Its central idea is to pair safer, expandable housing with restored waterways, nearby services, and new pedestrian connections while keeping residents’ social and livelihood ties intact. The project received a 2024 ASLA Student Awards Honor Award in Residential Design, but the award recognizes a proposal—not a documented construction project or measured community program.
What Eco-booster proposes
Eco-booster addresses the historic center of Ibagué, which the project statement describes as a gateway to Combeima Canyon and a cultural center for music and arts. The design team presents the area as a place where environmental danger and urban inequality overlap: flooding affects low-lying areas, landslides threaten steep ground, and informal development has extended onto floodplains. The statement also identifies poorly constructed homes on slopes or ridges, segregation, and inadequate housing as connected problems.

The proposal combines neighborhood planning, housing, landscape restoration, mobility, and economic activity rather than treating any one intervention as a complete solution. It considers relocating households from the highest-risk locations within the same district or improving homes where they already stand, with the stated purpose of preserving social relationships.

The risks Eco-booster is designed around
Flooding and settlement on floodplains
Eco-booster treats the Combeima River floodplain as land that should perform a water-management function rather than remain densely occupied. The proposal would release high-risk areas for municipal parks, wetlands, and plant nurseries. In this model, open space is not decorative leftover land: it becomes part of the city’s flood strategy and a buffer between water and housing.
Landslides and unstable slopes
The site includes steep slopes and ridges where homes may be poorly constructed or difficult to reach. The design responds with housing forms adapted to elevation, terraces, bridges, and vertical connections. These are conceptual responses to topography; the published sources do not provide geotechnical test results, slope-stability calculations, or construction drawings.
Segregation and weak access
The team links physical separation with social disadvantage. Green connectors, plazas, pedestrian-oriented streets, and bridges are intended to connect vulnerable neighborhoods with the historic center. A mountain-elevator concept addresses changes in elevation that can make an ordinary street network impractical.
How the neighborhood plan is supposed to work
Relocation or improvement in place
Eco-booster does not prescribe one universal housing response. Where risk is unacceptable, households could be relocated within the same district. Where conditions allow, existing homes could be improved on site. Keeping moves within the district is intended to protect familiar support networks, schools, jobs, and cultural relationships rather than separating residents from the communities on which they rely.

This is a design principle, not a relocation policy. The sources do not specify eligibility rules, land-acquisition arrangements, compensation, construction phasing, or how residents would make decisions about moving versus upgrading.
Services within a short walk
The plan places schools, markets, and libraries within a proposed 15-minute walk. It also describes communal services, daycare centers, and other public amenities. The 15-minute figure is a design target, not an observed travel time or a guarantee that those facilities currently exist.
Walking to the city center
Green routes and public spaces support a stated goal of reaching the city center in 20 minutes on foot. Buildings and streets are adapted to the site’s elevation, with bridges and mountain elevators supplementing conventional roads. Again, the 20-minute figure describes the proposal’s intended performance; no measured route, accessibility audit, or post-construction travel data is reported.
Three community types
The project describes three settlement patterns:
- Terraced communities: housing and public space arranged to work with sloping ground.
- Co-creation communities: areas organized around shared decision-making and communal activity.
- Gateway communities: places that help connect the vulnerable districts with the broader city and its cultural center.
These categories are design frameworks. The sources do not identify which existing blocks would receive each type or report comparative results among them.
Housing that can adapt instead of forcing another move
Durable, expandable homes
Proposed homes are described as durable and expandable. Adaptability allows a household to add space as its needs change, potentially reducing pressure to move again when family size, income, or home-based work changes. The concept also lets building forms respond to different slopes and ridges instead of imposing a single flat-site model.
No dimensions, structural system, unit count, cost, construction schedule, or code strategy is published. “Expandable” therefore describes an intended capability, not a tested construction detail.
Material palette named in the proposal
The project statement identifies four proposed elements. They should be read as conceptual specifications, not as independently verified sustainability claims.

| Proposed element | Role described by the project | What is not established |
|---|---|---|
| Reflective metal roofs | A roof treatment included in the housing concept. | No product specification, thermal-performance figure, supplier, or life-cycle comparison is given. |
| Recycled-plastic bricks | A proposed locally sourced or sustainable building component. | No composition, structural rating, fire test, durability data, or environmental calculation is reported. |
| Prefabricated concrete columns | A proposed prefabricated structural element. | No dimensions, reinforcement schedule, connection detail, manufacturing source, or cost is stated. |
| Reused bamboo railings | A proposed reuse strategy for site railings. | No treatment method, safety specification, supply chain, or service-life estimate is provided. |
For a real project, each element would require structural, fire, moisture, maintenance, and procurement review under applicable Colombian requirements. The award documentation does not establish that any of these materials has been installed.

