For developers, the future of ESG regulation is primarily an implementation challenge, not a universal personal compliance duty. In the EU, companies within the Corporate Sustainability Reporting Directive (CSRD) must prepare European Sustainability Reporting Standards (ESRS) disclosures, while the Corporate Sustainability Due Diligence Directive (CSDDD) creates separate value-chain due-diligence duties. Software and technology teams will increasingly be asked to capture evidence, preserve data lineage, map information to the applicable standards, produce machine-readable disclosures and support review.
The rules are changing in stages. The first CSRD reporters covered financial year 2024 and published in 2025; later reporting waves were postponed by the 2025 “stop-the-clock” measure. Omnibus I amendments are now enacted, and revised ESRS enter into force on 10 November 2026. A company’s obligations still depend on its jurisdiction, legal form, size, listing status, activity and reporting year.

What ESG regulations mean for software and technology developers
“Developer” can describe two different people in this context. A software engineer, data architect or product manager is not automatically regulated as an individual. The legal duties generally attach to an in-scope undertaking. Developers become important because those undertakings need reliable systems to collect, validate, govern and disclose sustainability information.

The company may have reporting or due-diligence obligations, while its internal developers build the systems that gather project, energy, workforce, procurement and supplier evidence. Whether a particular development company is covered cannot be determined from its industry alone; jurisdiction, consolidated-group structure, size, listing status and financial year are decisive.

