Downtown Greeley’s infrastructure rebuild is expected to continue through 2028, creating roughly two years of changing street closures, detours and parking adjustments. The City of Greeley is replacing century-old underground water, sewer, stormwater and non-potable systems across nearly 20 blocks. Downtown businesses and sidewalks are intended to remain accessible wherever construction allows, but the route to them can change from one phase to the next.

How long will downtown Greeley’s construction last?

The city’s Downtown Infrastructure Improvements Project began in summer 2026 and is planned in phases through 2028. That is the program’s overall schedule; an individual intersection, block or detour may open, close or shift sooner as crews move through the work area.

The phased approach is necessary because utility replacement covers a large area while the city tries to keep downtown functioning. Conditions are date-sensitive, so anyone driving downtown should check the City of Greeley’s project dashboard for the latest detour, closure and parking information before setting out.

What is the city rebuilding underground?

The project replaces aging utility systems and prepares downtown for later street and streetscape improvements. Planned quantities from the City of Greeley are:

System Planned work
Stormwater 1 mile of stormwater pipe
Stormwater structures 1.3 miles of stormwater box culverts
Water, sewer and non-potable service 2.25 miles of mains

Much of downtown’s infrastructure is more than 100 years old. The city says replacing it should improve reliability and public safety, reduce flood risk during major storms and create the underground foundation for future roadway, sidewalk, lighting, streetscape and mobility work.

Why does the work matter for downtown?

Stormwater capacity is especially consequential in a dense commercial and civic district. Replacing pipes and box culverts is intended to move storm runoff more effectively and reduce flooding risk. Updating water, sewer and non-potable mains also addresses reliability and maintenance concerns associated with old systems.

Adam Prior, the city’s deputy director and chief utilities engineer, summarized the sequencing this way: “Every successful downtown starts with reliable infrastructure.” The city plans to complete the underground work before advancing the visible revitalization elements above ground.

What progress had crews made by October 16, 2026?

In its October 16 progress bulletin, the city reported that crews had installed 1,700 feet of sewer and nearly 1,900 feet of water pipe. Water-line work was 22% complete at that point. Those figures describe progress on the project as of that date, not a guarantee for any later phase or block.

Which downtown streets and intersections are affected?

The October 16 update listed partial or full restrictions in several locations:

  • 8th Avenue and 11th Street
  • 9th Avenue between 11th and 12th streets
  • Westbound 10th Street between 8th and 11th avenues
  • The 9th Avenue and 10th Street intersection

The 9th Avenue/10th Street intersection had temporarily reopened to serve downtown businesses, but the city warned it could close again as work continued. A separate notice said the 8th Avenue/10th Street intersection could reopen intermittently while lane closures remained in place. Drivers should follow posted detours rather than relying on an earlier map or a previous trip.

Can people still reach downtown businesses?

Yes. The project dashboard says downtown remains open and that businesses, pedestrian routes and traffic access will be maintained where possible. That does not mean every approach stays available: lane closures, intersection closures, temporary parking changes and shifting detours are part of the construction plan.

Adam Prior said the city is “committed to keeping businesses accessible” while sharing updates during construction. Steve Jensen, project manager for Ralph L. Wadsworth Construction, likewise said crews intend to maintain access whenever possible and communicate proactively.

If you are driving

  • Check the current city dashboard before leaving; closure locations can change by phase.
  • Allow extra time for posted detours and expect lane reductions near active excavation.
  • Do not assume a temporarily reopened intersection will remain open for the duration of your visit.

If you are walking

Pedestrian access is being maintained where possible, but sidewalks can be rerouted around work zones. Follow signs and barriers instead of entering an area that appears open from a distance.

If you are visiting a business

Businesses are intended to remain accessible, although the most convenient entrance, curb space or parking area may change. Contact the business if you need an accessible route or are making a delivery during a closure.

How are Greeley transit routes affected?

Routes 1, 4 and 5 are on long-term detours from October 12, 2026, through March 2027, according to the transit department. Riders should allow for changed stops and travel times during that window and verify current stop information before boarding, since later construction phases may require additional adjustments.

What should drivers and visitors expect next?

The project will continue moving from one work zone to another through 2028. Temporary traffic changes and parking adjustments are therefore more useful to think of as a rolling condition than as one permanent closure map.

  2. Identify the active closure and the signed detour around it.
  3. Build in time for slower traffic, a longer walk or a changed transit connection.
  4. Use marked pedestrian paths and obey barricades around excavations.
  5. Recheck conditions for repeat visits, deliveries or events because the next phase may alter access.

The city’s stated goal is to finish the underground infrastructure first, then support later roadway, streetscape and mobility improvements. The short-term inconvenience is tied to a long-life utility investment intended to serve downtown for decades.

Frequently Asked Questions

Will downtown Greeley be closed completely during the project?

No. The city says downtown remains open and that business, pedestrian and traffic access will be maintained where possible. Access can still be restricted on particular blocks or at intersections as each phase advances.

How often do downtown Greeley detours change?

There is no single fixed interval. Detours change when crews move between phases, so the city’s current dashboard and posted signs are more reliable than a map saved from an earlier visit.

Can I park near a downtown Greeley business during construction?

Parking availability can change temporarily with each work zone. Check the city’s current project information and follow temporary parking signs when you arrive.

Which Greeley bus routes use construction detours?

Routes 1, 4 and 5 are scheduled for long-term detours from October 12, 2026, through March 2027. Riders should confirm stop locations and timing before each trip.
