A target turns broad promises about carbon, affordability or resident wellbeing into a measurable commitment that can be funded, managed and tested over an asset’s life.
There is no single statutory ESG scorecard for every BTR scheme. England’s planning guidance, local policy, investor expectations and each operator’s own strategy do different jobs. The strongest approach is therefore to separate legal and planning duties from voluntary corporate goals, then give every chosen target a baseline, accountable owner, budget, timetable, data source and reporting method.

Why ESG targets are especially important in build-to-rent
A build-to-rent developer normally retains ownership and management of a scheme rather than selling individual homes immediately. That creates a longer decision horizon than a short construction-and-disposal model. Energy systems, fabric upgrades, maintenance choices, resident services and community relationships all affect the same owner over many years. ESG targets provide a way to manage those consequences instead of treating them as one-off design features.

For residents, it can make affordability, accessibility, quality and engagement obligations visible. For governance, it can show who is responsible, what has been paid for and whether performance is improving. Without that structure, a sustainability statement may remain a marketing aspiration that is difficult to verify after occupation.

The policy context also makes precision essential. The UK Government’s Future Homes and Buildings Standards consultation says homes and non-domestic buildings contribute 30% of UK greenhouse-gas emissions. That figure is a government statement in a consultation document, not a BTR-specific measurement, and the consultation describes proposed directions and metrics rather than final regulations. Developers should check the legislation in force when setting technical requirements or completion dates.
What ESG covers in a BTR scheme
Environmental performance
Environmental targets can cover operational energy, greenhouse-gas emissions, water, waste, biodiversity, transport and embodied carbon. In practice, operational energy and carbon usually receive the earliest attention because they continue throughout occupation. Embodied carbon covers emissions associated with materials, manufacture, transport, construction, maintenance, refurbishment and eventual replacement or disposal. A scheme can perform well in operation while carrying a high upfront carbon burden, so the two areas should be assessed together.
Social outcomes
Social targets describe who benefits from the development and how outcomes will be maintained. Relevant subjects include affordable housing, rent levels, accessibility, internal quality, thermal comfort, safety, resident communication, complaints handling and relationships with the surrounding community. A target is stronger when it identifies the affected group and the evidence that will demonstrate an outcome, rather than simply promising a positive resident experience.
Governance and accountability
Governance is the machinery that makes environmental and social commitments deliverable. It includes board oversight, an accountable executive, asset-level ownership, procurement controls, risk management, data governance, reporting and independent assurance. A target without an owner or budget is not a delivery plan.
Planning duties are not the same as voluntary ESG goals
England’s national BTR planning guidance states that there are no additional national standards written exclusively for BTR beyond relevant national and local planning requirements. Local plans, planning permissions, building regulations and other applicable rules still govern a scheme. A company’s net-zero or social-value commitment may go further, but it should not be described as a legal requirement for the whole sector.
The guidance gives a concrete social-policy example: affordable private rent is generally benchmarked at 20% of homes, although a local authority may justify a different proportion using local housing-need evidence. Affordable homes are expected to remain under common management with the rest of the BTR scheme and to be physically indistinguishable from market-rent homes in quality and size. This is a planning and resident-outcome baseline, not a complete ESG scorecard. The applicable local plan, viability evidence and planning permission determine what a particular scheme must provide.

Other frameworks are still developing. The UK Government collection covering Sustainability Reporting Standards S1 and S2 was updated on 25 February 2026, but the collection alone does not establish which BTR businesses are in scope or when mandatory application begins. The BTR Alliance Code of Practice was reported as continuing through consultation and testing during 2026; confirm its current status before treating it as an operational requirement.
Which environmental targets should a BTR developer set?
Operational energy and emissions
Start by defining the asset boundary. State whether the target covers landlord-controlled areas only or also resident energy, and explain how sub-metered or estimated consumption will be handled. Record the baseline year, meter coverage, calculation method and whether the result is an absolute total or an intensity such as energy per square metre.
Do not confuse a design prediction with performance in use. A modelled energy figure can show what a building should achieve under specified assumptions; a measured figure shows what residents, weather, controls and maintenance produced. Report both where possible, with the transition between them explained. The Future Homes and Buildings Standards consultation discusses fabric energy efficiency, primary energy and emissions as distinct metrics, so a single headline number can conceal important trade-offs.
A credible operational target should also state the intervention pathway. That may include fabric improvements, efficient services, low-carbon heating, controls, commissioning, resident guidance and renewable electricity. The government consultation identifies reducing demand, electrification, protection from high energy bills and management of peak electricity demand as desired outcomes. These objectives connect carbon performance with resident affordability and grid constraints.
Embodied carbon
Set an embodied-carbon requirement early enough to influence structure, façade, services, materials and procurement. UK Green Building Council guidance explains how built-environment clients can commission measurements and act on findings across new build, refurbishment and renewal. The boundary should identify the life-cycle stages included, the assessment stage, the floor-area denominator and how replacement, maintenance and refurbishment are treated.

