The latest dated pay-cutoff figures in the report put mainline work at 55% and pressure laterals at 8% as of August 21; no newer percentages were given for laterals or grinder stations. The October 12 meeting was scheduled, but its outcome and any later construction update have not been verified.
How far along is East Webster sewer construction?
The September 14 update showed a project with distinct workstreams at different stages. Mainline installation had advanced substantially, while laterals and grinder stations were less advanced or not yet underway in the last dated figures available for them.

The two mainline percentages are not necessarily contradictory: one is a dated pay-cutoff figure and the other is a later verbal estimate at a board meeting. Neither establishes a final completion date. The project’s overall progress cannot be inferred from the mainline estimate because laterals, grinder stations, and customer connections are separate work.
What changed between the August and September updates?
At an August 10 board meeting, the district reportedly said mainline installation was about 22% complete and laterals about 4%. Crews were working south from the project’s northern end toward the marina, with three crews expected to work on mains, laterals, and grinder structures. The board approved a first pay application of $280,326.61 for materials delivered and stored on site. These are earlier reported figures, not current progress measures. InkFreeNews’ August 11 update covered that meeting.

By the August 21 pay cutoff, the reported figures had risen to 55% for mainline and 8% for pressure laterals. At the September 14 meeting, Henschen gave the near-90% mainline estimate. The district’s official website also carries an August 10, 2026, construction schedule, but that schedule does not verify progress after the September meeting. InkFreeNews’ September 15 report covered the later update.
Why property paperwork and grinder choices can affect the sequence
At the September 14 meeting, 191 easements—about 96% of those needed—had been secured, leaving eight unsigned. The report also said three owners with approved nonstandard installations had not paid their variance costs.

The board approved a policy allowing estimated contractor remobilization charges when unresolved easements or variance payments delay construction. The estimates discussed were $2,500 per property if crews had moved past a location but remained in the project area, or $5,000 if they had left the project area. These are project-specific estimates reported at that meeting, not universal fees. The district’s attorney was to send another notice to affected owners.

Henschen said an owner who signed an easement but did not pay for a requested nonstandard grinder location could still receive a standard district installation, potentially in a less convenient location. Owners with outstanding paperwork or an unpaid variance should contact the district promptly to confirm what is required for their property and whether the work sequence has reached their location. Board member Jacob Yahne said the remobilization policy “adds incentive for them to go ahead and take care of it, and it does not place the burden on the district.”

What the September cost approvals do—and do not—show
The board approved Change Order No. 4 for $1,065.34 to adjust grinder station locations and Pay Application No. 2 for $378,947.02. Henschen said total change orders still left the contract about $116,000 below its original amount. He also reported that about 41% of contract time had elapsed, with 231 days remaining. These are snapshots from the September 14 meeting; they do not establish the final project cost or completion date.
How to check construction or connection details for your property
The district’s website provides East Webster Lake project information, customer connection materials, grinder-location guidelines, building-sewer construction guidance, a connection permit application, and a contractor list. The district says it provides that list as a convenience and does not recommend or warrant listed contractors. For connection questions, it lists 574-395-5644 and [email protected]. The district website also lists past connection deadlines for existing Contracts A, B, and C: December 22, 2025; May 13, 2026; and June 29, 2026. Those dates concern the existing contract areas, not a confirmed deadline for East Webster expansion customers, and they have passed. Check with the district for current requirements or enforcement status rather than assuming those dates apply to a particular property.

What remains unconfirmed
The latest detailed project update available here is the September 14 board meeting, reported September 15, 2026. The actual outcome of the scheduled October 12 meeting has not been verified. Nor are there confirmed later figures for mainline completion, lateral or grinder-station installation, the status of the eight unsigned easements, or the three unpaid variance costs. Property owners should use the district’s current project contacts for address-specific timing rather than treating the September estimate as a current construction notice.
