Use fall arrest when a fall remains possible and a complete, compatible system can stop it before the worker contacts a lower level. The decision belongs to the entire setup—worker movement, edge location, anchorage, connectors, equipment limits and available clearance—not to a harness or lanyard chosen by itself.
The regulatory references in this guide are United States OSHA construction and general-industry sources. Requirements vary with the work activity and jurisdiction, so a competent or qualified person should evaluate the site-specific system and the rule that applies.

Fall restraint and fall arrest at a glance
| Comparison point | Fall restraint | Fall arrest |
|---|---|---|
| Primary purpose | Prevents the worker from reaching a fall position when the system is correctly set up. | Stops the worker after a fall has started. |
| Practical question | Can the setup keep the worker away from the edge or other hazard through every required movement? | If the worker falls, can the complete system stop the fall within its limits and the clearance available? |
| Typical system elements | OSHA’s cited crane-standard definition lists a belt or harness, anchorage, connectors and other necessary equipment. | OSHA describes an anchorage, connector and body harness, potentially with a lanyard, deceleration device, lifeline or suitable combination. |
| Critical limitation | The equipment must be positioned and adjusted so the worker cannot reach the hazard. | The system needs a suitable anchorage and connectors, controlled free fall, enough clearance and equipment that is compatible as a complete system. |
“Fall restraint system means a fall protection system that prevents the user from falling any distance,” according to OSHA’s definition in 29 CFR 1926.1401. That definition appears in the crane and derrick standard, so it explains the concept but is not a single rule for every type of work.

How a fall-restraint system works
The system blocks access to the hazard
Restraint is a prevention strategy. The connection is sized, routed and adjusted so the worker can perform the assigned task but cannot get to the roof edge, opening, leading edge or other fall position. If the worker can reach the hazard by leaning, stepping around an obstruction, changing tools or moving to another work position, the setup is not functioning as reliable restraint.
What the system contains
OSHA’s cited definition identifies a belt or harness, anchorage, connectors and any other equipment needed for the system. In practice, every part must be selected as a connected arrangement. The anchorage has to be suitable for the intended loading and location; the connectors have to attach as designed; and the adjustment has to preserve the no-access boundary during the whole task.
Where restraint is the better choice
Choose restraint when you can demonstrate that it allows the required work while keeping the worker short of the hazard. It usually offers the simplest outcome because the worker does not enter a position from which a fall must be arrested. That conclusion is valid only after checking the complete range of movement, not merely the starting position.

What restraint does not mean
- A harness worn without an anchorage and connector is not a restraint system.
- A short connection is not automatically restraint; its length and routing must be verified against the actual edge and the worker’s movements.
- Calling a setup “restraint” does not remove the need to check the applicable OSHA rule, manufacturer’s instructions or site conditions.
How a fall-arrest system works
The system stops an initiated fall
Fall arrest assumes that a worker could reach or pass the hazard. The system must limit the fall, absorb or manage the arrest forces within its design, and stop the worker before contact with a lower level. It is a controlled last line of protection, not permission to work without assessing the edge.
Core components
OSHA’s construction definition identifies an anchorage, connectors and a body harness, with a lanyard, deceleration device, lifeline or suitable combination where needed. The components must be compatible with one another and with the worker’s task. A component that is acceptable in one configuration may be unsuitable when connected differently or used at another location.

Construction performance criteria
OSHA construction requirements in 29 CFR 1926.502 include several design limits:
- An anchorage route generally requires capacity of at least 5,000 pounds for each attached employee, unless the alternative complete-system and qualified-person criteria in the rule are used.
- Free fall is limited to 6 feet under the cited construction criteria.
- The arrangement must prevent the worker from contacting a lower level.
- The system must meet OSHA’s maximum-arresting-force and other performance requirements.
These are construction-rule criteria, not a universal shopping checklist. The exact rule, exceptions and system design must be confirmed for the work being performed.