This has to include both embodied and operational carbon. As operational carbon reduces, the relative significance of embodied carbon increases. So we will continue to advocate for embodied carbon to become a mainstream issue in building design, construction and maintenance.” For a BTR owner, that means retaining the assessment through design changes and future asset plans rather than filing it away at practical completion.

Resilience and operating cost
Climate and energy targets should address resident comfort as well as emissions. Assess overheating risk, ventilation, water stress, flood exposure, equipment failure, future energy prices and the ability to adapt plant or controls. Document assumptions and uncertainty. A pathway that relies on grid decarbonisation, for example, should show which emissions reductions depend on the grid and which require work on the asset itself.
How social targets create value for residents and communities
Social targets are most useful when they are operational. For affordability, specify the tenure definition, rent calculation, eligibility, review method and management arrangements. For accessibility, identify the relevant design standard, the proportion of homes covered and the process for adapting homes when residents’ needs change. For quality, monitor defects, response times, safety incidents, repairs and resident satisfaction instead of relying on a completion certificate alone.
Common management matters in BTR because residents should receive a consistent service regardless of rent category. The England guidance’s expectation that affordable and market-rent homes are indistinguishable in quality and size provides a practical test: compare specifications, shared amenities, maintenance response and access to services, not just the number of designated units.
Community targets can include local employment, apprenticeships, procurement from local firms, engagement activity and contributions to neighbourhood facilities. State the geography, beneficiary group, counting method and reporting period. A claim that a project supports the community is not measurable until those terms are defined.
How to turn an ESG ambition into a deliverable target
- Choose material issues. Use the building’s energy model, planning obligations, resident needs, climate-risk assessment, asset strategy and stakeholder concerns to decide which issues matter most. Do not create a long list of disconnected indicators.
- Set the boundary and baseline. Name the assets, floors, systems, residents or activities included. Record the baseline year, data quality, calculation method and exclusions. If a baseline is modelled, label it as modelled rather than measured.
- Define the outcome and time frame. Write what will change, by when and in which unit. Distinguish an annual operating target from a one-time construction target and distinguish an interim milestone from a final goal.
- Assign accountability. Name the executive sponsor, asset owner and delivery team. Include responsibilities for design, construction, property management, resident engagement, data and assurance.
- Attach a budget and pathway. List the measures, procurement route, funding source, dependencies and decision points. Get Living’s 2024 ESG report describes asset-level ESG plans linked to budgets and a five-year plan, illustrating how a corporate commitment can become funded work.
- Specify data and verification. Identify meters, invoices, surveys, life-cycle assessments, resident records or other evidence. Set rules for missing data, estimates, changes in floor area and acquisitions or disposals. Decide whether internal review, third-party assurance or certification is appropriate.
- Monitor at a useful frequency. Operational energy and safety indicators may need monthly or quarterly review; embodied-carbon figures may be updated at design gateways; resident and community outcomes may be reported annually. Escalate missed milestones rather than hiding them in a year-end narrative.
- Report progress with caveats. Publish the boundary, baseline, methodology, achieved result, variance, corrective action and next milestone. Explain where data is incomplete or where performance depends on factors outside the owner’s control.
What a credible BTR target looks like
One published operator example is PLATFORM_. In the British Property Federation’s February 2024 Net Zero Insights, PLATFORM_ stated a target for all operational assets to be net zero in operation by 2030. That is one company’s stated target, not a sector-wide mandate. Its account says the net-zero pathways identify building interventions, assess costs and benefits, account for grid decarbonisation and estimate residual carbon that may need offsetting.
Jonathan Rae, PLATFORM_ finance director and chair of its Sustainability Steering Group, described the rationale this way: “At PLATFORM_, we recognise that the built environment is one of the largest contributors to climate change and that we, as a developer of new homes and landlord to thousands of residents, have the opportunity and responsibility to create positive environmental and social outcomes for our neighbourhoods.” The practical lesson is the pathway: a target is more credible when it is connected to interventions, economics, assumptions and residual-risk treatment.

