Short answer: In the EU, circular construction compliance involves four separate questions: whether a product can be placed on the market, what environmental information it reports, how its identity and history can be accessed digitally, and whether a local authority permits its use in a particular project. A CE mark, environmental product declaration (EPD) or digital product passport (DPP) can support those decisions, but none of them is a universal permission to install a recovered material in a building.

The revised Construction Products Regulation (CPR), Regulation (EU) 2024/3110, entered into force on 7 January 2025. The European Commission says its main provisions became applicable on 8 January 2026. Because product families move to the new system at different times, CPR-2011 and CPR-2024 will coexist during a long transition; CPR-2011 is scheduled for repeal in 2039. For any material, check its current harmonised technical specification, declaration route and transitional provisions before relying on a label or document.

What are circular construction standards?

“Circular construction standards” is not one single EU certificate. It describes a group of rules and information systems intended to keep construction products and materials in use longer, reduce waste, support repair and reuse, and make environmental impacts visible. The relevant requirements may concern product performance, conformity assessment, life-cycle reporting, digital information, waste law, building control and project-specific safety.

The revised CPR expresses that direction in legal terms. Its circularity recital says: “In view of enhancing the circularity of construction products, in line with the goals of the Circular Economy Action Plan and the waste hierarchy, product requirements should also be able to improve resource efficiency, prevent waste generation, prioritise repair, reuse and remanufacturing, favour the use of secondary materials and address the recyclability of the product and the production of by-products.” That policy objective does not remove the need to prove that a particular product is suitable for a particular use.

The EU scope matters

The CPR governs the EU construction-product market. Building permits, structural approvals, fire requirements, waste classification and acceptance of salvaged materials are handled through national and local systems. A project in one member state may therefore face different forms, tests or authority decisions from an otherwise similar project elsewhere.

How the revised Construction Products Regulation changes the transition

Key dates

Date What it means
7 January 2025 Regulation (EU) 2024/3110 entered into force.
8 January 2026 The European Commission identifies this as the date when the main part of CPR-2024 became applicable.
Through the transition Product families migrate individually, so CPR-2011 and CPR-2024 can apply to different products at the same time.
2039 CPR-2011 is scheduled for repeal, subject to the regulation’s transitional arrangements.

There is no single date on which every construction product switches documents. The applicable harmonised technical specification, its publication status and any product-specific transition rule determine which declaration and conformity route is available. A manufacturer, designer or contractor should identify the exact product family rather than assuming that a general CPR date answers the question.

What a DoPC means under CPR-2024

For products covered by CPR-2024, the central declaration is a Declaration of Performance and Conformity (DoPC). It records the product’s declared performance and conformity information, including predetermined environmental characteristics intended to support calculation of a building’s carbon footprint.

The DoPC is tied to the product and the applicable technical specification. It does not certify an entire building, approve a design, or establish that a reclaimed item can be installed in every location. The declared performance must still be matched to the project’s design assumptions and national requirements.

Why CPR-2011 documents may still appear

During the staggered migration, a product may legitimately be documented under CPR-2011 while another product family is already using CPR-2024. Keep the declaration with the product records and verify the legal basis cited on it. If a supplier offers only a generic statement such as “CPR compliant,” ask which regulation, harmonised technical specification or European Technical Assessment supports that statement.

What does a CE mark prove—and what does it not prove?

A CE mark on a construction product indicates that the product follows the relevant EU requirements where an applicable harmonised technical specification or European Technical Assessment (ETA) exists and the required conformity route has been followed. The mark is therefore a market-access signal linked to defined technical rules, not a general safety endorsement.

What the mark can support

  • Identification of the product’s applicable technical specification or ETA.
  • Access to the associated declaration and declared performance.
  • Evidence that the required conformity-assessment process was used for that product family.

What the mark cannot decide

  • Whether a local building authority will accept a recovered product in a named building.
  • Whether the product is suitable for a particular load, fire strategy, moisture exposure or detailing condition.
  • Whether an item removed from a building is still legally a product rather than waste.
  • Whether a proposed installation satisfies a national building code or planning condition.

For a reused component, retain the original identification and declarations where available, then establish its present condition, history and intended function. A CE mark that was valid for a new product does not automatically document decades of service, alteration, damage or a changed use.

What is a construction Digital Product Passport?

A DPP is a digital container for information about a product, component or material across its life cycle. Depending on the product group and the rules that apply, information can include origin, composition, safety, repairability, environmental performance, reuse and recycling details. A data carrier such as a QR code can connect the physical item to its digital record, with different access rights for manufacturers, authorities, installers, owners or recyclers.

Construction timing is planned, not universal today

The European Commission lists Q2 2027 as an indicative timing point for construction-material DPP requirements and says the schedule is subject to publication requirements. Treat that as a planning milestone, not as a present-day obligation for every construction product. Required fields, access rules and effective dates will depend on the applicable product group and delegated or implementing measures.

What CPR-2024 says about construction passports

CPR-2024 provides for a construction DPP system intended to interoperate with the broader EU DPP framework and building-information modelling (BIM). Passport information is expected to include the DoPC and technical or product information. The system’s purpose is to improve access to reliable information; it does not replace a permit, a structural design check or a waste decision.

How to trace a construction material from source to reuse

Good traceability connects a physical item to records that remain understandable after ownership, location or intended use changes. The following workflow is suitable for an EU project, but the authority and legal tests must be adapted to the member state and municipality.

