Yes, much of the criticism is justified—but it applies most strongly to the later harbour plots, not automatically to every part of the wider development. The council’s 2025 refusal identified a housing mix that did not meet local and affordable-housing needs, along with harmful design and townscape effects. Objections about height, scale, parking and access add weight. Supporters nevertheless have a credible case that the outline project can bring homes, jobs, tourism and improved public space. The fairest verdict is therefore mixed: regeneration benefits are real as a planning objective, while the detailed later-phase scheme raised substantive questions that could not be dismissed as simple opposition to change.
What Roger De Haan’s Folkestone scheme actually includes
The name is often used for several different pieces of development. Keeping them separate is essential to judging the criticism fairly.

Housing Today described Shoreline Crescent as an 84-home completed phase within a much larger mixed-use plan for Folkestone’s harbour and seafront. Those homes should not be treated as if they were part of the later application that the council refused. Their completion is evidence that one phase has been delivered; it is not evidence that the design, parking or housing mix of later plots is acceptable.
The wider outline project is larger and mixed-use
The council’s description of the outline scheme includes housing, affordable housing, community services, a primary school and nursery. Housing Today placed the wider development at up to 1,000 homes. “Up to” is a maximum description, not a promise that all units will be built, and outline permission does not settle every architectural or operational detail.

The disputed later plots
Application 24/0505/FH sought reserved-matters approval for plots F1, F2, G1, G2 and H under outline permission Y17/1099/SH. It covered homes, commercial space, car and cycle parking, landscaping, play space and harbour public realm. Because these are reserved matters, the application dealt with the detailed form of a defined part of the outline scheme; it did not decide whether the underlying outline permission exists or what its entire scope is.
Why the criticism has substantial grounds
Affordability and local need are the central fairness test
Adding homes is not the same as meeting housing need. The relevant question is who can afford the homes, whether the mix suits existing residents and families, and whether key employees can live near their work. The committee made that concern an explicit refusal reason:
“The proposed housing mix would not provide for the housing needs of existing residents, key employees and families and would not therefore meet the needs of residents, nor would it meet the identified affordable housing needs within the District, contrary to the aims of Policy CSD1 of the Core Strategy 2022.”
This is an institutional planning judgment about the submitted mix, not proof that every unit in the broader project is unaffordable. It does mean that a larger housing count cannot by itself answer the objection. Any revised proposal needs to show, phase by phase, how its tenure and sizes respond to the district’s identified need rather than relying on the headline number of dwellings.
Scale, height and character matter at the harbour edge
Representations and the council’s officer material repeatedly raised design, height, scale and the fit with Folkestone’s harbour character. The committee concluded that the detailed design would harm visual amenity and the area’s harbour character. These are not merely aesthetic dislikes: a harbour sits within a recognisable townscape, and large blocks can alter views, arrival routes, daylight and the relationship between public waterfront and private buildings.

The conclusion does not establish that every building would cause the same harm, nor that change is forbidden. It says the particular composition, massing and relationship to its setting were judged unacceptable in the application before the committee. A design-led revision would need to demonstrate how those effects are reduced, not simply relabel the same scale as regeneration.

1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsParking and access are practical, measurable concerns
Loss of public parking became one of the clearest points of dispute. The June 2025 committee material described a revised version that would replace 563 Harbour Arm spaces with 500 spaces. Those figures belong to that dated proposal and should not be carried over to another version without checking the drawings and planning documents.
Parking is only one part of access. Residents, visitors, businesses, deliveries, emergency services, cyclists and pedestrians all compete for a constrained waterfront. A scheme can provide cycle spaces and still create pressure at busy times if public parking, servicing arrangements or traffic routes are inadequate. The planning criticism therefore concerns how the whole access system works, not a preference for storing cars over building homes.
Infrastructure, daylight, heritage and public space require evidence
The formal record also captures concerns about local infrastructure, daylight, heritage effects and the quality of public space. Anticipated impacts should not be reported as if they have already happened. They are questions the applicant must answer with assessments, drawings, mitigation and enforceable conditions. The larger the later phase, the more important it is that school places, play areas, servicing, landscape maintenance and public routes are delivered in step with occupation rather than left as broad promises.
What supporters say the project could deliver
Regeneration and employment
Supportive representations recorded by the council argue that the development could create commercial activity and jobs, support tourism and make a positive contribution to Folkestone. A working harbour quarter with shops, restaurants, offices and homes can extend activity beyond peak visitor periods and help fund improvements to the waterfront. Those are legitimate planning benefits, but they remain expected outcomes unless a particular element has already been completed and is operating.