An arrest system needs enough unobstructed distance below the worker for the system to deploy and stop the fall before a lower-level impact. The assessment must account for the connection arrangement, the amount of free fall permitted by the setup, the system’s deceleration behavior, the worker’s position and any obstruction below. If the available distance cannot be shown to be sufficient, the arrest option is not established as suitable; redesign the work or use a method that prevents access to the hazard.
How to decide which system to use
- Identify the governing work rule. Determine whether the task falls under OSHA construction or general industry, then identify the activity-specific fall-protection requirements. Construction Subpart M contains system criteria and training requirements; general-industry personal fall-protection provisions are in 29 CFR 1910.140. Other jurisdictions may impose different requirements.
- Map the hazard and every required movement. Mark the edge, opening, lower level and obstructions. Document where the worker must stand, reach, carry tools, reposition, climb, descend and move around equipment. A system that works only at one position is not enough.
- Test restraint first. Ask whether the anchorage location, connector length and adjustment can keep the worker from reaching the hazard throughout the task. Include foreseeable changes such as moving around a corner, reaching beyond the work area or changing tools. If any required movement defeats the boundary, do not label the setup restraint.
- Verify the anchorage and connectors. Confirm that the anchorage is approved for the intended system and that each connector is used in the manner specified for it. Check attachment points, gates, compatibility and the direction of loading. Do not assume that an anchor suitable for one system is suitable for another.
- Evaluate fall arrest only as a complete design. If a fall remains possible, confirm the harness, connector, deceleration device or lifeline, anchorage and attachment method as one system. Check the construction criteria for capacity, free-fall limits, arresting-force performance and prevention of lower-level contact where those rules apply.
- Establish available clearance. Measure the unobstructed distance below the worker and compare it with the complete system’s required stopping distance and the conditions of use. Account for the worker’s position and anything the worker could strike. Do not proceed when the margin cannot be demonstrated.
- Confirm equipment limits and instructions. Review the manufacturer’s instructions for each component, including permitted connections, adjustment, inspection and worker or tool weight limits. If instructions conflict or the configuration is unclear, stop and obtain a competent or qualified evaluation.
- Provide required training and supervision. OSHA’s construction fall-protection framework includes training requirements. Workers need instruction on the selected system, its limits, correct connection and the actions required when conditions change.
- Reassess when the task changes. Moving the anchorage, extending the work area, changing the connection, adding tools or altering the surface can change a restraint boundary or arrest clearance. Recheck the system before continuing.
Full-body harnesses: important component, incomplete solution
A full-body harness is a valid product category to discuss because OSHA identifies a body harness as a component of a personal fall-arrest system. The harness distributes forces through the body when used as designed. It does not, by itself, prevent access to an edge or arrest a fall.
Selection has to match the complete job. Consider the applicable rule, the worker’s and tools’ total weight, the task, the anchorage, the connection method, the available clearance and the manufacturer’s instructions. The harness, lanyard, lifeline, deceleration device and anchor should not be mixed merely because their attachment points appear to fit.

Illustrative decisions on a real job
Work that can stay behind a roof edge
Suppose a worker can complete the assigned task from a defined area set back from an edge. If the anchorage and connector are positioned so every required reach and repositioning movement remains inside that area, restraint may be appropriate. The responsible person must still verify the boundary, equipment compatibility and the rule governing the work.
Work that requires access at or beyond the edge
If the task requires the worker to reach the edge, pass it or move through a larger zone, a restraint setup that cannot maintain the no-access boundary is not adequate. A fall-arrest design may be considered only after the anchorage, connectors, free-fall limit, arrest performance and clearance have been evaluated together.
Changing conditions during the job
Moving an anchor, changing from one connector to another, adding a temporary platform or opening a new work area can invalidate the original decision. Pause, remap the movement and clearance, and have the revised arrangement checked before work resumes.

Correction: Identify the anchorage, connectors, harness and any deceleration or lifeline components as one designed system. Verify the connections and the conditions under which the system is allowed to operate.
Calling an arrangement restraint without proving the boundary
Problem: The worker can reach the hazard after leaning, stepping around an obstruction or moving to the next work position.
Correction: Trace every required movement. Shorten, reposition or redesign the system only if the resulting setup reliably prevents access; otherwise evaluate a compliant arrest option or another work method.
Ignoring clearance below the worker
Problem: An arrest system is selected because an anchor is available, without checking what is below.
Correction: Establish the unobstructed stopping distance for the complete configuration and compare it with the actual lower-level clearance. If contact cannot be prevented, do not use that arrangement.

Pre-use decision checklist
- Is the work governed by construction, general industry or another jurisdiction’s rules?
- Where exactly is the fall hazard, and what lower levels or obstructions are present?
- What movements, reaches and repositioning are required?
- Can restraint keep the worker away from the hazard for all of those movements?
- If not, is the fall-arrest system complete, compatible and approved for the intended use?
- Is the anchorage suitable, and does the applicable construction criterion require 5,000 pounds of capacity per attached employee or an approved alternative?
- Does the arrangement stay within the applicable free-fall and arrest-performance limits?
- Is there enough unobstructed clearance to stop the worker before contact with a lower level?
- Do worker and tool weight, connection method and manufacturer’s instructions match the configuration?
- Has the worker received the required instruction, and has a competent or qualified person reviewed uncertain conditions?
- Have the equipment and connections been inspected before use?
When professional review is necessary
Have a competent or qualified person evaluate the setup when the edge geometry is unusual, the anchorage is temporary or nonstandard, the task requires substantial movement, the available clearance is tight, components come from different manufacturers, or the applicable rule’s alternative design provisions may be used. A site-specific review is also warranted whenever conditions change or the worker cannot clearly explain how the system prevents access or arrests a fall.
The practical rule is straightforward: choose restraint when it can demonstrably prevent access to the hazard; choose arrest only when a properly designed, compatible system can stop a possible fall within the available space and the requirements that govern the work.