  1. Identify the item. Record manufacturer, product name, model or batch, dimensions, material composition, serial number and any CE marking or ETA reference. Photograph labels before dismantling.
  2. Record the source building. Note the original address, installation date if known, location within the building, exposure conditions, alterations, maintenance history and reason for removal.
  3. Collect existing documents. Obtain the applicable DoPC or earlier declaration, technical sheets, installation instructions, inspection reports, test certificates and any available EPD. Preserve the document version and date.
  4. Log condition at recovery. Describe damage, corrosion, contamination, moisture, deformation, missing parts and cleaning or repair work. Use a consistent inspection form and link photographs to the item identifier.
  5. Resolve waste status. Ask the competent environmental or waste authority, or a qualified national adviser, whether the recovered item is waste, a product, or eligible to cease being waste under the applicable rules. Do not infer that status from a CE mark or an EPD.
  6. Define the intended new function. State exactly where and how the item will be used, including structural, fire, acoustic, thermal, hygiene and durability requirements. A component reused in a different function may need new evidence.
  7. Commission necessary verification. Depending on the material and use, the project team may need measurements, laboratory tests, inspection by a competent person, engineering calculations or a fire assessment. The required evidence is determined locally and by the project design.
  8. Attach the records to the digital identity. Store the item’s identifier, source, condition, test results, repair history, current owner and destination in the project’s material register or compatible DPP/BIM system. Control edits and keep an audit trail.
  9. Hand over the record. Give the building owner and future maintenance or dismantling teams the identifier, access instructions and a durable copy of essential documents. A QR code is useful only if the linked record remains available.

Do I need a permit to reuse building materials?

There is no EU-wide yes-or-no answer. Permission depends on the country, municipality, building type, material, proposed use and whether the work changes structure, fire performance, energy performance, appearance or occupancy. The sources governing EU construction products do not establish a universal permit checklist.

Questions to take to the competent authority

  • Is the work covered by a building permit, a notification procedure, or an exemption?
  • Which national or local building-code provisions apply to the intended function?
  • What evidence is required for structural capacity, fire resistance, moisture, hygiene, acoustics or energy performance?
  • Does the authority treat the recovered item as a construction product, a reused product, or waste?
  • Are special rules triggered by a protected building, public building, change of use or hazardous substance?
  • Which professional must sign calculations, inspections or conformity statements?

Provide the authority with a concise evidence pack: item identification, source and service history, condition survey, proposed use, drawings, calculations, test results, declarations and waste-status documentation. Ask for the response in writing where the decision affects procurement or demolition sequencing.

Why product compliance and project permission are separate

The CPR addresses products placed on the market and the information attached to them. A permit decision addresses the completed work in its local context. A product can satisfy its market requirements yet be unsuitable for a particular design; conversely, a locally accepted reused element may require project-specific verification even when no current CE route exists for the recovered condition.

What does an EPD tell me about building materials?

An environmental product declaration communicates environmental information according to defined rules. ISO 21930:2017 specifies requirements and core product-category rules for EPDs covering construction products and services, elements and integrated technical systems, and complements ISO 14025. ISO states that the 2017 edition was reviewed and confirmed in 2023 and remains current.

Information an EPD is designed to provide

  • Life-cycle inventory and impact-assessment reporting under stated methods.
  • Defined life-cycle stages and modules.
  • Declared scenarios and assumptions.
  • Relevant non-life-cycle-assessment information required by the applicable rules.
  • A declared or functional unit that defines what the figures describe.

An EPD is not a permit, a structural certificate, a declaration that a salvaged product is fit for reuse, or proof that one material is automatically better than another. It reports environmental performance under its stated scope and assumptions.

How to compare two EPDs responsibly

Check Why it matters
Product scope and intended function Products that perform different functions should not be ranked by a single figure.
Product-category rules Different rules can define boundaries, scenarios and reporting choices differently.
Declared or functional unit A result per kilogram is not directly equivalent to a result per square metre or per service provided.
System boundary and life-cycle modules One EPD may include stages or modules omitted from another.
Data and scenarios Transport, energy mix, service life, maintenance and end-of-life assumptions can change results.
Indicators and methodology Comparison requires the same environmental indicators and compatible calculation methods.

ISO 21930 addresses the conditions under which comparisons based on EPD information can be made. The existence of two EPDs alone does not make their numbers comparable.

How the four main documents fit together

Document or process Main question answered What it does not answer
DoPC and CE marking What performance and conformity information supports placing this product on the EU market? Whether a local project may install it, or whether a recovered item remains compliant after years of use.
EPD What environmental information is reported under defined life-cycle rules? Whether the product is safe, permitted or suitable for a particular design.
DPP How can product, component and material information be accessed digitally across the life cycle? Whether the authority will grant permission or which fields are mandatory before the applicable rollout rules take effect.
Local permit and building-control decision Can this proposed work and use proceed under the applicable national and local rules? A universal EU answer for every material, building or municipality.

Common mistakes and how to correct them

“The CE mark means the authority must accept it.”

Correction: Trace the mark to its harmonised technical specification or ETA, then satisfy the project’s local design and approval requirements.

A practical document checklist for a circular project

  • Item identifier, photographs and chain-of-custody record.
  • Original manufacturer and product information, including declaration and ETA or harmonised-standard references where applicable.
  • Source-building location, service history and removal reason.
  • Condition survey, cleaning or repair records and test reports.
  • Waste-status or end-of-waste documentation where relevant.
  • EPD and its product-category rules, declared unit, boundaries and scenarios.
  • Proposed-use drawings, calculations and specialist assessments.
  • Authority correspondence, permit or notification documents and final acceptance conditions.
  • Digital register or passport link with access permissions and a preserved handover copy.

Keeping these records together allows designers, authorities, owners and future dismantling teams to distinguish verified facts from assumptions. It also prevents a common circular-economy failure: having a material available physically but losing the information needed to use it safely and legally.