Community facilities and a better public realm
The outline description includes a primary school, nursery, community services, affordable homes and public-realm works. Families may reasonably value a walkable waterfront, play space and safer connections. The question is delivery: which facilities are secured by obligation, when they open, who maintains them and whether the public can use the spaces without crossing private development. A landscaped illustration is not the same as an accessible, maintained public asset.
Housing supply still has value
Folkestone needs additional housing, and a brownfield or previously developed waterfront location can reduce pressure on undeveloped land elsewhere. That benefit should be weighed rather than ignored. It does not, however, override the council’s finding that the submitted mix failed to meet identified local and affordable needs. Quantity and suitability are separate tests.
What the consultation figures do—and do not—show
The council reported 150 further representations after the revised scheme was submitted, with 96% objecting. It also reported 8% support in an earlier consultation round. These figures describe responses at different stages, not a single poll, and neither is a representative survey of all Folkestone residents. People who feel strongly are more likely to respond, and a single person or organisation may submit more than one representation depending on the consultation rules.
Go Folkestone’s 2023 account described a minority of its members as rejecting the scheme as over-development while a majority broadly accepted its design and economic benefits. Its 2025 minutes recorded support for some earlier phases alongside greater scepticism about the later harbour plots. That is useful evidence that local opinion is not monolithic, but it represents the group’s membership, not the whole town.

Planning history and the current legal position
The January 2025 committee decision
On 21 January 2025, the council committee considered application 24/0505/FH. The officer recommendation to approve lost by four votes to six, and the committee refused the reserved-matters application. The decision addressed the detailed submission for plots F1, F2, G1, G2 and H. It did not revoke or decide the entire outline permission Y17/1099/SH.
Amendments reported after the refusal
Go Folkestone reported that the applicant appealed and submitted amendments reducing the homes from 410 to 405 while increasing commercial parking from 328 to 500. The council’s June 2025 report discussed a revised application and recorded continuing local objections. Because unit and parking totals changed between versions, every figure should be accompanied by its application date and source.
Do not assume the latest outcome
The available material does not establish the final outcome of the appeal or revised later-phase application. The live planning register and any appeal decision are the authority for describing the position at publication. It would be inaccurate to state that the later plots are definitively approved, definitively refused or permanently stalled without that current check.
A practical way to weigh the competing claims
| Question | Evidence to consider | What a fair conclusion looks like |
|---|---|---|
| Does the scheme add useful housing? | The wider outline allows up to 1,000 homes, while the completed Shoreline Crescent phase contains 84. | Housing supply is a benefit, but the maximum total is not a delivery guarantee. |
| Does it meet local need? | The committee said the later proposal’s mix did not meet resident, key-employee, family or identified affordable-housing needs. | Judge tenure and sizes in the relevant phase, not the gross dwelling count. |
| Is the design suitable? | The refusal cited harm to visual amenity and harbour character; objections also raised height and scale. | Regeneration can involve substantial buildings, but massing and setting must be demonstrably improved. |
| Will access work? | The June 2025 version proposed replacing 563 Harbour Arm spaces with 500; access and parking concerns continued. | Assess public parking, servicing, walking, cycling and emergency access together, using the dated plan. |
| Are benefits secured? | The outline description includes a school, nursery, community facilities and public-realm works. | Count benefits as planned until obligations, construction and operation show delivery. |
| What does public opinion say? | Later representations were 96% objections among 150 responses; an earlier round recorded 8% support. | These are consultation responses, not a representative referendum. |
What a sound revision would need to demonstrate
A revised later-phase submission would be more persuasive if it dealt with each criticism in a traceable way:
- Housing: publish the tenure, size and affordability mix for the exact plots, with an explanation tied to current district evidence.
- Townscape: show verified views, building heights, massing studies and the treatment of important harbour and heritage relationships.
- Access: identify which parking is public, private and commercial; explain the replacement of any existing spaces; and provide workable servicing, pedestrian and cycle routes.
- Infrastructure: link occupation to the delivery of school, nursery, play, landscape and community commitments through enforceable planning mechanisms.
- Public realm: specify ownership, opening hours, maintenance responsibilities and how residents and visitors reach the waterfront without passing through private areas.
- Phasing: separate completed work from proposed work so that benefits are not claimed before they exist and objections are not attributed to buildings that are already finished.
Verdict: criticism is warranted, but “over-development” is not the whole story
Roger De Haan’s Folkestone housing scheme deserves serious criticism of the later harbour plots because the objections address core planning questions: whether the homes serve local and affordable need, whether the scale fits the harbour, and whether parking and access losses are acceptable. The committee’s refusal gives those concerns formal weight.
It would be equally misleading to describe the entire outline project as a failure. Shoreline Crescent is a completed 84-home phase, and the wider plan offers potential regeneration, employment, tourism, community facilities and improved public space. Those benefits must be judged as delivered or secured components, not assumed from promotional descriptions.
The most accurate answer is therefore conditional. Criticism is proportionate where it targets the detailed later proposal and its evidenced shortcomings. It becomes unfair when it treats every phase as identical, converts consultation responses into a town-wide verdict, or assumes that a revised application has a known legal outcome without checking the current register.
