Fairfax County generally allows construction from 7 a.m. to 9 p.m. Monday through Friday and from 9 a.m. to 9 p.m. on weekends and holidays. Its general construction-noise limit is 90 dB at residential property boundaries. Those countywide rules do not establish that a particular data-center project has disturbed residents overnight: no specific site or incident is identified here, and exceptions or waivers may apply under Chapter 108.1.
Construction noise is different from noise from an operating data center
Construction can bring temporary but recurring disruption from site clearing, grading, foundations, building work, equipment installation, workers and truck deliveries. Once a facility is operating, its noise is a separate issue: JLARC describes resident accounts of a persistent “drone” or “hum” around some data centers. Those descriptions come from residents in Virginia’s statewide review, not verified reports about an unidentified Fairfax County site.
Virginia’s Joint Legislative Audit and Review Commission (JLARC) says a data-center building typically takes about 12–18 months to construct, while a large site may take as long as seven years to complete. These are statewide estimates, not a schedule for any particular Fairfax project.
What Fairfax County’s construction-noise rules say
Fairfax County’s current Noise Ordinance is Chapter 108.1. County guidance gives these general construction hours and the residential-boundary noise limit:

The County’s general construction-noise limit is 90 dB at residential property boundaries. The County’s summary is not a determination that every activity outside those hours is automatically unlawful: Chapter 108.1 includes exceptions and waivers, and applicability can depend on time, location and duration. How to report construction noise
The right route depends on the type of noise and whether it can be observed during an inspection. The County says construction noise can be difficult to enforce because it is intermittent and temporary.

DCC may communicate with an owner or construction company about possible mitigation, including concerns such as continuous jackhammer use or work outside permitted hours. For a useful report, record the dates and times, duration, location and effect of the noise. A consumer sound meter may help document what you notice, but County guidance does not say that consumer readings establish a violation; the County process is the route for an official investigation.
What Fairfax County requires for data-center projects
On September 10, 2024, the Board of Supervisors approved a data-center zoning amendment. The general residential setbacks are:
- Data-center buildings: at least 200 feet from the lot line of adjacent or abutting residential districts or property.
- Backup generators and similar equipment: generally 300 feet away, or separated from residential property by the data-center building.
The County says a special exception may allow lesser distances, so these general setbacks should not be read as a guarantee that every project meets them. The County also notes that state agencies have separate jurisdiction over some impacts, including energy and air pollution; local zoning does not place every data-center impact under County control. JLARC’s 2024 review describes residents near data centers reporting disrupted sleep, migraines, difficulty concentrating and reduced use of outdoor spaces. These are reported experiences, not independently established health outcomes for residents referenced in this headline.

JLARC reported selected measurements of 40–59 dBA at data centers that had prompted resident complaints. The measurements were taken at locations where local staff had recently measured noise in response to complaints; they were not representative of all facilities and captured total sound, not the isolated contribution from a data center. JLARC notes that the readings were typically below the 55 or 60 dBA residential limits discussed in its comparison. They are not measurements of Fairfax County construction noise, evidence of a violation at a particular site, or a universal level for data centers.
