Some landowners along the proposed Pennyrile Regional Energy Agency (PREA) natural-gas pipeline route are challenging the project and the effort to obtain access to their property. They are asking who the line will serve and whether the agency can use eminent domain. Those questions remain contested: the available reporting does not establish a final resolution of PREA’s authority or of every land-access case.
Where the proposed pipeline would go
PREA describes its first project as a natural-gas line beginning near Lamasco in Lyon County, following the Interstate 24 corridor through portions of Caldwell, Trigg and Christian counties, and ending in Guthrie in Todd County. The agency says planning and design are underway and gives 2027 as its goal for service. That is PREA’s target, not a guaranteed completion date.

In a 2023 filing with the Kentucky Public Service Commission (PSC), PREA described a proposed line 53 miles long and 16 inches in diameter. The 16-inch figure is a historical proposed specification from that filing; it does not establish that final construction plans retain the same dimensions. The agency’s current project description is the better source for its stated route and schedule.

PREA says it was formed to improve energy supply in the Pennyrile region. It presents the pipeline as a way to expand natural-gas access and support industrial development, jobs and access to fuel. Those are the agency’s stated aims and anticipated benefits, not independently demonstrated outcomes.

The Kentucky Resources Council’s 2026 legislative analysis describes Fort Campbell as a primary intended beneficiary. That characterization differs in emphasis from PREA’s regional-benefit framing. Landowners have also asked who will benefit and what gas will flow through the line, according to a 2026 NewsChannel 5 investigation. The available accounts identify those as questions under dispute; they do not establish a complete customer list or supply arrangement.
Why some landowners object
For owners whose property lies on the proposed route, the dispute is not only about the public purpose claimed for a regional energy project. It also concerns the use of privately owned land for construction and the agency’s legal basis for seeking access. NewsChannel 5 reported on a farmer whose 108-acre farm lies along the proposed route. That is an individual account, not evidence that all farmers along the route oppose the project or share the same concerns.

Kentucky Lantern reported in 2026 that PREA is suing some landowners to obtain access for pipeline construction. Attorneys for landowners have questioned the project’s status and financing and disputed whether PREA has eminent-domain power. These are arguments in an ongoing legal and political dispute, not settled findings. The available reporting does not establish final outcomes for all condemnation cases, the project’s final financing, or a conclusive ruling on PREA’s authority.

The 2023 PSC proceeding
In 2023, PREA asked the PSC for a declaratory order on whether the agency would count as a regulated utility for rates and services. The PSC’s 2023 order records PREA’s description of a 53-mile project intended to serve unserved and underserved areas in five counties. The existence and subject of that proceeding are established; the materials available here do not establish its complete present-day disposition or resolve the later legal challenges.

The 2026 utility category and farm-tap question
The Kentucky Resources Council’s 2026 legislative analysis says state legislation created a category called “municipal interlocal gas utility,” which the Council says was intended to support PREA’s project. The Council also flags an ambiguity in how that language might interact with Kentucky’s farm-tap provisions, including whether nearby landowners might seek gas service. This is the Council’s interpretation of a possible legal effect, not a definitive court ruling on how the provisions apply.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What remains important to establish
The project’s central questions should be kept separate: its route and proposed construction, the customers and supply it would serve, its financing and regulatory status, and whether PREA can compel access to particular properties. An answer to one does not automatically resolve the others. In particular, an agency’s stated regional benefits do not by themselves settle a landowner’s legal objection, while a pending access lawsuit does not establish that the project has been finally barred.