The five implementation layers
- Capture: collect source data from finance, procurement, project, asset, HR and supplier systems.
- Provenance: retain who supplied each value, when it was measured, the unit, methodology and supporting document.
- Standards mapping: connect approved data to the ESRS disclosures that actually apply after the company’s materiality and scope decisions.
- Production: generate the sustainability statement and any required structured or tagged output.
- Controls: provide approvals, change histories, exception handling and an evidence trail for management, assurance and regulatory review.
These layers describe a sensible architecture, not a single mandated vendor product or universal technical standard. Confirm the applicable legal text, taxonomy and national implementation before treating a field, format or control as compulsory.
CSRD and ESRS: the reporting rules developers must track
The European Commission’s Corporate sustainability reporting overview states that companies in CSRD scope report under ESRS. The first companies applied the rules for financial year 2024 and published reports in 2025. Reporting is phased, so the relevant question is not simply “Is my company in the EU?” but “Which legal entity or group is covered, and which reporting wave and financial year apply?”
What changed after the 2025 “stop-the-clock” measure
The 2025 measure postponed application for companies that otherwise would have first reported for financial years 2025 or 2026. It did not turn every company into a later-wave reporter, and it did not remove the need to test scope under the amended law. A readiness plan should record the original wave, the postponement, the current consolidated legislation and any national transposition that affects the entity.
Omnibus I is enacted law, not the early proposal
The Commission’s April 2025 Omnibus package announcement described proposed thresholds and savings. Those proposal-stage figures must not be presented as the final scope. Subsequent Commission material records enacted Omnibus I amendments and the member-state transposition required for CSRD-related changes. Use the enacted text and the relevant national measure when deciding whether a company reports; do not rely on screenshots or summaries of the original proposal.
Revised ESRS timeline
| Event | Date and qualification |
|---|---|
| Commission adoption of revised ESRS | 3 July 2026 |
| Publication in the Official Journal | 21 September 2026, according to ESMA’s sustainability-reporting update |
| Entry into force | 10 November 2026 |
| Choice for financial years beginning in 2026 | Companies already reporting may use either the existing applicable standards or the revised standards, as allowed by the legal text |
The transition dates are different legal events. Adoption is not publication; publication is not entry into force; and entry into force does not mean every company immediately uses the revised text for the same reporting year.
How much simpler are the revised standards?
The European Commission reported that the revision contains “over 60%” fewer mandatory datapoints and “more than 70%” fewer total datapoints, with reporting costs expected to fall by “over 30% per company.” These are Commission-reported comparisons and expectations, not independently established results. A development company should therefore budget and design against the datapoints that apply to its own material topics rather than assume a fixed percentage reduction.
The Commission also describes a voluntary standard for smaller companies intended to make responses to information requests more proportionate and to establish a value-chain cap on information demands. Whether that voluntary route is available and useful depends on the company’s status and the request it receives.
Will CSRD apply to my company?
No general answer can be made without company details. Use this scope checklist with legal or accounting advisers and verify the current consolidated legislation.
- Jurisdiction: identify where the entity is established, listed or otherwise connected to the EU, and whether non-EU-group rules are relevant.
- Legal perimeter: determine whether the test applies to an individual company, a parent group or consolidated accounts.
- Size and status: check the enacted Omnibus I amendments, the company’s size category and any listing condition; do not substitute the 2025 proposal’s thresholds.
- Reporting wave: establish whether the entity reported for 2024, was postponed from 2025 or 2026, or falls into a later category.
- Financial year: tie the decision to the year for which the statement is prepared, including the revised-ESRS option for eligible 2026 starts.
- National implementation: confirm the member state’s transposition and any local filing, assurance or language requirements.
Keep an evidence record for each conclusion: the legal entity tested, documents reviewed, assumptions, date of the conclusion and the person who approved it. Scope logic that cannot be reproduced is a material systems weakness even when the final answer is “out of scope.”
CSDDD: a separate due-diligence timetable
CSRD reporting and CSDDD due diligence should not be merged into one workstream. CSRD concerns sustainability reporting under ESRS for entities in scope. CSDDD concerns due-diligence responsibilities in a company’s operations and value chain, with its own thresholds, procedures and implementation timetable.
| CSDDD milestone | What the official timetable says |
|---|---|
| Amending directive | Directive (EU) 2026/470 entered into force on 18 March 2026 |
| Member-state transposition | Required by 26 July 2028 |
| General application | From 26 July 2029 |
| Article 16 reporting measures | Apply for financial years beginning on or after 1 January 2030 |
| Commission guidance | Due by 26 July 2027, with additional guidance due by 26 July 2028 |
Those dates describe the EU-level timetable reported by the Commission. National legislation may determine the practical forms, authorities and procedures that a company must follow. A developer building a supplier-risk platform should therefore make dates, jurisdiction and rule versions configurable rather than hard-code one global deadline.
What a due-diligence system needs to support
- A controlled inventory of subsidiaries, sites, contractors, suppliers and other value-chain relationships.
- Risk assessments that preserve the factors considered, the source evidence and the decision date.
- Action plans, remediation tasks, escalation and closure records.
- Secure requests for information, with access controls that prevent unrestricted exposure of supplier data.
- Versioned policies so changes after national transposition can be traced to the affected workflow.
The Commission identifies data-collection and assessment tools as potential support for value-chain due diligence. That is a use case, not a statement that any particular software product satisfies the directive by itself.

