Fifteen contractors have been awarded places on the North West Construction Hub’s new high-value building framework, a roster almost twice the size of the previous eight-firm arrangement. Manchester City Council procured the framework for participating North West clients. The reported value is £1bn, and the agreement is divided into three project-value lots: £8m–£18m, £18m–£45m and projects above £45m.
The award remains subject to a standstill period ending 2 November 2026. Contracts are due to be signed on 30 November 2026, with the framework planned to begin on 1 January 2027 for three years and with an option to extend through the end of 2030.

The 15 successful contractors are spread across three value bands. Several firms appear on more than one lot, allowing clients to select from a broader market when the estimated value of a project crosses a lot boundary.
| Lot | Project value | Contractors awarded places |
|---|---|---|
| Lot 1 | £8m–£18m | Bowmer & Kirkland; Equans Regeneration; Eric Wright Construction; F Parkinson; GMI Construction; Henry Brothers; Morgan Sindall; Seddon Construction; Wates Construction |
| Lot 2 | £18m–£45m | Bowmer & Kirkland; Eric Wright Construction; Graham; Kier Construction; Morgan Sindall; Robertson Construction; Vinci Building; Wates Construction |
| Lot 3 | Above £45m | BAM Construction; Graham; Kier Construction; McLaren Construction; Robertson Construction; Vinci Building |
The three-lot structure replaces the previous framework’s two value bands. It gives participating clients a defined route for smaller high-value schemes, mid-range projects and major projects above £45m, rather than placing every opportunity into only two categories.

What work can the framework cover?
The framework is intended for a wide range of building work on properties owned or used by participating North West clients. Its stated scope includes both construction and interventions to existing assets.
- New-build projects
- Demolition
- Development work
- Refurbishment
- Remodelling
That combination matters for public-sector estates, where a single programme may include new facilities alongside adaptation or renewal of buildings that remain in use. The announcement does not set out individual client programmes or guaranteed project allocations for any contractor.

How does the new roster compare with the previous framework?
The new line-up expands from eight firms to 15. BAM Construction, Graham, Seddon Construction and Wates Construction return after holding places on the 2019 framework. Bowmer & Kirkland, Eric Wright Construction, Kier Construction, Morgan Sindall and Vinci Building retain places. Russell WBHO and Sir Robert McAlpine are no longer on the roster.

Because the published movement categories overlap with firms listed in the current lots, the practical point for clients is the larger choice of suppliers and the ability to draw on different contractor combinations at each value level.
When does the new North West construction framework start?
The timetable has three separate milestones, and each has a different status.
- 2 November 2026: the standstill period is scheduled to end. This is the point at which the award process can move beyond the mandatory pause, subject to any challenge or other procurement issue.
- 30 November 2026: framework contracts are due to be signed.
- 1 January 2027: the framework is planned to commence.
The initial term is three years. The arrangement also includes an option to extend it through the end of 2030, so the extension is an option rather than an automatic fourth year.

What does the £1bn value mean for clients and contractors?
The £1bn figure is the reported value of the framework as a whole, not a promise that each listed contractor will receive a fixed share. Actual workload will depend on the projects brought forward by participating North West clients and on the procurement route used for each call-off.
Clients gain a pre-established pool organised by project value, while contractors gain eligibility to compete for work within the lots in which they hold a place. The framework’s value bands should also make it easier to identify which group of suppliers is relevant before a project reaches the market.
What should organisations check before the framework goes live?
Until contracts are signed, the award is not the same as a fully operational framework. Clients planning schemes for 2027 should check the final framework documentation, lot rules and call-off instructions once they are issued, then align project budgets and procurement timetables with the planned start date.

- Confirm that the estimated project value fits the intended lot.
- Allow time for design development, approvals and client decisions before a call-off.
- Check whether a project involves demolition, refurbishment or remodelling requirements in addition to new construction.
- Track the standstill and contract-signing dates rather than treating the award announcement as the start of supplier access.
Contractors should likewise distinguish being appointed to a lot from securing a project. Appointment creates a route to future opportunities; it does not identify which schemes will be awarded or when individual starts will occur.
Frequently Asked Questions
Is the £1bn North West framework spend guaranteed?
No guaranteed allocation per contractor is stated. The £1bn is the reported aggregate framework value, while the volume and timing of individual projects will depend on participating clients’ programmes and subsequent call-offs.
Which organisation procured the framework?
Manchester City Council procured it for participating North West clients through the North West Construction Hub. The published announcement does not list every participating client.

Can a contractor bid for projects in more than one value band?
Yes. The published roster shows several contractors holding places on two or more lots, including Bowmer & Kirkland, Graham, Kier Construction, Morgan Sindall, Robertson Construction, Vinci Building and Wates Construction. Eligibility for a particular opportunity still depends on the lot and the final call-off rules.
What happens during the procurement standstill?
The award is paused until the scheduled 2 November 2026 end date, giving suppliers the formal period associated with the outcome before contracts are signed. The framework is not due to become operational until the planned 1 January 2027 start.
