Town of Cottesloe council supported a proposal for a demountable sauna at Indiana Tea House, but that was not the final approval. PerthNow reported on 27 March 2025 that approval from the WA Planning Commission was still required because the beachfront venue is on Crown land. The reporting does not confirm that the Commission later approved the plan or that the sauna opened.
What did the council support?
The proposal, submitted by Perth Venues—a company PerthNow described as a subsidiary of Andrew and Nicola Forrest’s Fiveight—sought a 10-year lease for former playground space on the south side of Indiana Tea House in Cottesloe. The proposed sauna was demountable, rather than described as a permanent building. PerthNow’s 27 March 2025 report covered the council’s support and the remaining state approval requirement.
The application also included a larger bar footprint inside Indigo Oscar, the restaurant at the venue, and replacement mezzanine stairs and windows. Council support applied to this proposal; it should not be read as confirmation that every approval needed for construction or operation had been granted.
Why “green light” does not mean final approval
There are two distinct decision points in the reporting: Town of Cottesloe council supported the application, while the WA Planning Commission was identified as still needing to approve the proposed changes. The Crown-land location is why the state approval matters. The available reports do not establish a later Commission decision.

How the sauna fits with the separate hotel redevelopment
The sauna application was presented as an additional visitor amenity, not as approval of the broader plan to redevelop the venue as a 31-room luxury hotel. A PerthNow report published a week earlier said council had been recommended to support the sauna proposal and that the hotel redevelopment remained in progress at that time. Fiveight’s spokesperson described the application as being “for additional activation at Indiana to enhance experiences and amenities for visitors to Cottesloe Beach,” and said the company continued to progress its separate redevelopment proposal.