Digital reporting: what developers should build for
The Commission describes sustainability statements that are digitally tagged and machine-readable, supported by a digital taxonomy. Structured output changes the engineering problem: a document that looks correct on screen may still fail if its tags, units, relationships or source data are wrong.
A Commission proposal document, COM(2025) 80, stated: “Until the adoption of this digital taxonomy, undertakings are not required to mark-up their sustainability statements.” That sentence belongs to the 2025 proposal context. It should not be reused as a timeless description of the implementation stage after the legal and taxonomy position changes.
Reference architecture
| Component | Design decision | Failure to prevent |
|---|---|---|
| Source connectors | Use documented interfaces or controlled imports for finance, procurement, project and supplier systems. | Manual re-keying and unexplained gaps |
| Canonical data model | Store value, unit, period, entity, location, methodology and confidence together. | Numbers that cannot be compared or recalculated |
| Lineage store | Link each disclosure value to source records, calculations and approvals. | Evidence cannot be reproduced during review |
| Rules and mapping layer | Version ESRS mappings, materiality decisions and jurisdiction-specific rules. | Old requirements silently applied to a new reporting year |
| Output service | Generate human-readable statements and, when required, structured or tagged files from the same approved dataset. | Document and machine output disagree |
| Controls dashboard | Track owners, exceptions, overdue evidence and sign-offs. | Late discovery of missing or unapproved data |
Data quality controls that matter
- Reject impossible units and require explicit conversion rules.
- Flag period mismatches, duplicate suppliers and unexplained year-on-year movements.
- Separate reported, estimated and calculated values, with the basis for each estimate.
- Lock approved figures while allowing a controlled restatement process.
- Record the taxonomy or mapping version used to create each output.
- Apply least-privilege access to commercially sensitive supplier and workforce information.
How a development or construction business can prepare
- Assign an accountable owner. Combine legal, finance, sustainability, procurement, project operations, IT and internal-control representatives. Developers should have a defined role rather than receive ad hoc spreadsheet requests.
- Document the scope decision. Record entity structure, jurisdiction, size or listing facts, reporting wave and financial year. Mark conclusions as confirmed, pending legal interpretation or dependent on national transposition.
- Inventory data at project and group level. Identify where energy, emissions, materials, workforce, safety, land, procurement and supplier information currently resides. Do not assume a project-management system contains audit-ready evidence.
- Build a minimum viable evidence model. Start with ownership, period, unit, source, calculation, reviewer and supporting file. Add ESRS mapping only after the legal scope and material topics are approved.
- Create a value-chain request policy. Define who may ask suppliers for data, what is necessary, how requests are capped or proportionate where applicable, and how responses are stored.
- Test the full reporting path. Run a sample from source transaction through calculation, review, statement production and any structured output. Reconcile totals to finance and investigate every unexplained difference.
- Monitor law and taxonomy versions. Schedule reviews around the 10 November 2026 revised-ESRS entry into force, national CSRD transposition, CSDDD guidance and the 2028–2030 CSDDD milestones.
Common mistakes and how to correct them
Treating every developer as directly regulated
Why it fails: legal duties generally attach to an in-scope company, not an individual’s job title. Correction: identify the regulated entity first, then assign engineering responsibilities inside its control framework.
Quick wins for a faster PC:

Why it fails: the early Omnibus announcement was a proposal, while later amendments were enacted. Correction: label every threshold, exemption and saving as enacted, proposed or guidance, and cite the document date in internal records.
Best Value
Hard-coding one deadline
Why it fails: CSRD waves, financial years and national transposition differ; CSDDD has separate application dates. Correction: store jurisdiction, entity, rule version and reporting period as data fields.
Building a dashboard without provenance
Why it fails: attractive charts do not show how a number was measured or approved. Correction: require lineage, source documents, calculations and sign-offs before a value can enter the report dataset.
Assuming “machine-readable” means one universal format
Why it fails: tagging depends on the applicable taxonomy and legal implementation. Correction: verify the current taxonomy and output specification before committing to a detailed export design.
Separating legal requirements, guidance and product claims
| Statement type | How to treat it |
|---|---|
| Enacted law | Use it to define obligations, dates and scope, subject to national implementation where relevant. |
| Commission or ESMA guidance | Use it to interpret implementation and supervision, while checking whether it is legally binding. |
| Proposal | Label it as historical or pending; do not present it as the current rule. |
| Commission estimate | Keep the stated qualifier, such as “over 60%” or “expected,” and do not convert it into a measured guarantee. |
| Vendor capability | Require evidence of the exact standards, taxonomy versions, controls and export formats supported; official rules do not endorse a vendor. |
What the future holds for developers
The durable opportunity is not a single ESG calculator. It is dependable infrastructure that can adapt as scope, standards and national implementation change. Teams that combine regulatory versioning with strong data engineering can help companies answer three practical questions: where did this figure come from, which requirement does it satisfy, and who approved it?
For software leaders, that means treating sustainability information like other controlled business data: define ownership, preserve lineage, validate quality, secure sensitive records, test interfaces and make changes reviewable. For construction and property developers, it means connecting project-level evidence to the legal entity’s reporting perimeter without claiming that every project metric is automatically an ESRS disclosure.
The EU direction is clear enough to justify investment in data governance and workflow tooling, but not specific enough to justify a one-size-fits-all compliance product. Build for configurable rules, documented assumptions and replaceable taxonomies, and obtain a jurisdiction-specific legal conclusion before declaring an obligation.