Giving the floodplain room
Releasing portions of the Combeima River floodplain for parks, wetlands, and plant nurseries creates space that can accommodate water and support public uses. The proposal treats nursery production as both a landscape function and a possible community resource. It does not provide flood-frequency modelling, storage volumes, planting schedules, or maintenance budgets.
Daylighting the Centenario River
Eco-booster calls for daylighting the Centenario River—bringing a watercourse into an open, visible landscape rather than keeping it confined or buried. The concept is paired with restored habitats and green corridors so that waterways become part of the public realm and ecological network. The sources do not state the river’s present condition, the length to be daylighted, or the engineering method.
Floodable zones and rain gardens
Floodable areas, rain gardens, and connected habitat are proposed to slow, hold, and guide stormwater while adding vegetation. These measures can be coordinated with parks and pedestrian routes, but their actual hydraulic benefit would depend on grading, soil, drainage connections, rainfall, and long-term maintenance. None of those performance results is reported for Eco-booster.
Connectivity and the public realm
The public-space strategy is broader than adding a path between two points. Green connectors link neighborhoods, plazas provide gathering space, and pedestrian-oriented streets reduce the emphasis on vehicle movement. Bridges cross difficult terrain or waterways, while mountain elevators address steep elevation changes. Buildings are adapted to the topography so that circulation and housing fit the landscape rather than requiring wholesale flattening.

Their success would depend on details absent from the published proposal: lighting, handrails, drainage, universal access, emergency access, security, operating responsibility, and maintenance funding.
Livelihoods, agriculture, and culture
Eco-booster seeks to integrate agriculture, coffee production, and manufacturing businesses into the neighborhood structure. That approach recognizes that housing is more resilient when residents can remain near income sources and local production. Plant nurseries in restored floodplain areas could also connect landscape work with employment or training, although no jobs figure or business plan is provided.

Public amenities for music and arts reflect Ibagué’s cultural identity. The proposal positions these amenities as civic infrastructure, not merely event decoration: shared cultural spaces can help connect districts to the historic center and support community life. The sources do not identify specific venues, programming partners, operating budgets, or attendance forecasts.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.What the award establishes—and what it does not
The 2024 ASLA Student Awards Honor Award in Residential Design establishes that a professional jury recognized the submitted design. It does not establish that the scheme received public funding, secured land, obtained planning approval, was constructed, or produced measured social or environmental outcomes.
The two published sources provide no project-specific population count, housing total, construction cost, flood-risk reduction figure, relocation result, travel-time measurement, or post-occupancy evaluation. The 15-minute service goal and 20-minute city-center goal remain proposal targets.
Analytical trade-offs in the design
Because Eco-booster is a single proposal rather than a comparative study, its choices are best examined through explicit planning questions.
| Decision axis | Potential value of the proposed approach | Question an implementing agency would need to resolve |
|---|---|---|
| Relocation versus on-site upgrading | Relocation can remove households from acute danger; upgrading can preserve place-based ties where risk is manageable. | Which homes can be made safe, who decides, and how will residents retain access to services and livelihoods? |
| Floodplain restoration versus continued settlement | Parks, wetlands, and floodable zones can give water space and create public amenities. | How will land be acquired, residents rehoused, and restored areas maintained during major storms? |
| Short walks to services | Nearby schools, markets, libraries, and daycare can reduce travel burdens. | Are facilities funded, staffed, accessible, and open to the households the plan is intended to serve? |
| Expandable housing | Homes can respond to changing household needs without requiring another relocation. | What structural limits, permits, financing, and technical guidance will control future additions? |
| Local or reused materials | Shorter supply chains and reuse may fit the project’s sustainability aims. | Do materials meet structural, fire, moisture, health, and maintenance requirements at the required scale? |
| Pedestrian and vertical connections | Bridges, green routes, and elevators can link steep neighborhoods to civic destinations. | Who will operate, secure, repair, and pay for these systems over their service life? |
How to judge whether Eco-booster advances beyond a vision
A future implementation would need evidence at several stages, none of which is supplied in the award coverage. A transparent evaluation could document:
- the number and location of households in flood, landslide, or structurally unsafe areas;
- which residents choose relocation, on-site upgrading, or another option;
- land tenure, compensation, replacement housing, and construction phasing;
- travel times to schools, markets, libraries, and the city center after routes are built;
- flood depth, drainage performance, slope movement, and maintenance conditions before and after intervention;
- housing durability, expansion patterns, utility access, and post-occupancy satisfaction;
- jobs, business continuity, agricultural production, and cultural-program participation;
- capital and operating costs for parks, wetlands, elevators, bridges, and public facilities.
Those measures would turn the project’s goals into verifiable results. They should not be confused with results already achieved.
Implementation status
On the published evidence available for this project, Eco-booster remains a student design proposal. The ASLA award page and University of Pennsylvania coverage explain the concept and its recognition, but they do not report funding, construction, occupancy, or evaluation. Readers should therefore treat the housing forms, materials, service distances, floodplain parks, daylighted river, and mobility systems as proposed interventions rather than existing conditions in Ibagué.
Its value is clearest as a coordinated planning framework: reduce exposure to environmental hazards, keep communities connected, make housing adaptable, restore water landscapes, and place daily services within reach. Whether that framework can be delivered depends on public decisions, resident participation, engineering, land and housing finance, and long-term stewardship that the award documents do not address.
