ENR Best Manufacturing: CloudHQ LC3 Data Center in Ashburn

CloudHQ LC3 is a two-story, 567,000-square-foot data center under construction in Ashburn. Here are the project’s construction challenges, safety measures and reported sustainability features.

CloudHQ LC3 is a two-story, 567,000-square-foot data center building under construction in Ashburn, Virginia, according to ENR’s 2026 East Best Projects profile and CloudHQ’s campus listing. ENR’s award headline calls it LC3, though the profile’s subhead and photo caption use “HC3.”

What is CloudHQ LC3?

LC3 is one of the data center buildings on CloudHQ’s LC campus in Ashburn. ENR’s 2026 East Best Projects profile names CloudHQ as owner and Holder Construction as the submitting construction manager. CloudHQ lists LC3 as under construction on its LC campus page.

The facility name is inconsistent within ENR’s profile: its headline says “LC3,” while the subhead and photo caption say “HC3.” CloudHQ’s official campus listing uses LC3, as does the ENR headline, so LC3 is the clearest name to use. ENR does not explain the discrepancy.

Where is the project, and what is its campus context?

CloudHQ places the LC campus directly off Loudoun County Parkway in Ashburn, Virginia, at coordinates 39.01015, -77.46270. The capacity figures on the campus page describe the broader campus, not LC3 alone: CloudHQ lists 756 MW of available critical IT load and 1,256 MW of total critical IT load, and describes a plan for more than 1.7 GW of customer critical IT load across 14 data centers. Those values should not be read as LC3’s individual capacity.

What is known about the building and construction?

ENR reports that LC3 is a two-story structural precast building covering 567,000 square feet. Its profile focuses on the coordination required to keep construction and commissioning work moving through redesigns and procurement delays.

Redesign and schedule coordination

The project underwent three major redesigns, with the last following a year-long construction pause. Because structural elements were already installed, the team had to validate the revised design and plan any necessary rework around existing construction.

Delayed procurement of the permanent busway threatened the critical path. The team used temporary cabling to simulate permanent conditions so commissioning preparation and downstream work could continue. A later scope change required revising that temporary cabling plan to allow full-system testing from upper-level electrical rooms to the data halls.

Safety during precast installation

ENR describes project-specific planning for precast installation and material handling. Approximately 70% of the double-tee precast elements required workers to step onto surfaces above the six-foot fall threshold. An overhead tie-off system was used to reduce lateral swing risk. Lift planning and daily pretask hazard analyses addressed crane, rigging, and material-placement hazards.

What sustainability measures and rating did ENR report?

ENR reports that the project received a USGBC LEED Silver rating. Measures associated with the sustainability effort included lower-embodied-carbon concrete mixes, advanced energy metering, and nearly 90% waste diversion. The nearly 90% figure is the one reported in ENR’s profile; that profile does not link a separate measurement report.

Who worked on CloudHQ LC3?

ENR identifies Corgan Associates Inc. as lead design firm, WSP USA as MEP engineer, and Gordon as civil engineer. The award profile also names these key subcontractors:

What the available project information does not establish

CloudHQ’s campus figures are not an LC3-specific capacity disclosure. The cited project and campus pages do not establish LC3’s tenant, opening date, or project cost. ENR’s profile also does not explain why it labels the award category “Best Manufacturing.”
