Smart EPD lists the new rule as Part B PCR for Cementitious Materials, Standard 1000-017, version 1.0, published September 4, 2026, and valid through September 4, 2031. The change is intended to align reporting rules and improve coverage of blended cements; it does not, by itself, demonstrate emissions reductions.
What changed in the cementitious materials PCR?
The American Cement Association (ACA), Slag Cement Association, Natural Pozzolan Association and American Coal Ash Association collaborated on a consolidated rule. ACA’s October 5, 2026 announcement describes it as bringing together three prior PCRs: rules for cement, slag cement, and SCMs, including coal ash and natural pozzolans. A PCR sets product-category requirements used to prepare an environmental product declaration (EPD).
The current Smart EPD listing identifies the consolidated rule as Smart EPD Part B PCR for Cementitious Materials, Standard 1000-017, version 1.0. The listing names ISO 14025:2006 and ISO 21930:2017 as its conformance basis. It marks the earlier Part B PCR for Cements for Construction 1000-010 v4.0 and Part B PCR for Supplementary Cementitious Materials 1000-002 v1.0 as superseded.
Why unify rules for cement and SCMs?
SCMs such as slag cement, coal ash and natural pozzolans can be incorporated into blended cements. ACA says the consolidated PCR is intended to align the rules for SCMs more closely with those for cement and improve reporting for blended cement products. The association presents reduced duplication and more uniform rule application as goals, not as measured outcomes.

For producers preparing declarations, a shared framework can help establish consistent category rules across materials. For owners, designers, specifiers, ready-mix concrete producers and precast manufacturers, EPDs provide information used in material selection, procurement and environmental-performance accounting, according to ACA. A common PCR does not make every EPD directly comparable: product category, geography, declared scope and data still matter.
What updated EPDs has ACA announced?
ACA says its EPD consultant has started surveying U.S. cement manufacturers to collect data for updated industry-average EPDs. The planned national coverage comprises four categories:

ACA says it also plans regional EPDs for these categories where possible. The survey and planned coverage are steps toward updated declarations; the announcement does not state that the new EPDs have been published.
ACA’s Quantifying Environmental Impact background page describes earlier industry-average cement EPDs and the transition through prior PCR versions. For the rule’s current status, the Smart EPD library is the relevant reference because it now labels the earlier cement and SCM rules as superseded.

What the dates and statistics do—and do not—show

These are scope and administrative facts. ACA’s announcement does not report a quantified emissions reduction, cost saving, adoption rate or measured improvement in reporting. The new rule establishes a framework for preparing EPDs; it is not evidence that cement or concrete emissions have already fallen.

When using an EPD to compare cementitious materials or support procurement decisions, check the declaration itself rather than assuming a shared PCR makes two products interchangeable. Relevant details include:

- Geography: Check whether an industry-average or regional declaration represents the relevant supply area.
- PCR and version: Note the rules named in the EPD and whether they are the current applicable version.
- Scope and data: Review declared system boundaries and data quality before interpreting environmental indicators.
- Declaration type: Distinguish a product-specific EPD from an industry-average EPD.
ACA also describes the GCCA EPD Tool as software for creating draft EPDs for clinker, cement, aggregate, concrete and precast products. Its background page says the tool includes North American and international modules because regional rules differ. Producers considering the tool should check ACA’s page for current access terms and availability.
