025 meeting, Council noted the EOI outcome and requested another report after the State election, once the possible use of election commitments was clearer. The State commitment announced at the time was for OSHC on school sites. The report said it was then unclear whether an adjoining reserve site would qualify. That left the reserve route unresolved rather than approved to proceed. City of Bayswater council report

Gibbney Reserve’s existing use helps explain the siting constraint. The City describes it as an active sporting ground shared with Maylands Peninsula Primary School on weekdays from 9am to 3pm, with soccer, cricket, netball, tennis, basketball, playground and community facilities. The City’s March 2026 update said OSHC had commenced at Maylands Peninsula Primary School at reduced capacity for Term 1. It recorded 17 places available at that time and said the service would increase to 60 places for Term 2. The report also stated that the operator had approval for a maximum of 90 places. These figures describe distinct things: 17 was the reported Term 1 availability, 60 was the planned Term 2 capacity, and 90 was an approved ceiling—not a count of places confirmed as available or filled. The latest located official update does not establish whether the planned 60 places were reached after Term 2 or how many places were available in October 2026. Nor does it confirm that an OSHC facility opened at Gibbney Reserve. For a current vacancy or operating-capacity answer, the school or service operator would need to confirm directly.

What the status means for families and the site
- For families: the confirmed later development in the City’s update was school-site OSHC, not a reserve centre. The published place figures should not be treated as a live vacancy count.
- For the reserve proposal: Council’s 2024 support and provider EOI were preliminary steps. The February 2025 deferral and later school-site service mean the proposals cannot be described as selected, built or operating.
- For the construction question: the council material records possible site and procurement steps, not a completed project, contractor appointment or construction schedule.
