ENR’s 2026 Top 200 Environmental Firms generated a combined $196.3 billion in environmental-services revenue in 2025, up 9.9% from the prior year. The growth was broad but uneven: non-U.S. revenue rose faster than U.S. revenue, state and local work increased while federal revenue was flat, and demand in areas such as water, energy and data centers coexisted with weaker sustainability advisory and cautious commercial spending. The ranking measures reported environmental-services revenue—not total company size, service quality or environmental performance.
How are the ENR Top 200 Environmental Firms ranked?
Engineering News-Record (ENR) ranks firms annually by reported gross revenue from environmental services in the prior year. The 2026 ranking therefore reflects 2025 revenue. ENR’s survey asks participating firms to allocate revenue by market, client type, activity and region, and asks about acquisitions. Its preview says ranking calculations use the share of gross revenue reported from environmental services; revenue percentages are rounded. ENR’s survey description explains the reporting categories, while its 2026 article and public preview provide the current-year context.

The environmental-services scope is broad. It covers hazardous and solid-waste cleanup or management; nuclear and radioactive waste; air pollution control, monitoring and permitting; renewable and clean energy and energy efficiency; water supply and treatment; wastewater and stormwater; environmental management and compliance; and environmental sciences and planning. Activities can include design, consulting, construction or remediation, program management, technology and research, equipment, and contract operations.

Which environmental-services markets grew in 2025?
ENR reported $196.3 billion in combined 2025 environmental-services revenue for the Top 200, 9.9% more than the prior year. The U.S. accounted for $102.2 billion, up 8.3%; non-U.S. revenue was $94.1 billion, up 11.6%. These are totals reported by ENR for firms on the 2026 list, not a measure of the entire environmental-services economy.
ENR’s account connects growth to several sources of project demand rather than to one market alone. Reshoring domestic manufacturing, emerging-contaminant cleanup and investment in AI infrastructure contributed, while executives cited energy, mining, water, defense, data-center siting, permitting and compliance. State-led environmental policy and activity outside the United States also supported work. These are explanations reported by ENR and interviewees; they do not establish that any single factor caused the aggregate increase.

Individual firm examples show why list movement should be read as company-specific evidence. ENR reported that Burns & McDonnell rose to No. 11 from No. 28, with $3.6 billion in 2025 environmental-services revenue versus $1.3 billion the year before. Carollo Engineers debuted at No. 47 with $604 million. These figures are attributed to ENR’s article and are not presented here as independently audited disclosures.
Why did environmental-services revenue rise while some firms reported weaker demand?
Different clients and service lines did not move in unison. Infrastructure, energy, data-center and remediation needs supported projects, while some firms encountered uncertainty over regulation and federal priorities or funding. ENR also described weaker ESG and sustainability advisory, more cautious commercial spending, high interest rates and pressure on water-project budgets. Some firms reported stronger remediation or water work; others described project delays, reduced scope or softer demand.

Commercial growth also had a particular mix. ENR linked some private-client revenue gains to the data-center surge, while noting that commercial clients favored work with quicker payback over some longer-term strategic engagements. A rise in total revenue can therefore coexist with weaker demand in particular advisory services or slower decisions on projects with longer returns.
As WSP Global’s global earth and environment practice director André-Martin Bouchard put it, “Our global environmental services revenue in 2025 reflected a resilient but uneven market, with strong demand driven by energy … mining, water, defense and technology infrastructure.” ENR reports that he said those drivers were “offset by weaker ESG and sustainability advisory and more cautious commercial spending.” The quotation reflects his assessment of WSP’s market conditions, not a universal explanation for every firm.

How did state and local work compare with federal work?
ENR reported $74 billion in state and local environmental-services revenue for the 2025-list firms, compared with $64.6 billion a year earlier. Federal agency work was flat at $27 billion. The figures point to different trajectories among public-sector client groups; they do not mean every state, local or federal program experienced the same level of activity.

What does a firm’s ENR rank tell you—and what does it leave out?
A rank is a starting point for understanding a firm’s reported environmental-services revenue, not a stand-alone assessment of the firm. The survey categories suggest useful questions to ask when comparing companies:
- Revenue and movement: What environmental-services revenue did the firm report, and how did it change year over year?
- Service-market mix: How much of its work is in remediation, clean energy, water, compliance or environmental planning?
- Client mix: Does it rely more on federal, state and local, or private owners?
- Geographic exposure: How is revenue divided between domestic and international markets?
- Acquisitions: Did growth reflect organic expansion, acquired revenue or both?
- Work delivered: Does the firm provide design, consulting, remediation, program management, technology, equipment or operations?
Rank alone does not establish profitability, technical capability, project quality or sustainability performance. Nor does it show how revenue is distributed across projects, or whether a change reflects the same underlying mix of services and clients.
Comments from firm leaders illustrate the variety of work included in the category. Carollo Engineers Executive Vice President Anne Prudhel said, “The strongest project pipelines are where longterm infrastructure needs intersect with emerging challenges.” She added, “Utilities continue to invest heavily in regulatory compliance, replacing aging assets, and securing reliable water supplies.” Egis Group CEO Laurent Germain described the integration of services into projects: “For us, environmental services are not a separate offering added to an engineering project. We want expertise applied throughout the lifecycle.” These are executives’ perspectives on their markets and approach, not ranking criteria.
