Its published plan is to deploy more than 20,000 purpose-built seabed reef modules across 600 square kilometres of Dubai waters. Dubai’s latest located progress update says more than 47% of the modules had been deployed by the end of 2025; that figure tracks construction progress, not measured ecological recovery.
What is the Dubai Reef project?
Dubai Reef is a government-backed initiative under Dubai Can, led by Dubai’s Department of Economy and Tourism (DET). It is an operational deployment project built around purpose-made reef modules, alongside coral restoration and marine research. Dubai’s launch announcement described it as the “largest marine reef development”; that is the project’s official description, not an independently benchmarked comparison with every reef project worldwide. DET’s April 2024 inauguration announcement set out the scale of the plan.
The project page identifies three pillars: marine habitat restoration, marine life rehabilitation, and marine conservation research. The stated aims include providing habitat for fish and other marine fauna, supporting indigenous marine species, and generating research to inform marine conservation and management. These are intended functions; they should not be read as evidence that biodiversity or fish populations have already increased.
How many modules are planned, and what is the timeline?
The plan calls for more than 20,000 modules across 600 square kilometres of Dubai waters. Official communications have described the schedule differently over time: the April 2024 inauguration announcement referred to a four-year deployment period, a November 2024 release described a three-year period, and the current project page gives a target of 20,000 modules by 2027. The later descriptions therefore revise the framing of the launch timetable; the April schedule should not be treated as the sole or current timeline. What progress has been reported?
DET reported in February 2026 that, by the end of 2025, more than 68% of the planned 20,000 modules had been fabricated and more than 47% had been deployed. These are end-of-2025 progress figures, not a count through October 2026. Fabrication and deployment are separate stages: a completed module is not necessarily already in the water. DET’s February 2026 progress update provides the figures.
What are the reef modules and coral restoration work?
Purpose-built seabed modules
DET’s October 2024 update describes different module types and sizes, with heights ranging from 1.60 to 6.5 metres and deployment depths of 15 to 25 metres. The variety is intended to accommodate different fish species and other marine fauna. These dimensions describe the project’s planned infrastructure; they do not by themselves demonstrate habitat use or ecological results. The October 2024 milestone announcement also reported delivery of the first 1,000 modules.

Coral restoration pilot
The official project page says the coral restoration pilot grows coral fragments in a 200-square-metre nursery, then transplants matured corals onto coastal rock formations. It presents this as restoration work associated with the project, not as a published finding that coral cover has increased across the full project area. The project page does not state a publication date for this description.
What is known—and not yet established—about environmental impact?
Dubai Reef’s official materials explain its intended ecological functions and report construction milestones. The sources reviewed do not provide an independent scientific evaluation of long-term ecological outcomes. Accordingly, claims that the project aims to support marine life are supported by the project description; claims that it has already increased biodiversity, fish populations, or coral cover are not established by the progress figures cited here.

Is Dubai Reef the same as URB’s “Dubai Reefs” concept?
No. URB published a separate design vision called “Dubai Reefs” in 2023. That broader proposal included ideas such as a floating community, ecotourism, research, regenerative ocean farming, renewable energy, and large-scale restoration. Dubai DET’s Dubai Reef is the distinct deployment project centered on seabed modules, with related restoration and research activities. The floating-community and other URB concept elements should not be attributed to the modules project. URB’s Dubai Reefs proposal describes its separate vision.