Get Living’s 2024 ESG report provides a second implementation example. It describes asset-level ESG plans linked to budgets and a five-year plan, together with voluntary annual reporting aligned with the Global Reporting Initiative. Neither example proves that every operator uses the same methods. They show how an owner can translate a high-level commitment into asset decisions and recurring disclosure.

Compare targets on consistent axes
Do not collapse different ESG subjects into one score. Compare each target using the questions below.
| Target area | Questions to define it | Evidence to retain |
|---|---|---|
| Operational energy and emissions | What asset boundary, baseline year, meter coverage and metric are used? Are resident loads included? Is the figure modelled or measured? | Energy data, emissions factors, assumptions, commissioning records and variance analysis |
| Embodied carbon | Which life-cycle stages, materials, refurbishments and replacement cycles are included? What floor-area denominator is used? | Life-cycle assessment, design-stage options, product information and procurement decisions |
| Resident and social outcomes | Who benefits? How are affordability, accessibility, quality, safety and community outcomes assessed? | Tenure records, specifications, repairs data, surveys, complaints, accessibility reviews and engagement logs |
| Governance and delivery | Who is accountable? What budget, milestone, approval route, verification method and reporting cadence apply? | Board minutes, asset plans, budgets, contracts, risk registers and assurance statements |
| Risk and resilience | How are energy costs, overheating, future standards, transition pathways and data uncertainty handled? | Climate-risk assessments, scenario analysis, adaptation plans, bills and performance monitoring |
What current sector figures do—and do not—show
The Association for Rental Living’s May 2026 presentation states that 89% of BTR homes had an EPC rating of C or above and that new BTR developments typically achieved EPC B or higher, with the statistics stated as correct as of April 2026. These are trade-body presentation claims, not independently audited sector-wide evidence in the cited document. Use them as attributed context, not as proof that a particular scheme will achieve the same result.
An EPC is also only one indicator. It does not replace measured energy, operational emissions, embodied-carbon assessment, resident outcomes or governance evidence. A developer should report the rating alongside the boundary, actual consumption and improvement plan.
Common ESG-target failures and how to correct them
A target with no baseline
A percentage reduction is meaningless without a reference year and a defined boundary. Correct it by publishing the baseline, data quality and treatment of acquisitions, disposals and major refurbishments.

Operational carbon without embodied carbon
Ignoring materials can shift emissions from operation to construction. Add a life-cycle boundary and require assessments at design gateways so that lower-carbon options can still influence procurement.
A social promise that counts activity instead of outcomes
Counting meetings or brochures does not demonstrate affordability, accessibility or resident wellbeing. Define the beneficiary, outcome measure, review period and corrective action.
Targets that are not funded
If the asset plan and budget do not contain the work, delivery will depend on an unapproved future decision. Link each milestone to an owner, cost and approval route, as in the asset-level planning approach described by Get Living.

Overstating policy or sector consensus
Do not present a company target as compulsory for all BTR developers, a consultation proposal as final regulation or a trade-body statistic as independently verified evidence. State the jurisdiction, date, source and limitation in the same passage as the claim.
A practical reporting cycle for long-term owners
At acquisition or planning, establish the materiality assessment, policy obligations, baseline and transition pathway. During design and construction, update embodied-carbon calculations, energy models, cost plans and procurement decisions at each gateway. At handover, verify meters, controls, commissioning records and resident information. During operation, review energy, comfort, repairs, affordability and engagement data on the cadence appropriate to each indicator. Annually, report the result, methodology, variance, corrective actions and next-year budget.
This cycle keeps ESG connected to ordinary asset management. It also gives residents, lenders, investors, planners and boards a clearer basis for judging progress than a single badge or headline score.
Bottom line for BTR developers
ESG targets matter more in build-to-rent because the developer remains responsible for the building and resident experience over time. The best targets are not generic promises: they distinguish planning duties from voluntary ambition, cover operational and embodied carbon, define social outcomes, assign governance and funding, and disclose measured progress with honest qualifications. Developers that build those disciplines into design, construction and property management can make ESG a practical asset-management system rather than a one-time statement.
