Don’t hit the big red button: Why tackling Britain’s infrastructure delivery requires continuity, not a reset

Britain’s infrastructure problem is principally a delivery-system problem, not a lack of new announcements. The answer is to keep a credible long-term strategy and visible funding pipeline in place while fixing failing programmes through evidence-led intervention. A wholesale reset would recreate the uncertainty that has already weakened investment, supply chains and skills; a targeted reset is justified only when the existing route can no longer deliver its objectives.

That distinction matters after the government’s 19 June 2025 infrastructure strategy. It sets a ten-year baseline, but the baseline will produce results only if ministers, departments, delivery bodies and suppliers stick with it long enough to build capability, improve planning and measure outcomes.

Why does Britain take so long to build infrastructure?

Britain’s delays accumulate across the whole delivery system. The House of Commons Library identifies underinvestment, planning delay, high costs in sectors such as nuclear and high-speed rail, policy volatility and shortages of skilled people. These problems reinforce one another: an uncertain pipeline discourages suppliers from investing in equipment and training, while weak client capability makes procurement and risk allocation more expensive.

Infrastructure responsibilities are also split. Devolved administrations control important planning and infrastructure levers, so a UK-wide strategy must distinguish reserved matters from England-only and devolved responsibilities. Treating every project as if it had the same sponsor, consent route or funding model produces avoidable friction.

The 2023 infrastructure-delivery prospectus set a useful test for reform: decisions should become faster and delivery cheaper without removing proper environmental or community protections. Speed that depends on weakening statutory safeguards is not a durable solution; it increases the chance of challenge, redesign and delay later.

What does the 2025 infrastructure strategy change?

HM Treasury and the National Infrastructure and Service Transformation Authority (NISTA) published UK Infrastructure: A 10 Year Strategy on 19 June 2025. It commits at least £725 billion of government infrastructure funding over the next decade and, for the first time, places economic, social and housing infrastructure in one framework.

The strategy says UK infrastructure investment has been “too erratic and too low”, harming productivity and wages while making delivery slow and costly. Its response is long-term outcomes rather than short-term announcements, more coordinated planning, stable funding and stronger supply chains. NISTA is responsible for overseeing implementation and reporting progress every two years.

What projects and allocations are named?

Commitment Amount or target Qualification
Government infrastructure funding At least £725 billion Ten-year commitment in the 19 June 2025 strategy
National Highways and local authorities £24 billion capital funding Between 2026–27 and 2029–30
Public transport £15.6 billion Transport for City Regions settlements
Water infrastructure Nine new reservoirs targeted Through increased investment; delivery timing is not stated
New Hospital Programme 35 hospitals in England targeted Target stated in the strategy; final delivery dates are not stated

The strategy is a starting point, not proof that every scheme is deliverable. It acknowledges fiscal constraints, legacy problems and limited supply-chain capacity. Sequencing and prioritisation therefore matter as much as the headline total.

What should continuity preserve?

Continuity means holding the strategic direction, funding visibility, institutional memory and delivery pipeline steady while correcting design, procurement, governance or capability failures. It does not mean protecting every previous decision or allowing a failing project to continue without scrutiny.

Strategic and financial stability

Departments, contractors, designers and training providers can plan capacity only when the pipeline is visible beyond a single spending announcement. Multi-year budgets should be linked to a defined, deliverable scope and reviewed for inflation and affordability rather than repeatedly reopened for political signalling.

Institutional learning

Major programmes build knowledge about consents, interfaces, ground conditions, logistics and supply-chain performance. Preserving that knowledge reduces the cost of starting again. NISTA, launched in April 2025 by bringing infrastructure strategy and delivery functions together, is intended to strengthen project expertise and address systemic barriers across roads, railways, schools and hospitals.

Operating continuity

Continuity applies to assets already in service as well as new construction. Network Rail’s CP7 plan covers operation, maintenance and renewal of Great Britain’s mainline railway infrastructure from 1 April 2024 to 31 March 2029. A stable control period lets the operator and suppliers schedule renewals, recruit people and manage possessions instead of reacting to annual uncertainty.

When is a project reset justified?

The Infrastructure and Projects Authority’s December 2024 guidance gives a strict test: a reset is needed when a programme cannot successfully deliver its planned objectives within agreed parameters and there is no credible route to successful delivery. Returning it to a deliverable state requires a fundamental or substantial change to objectives, delivery approach, outputs, schedule or whole-life costs.

This is not routine change control. The IPA says there is “no one size fits all” reset. Some interventions change the approach, timing and outputs fundamentally; others retain the delivery approach while materially revising cost and timing.

A disciplined reset sequence

  1. Discover the critical problems. Establish which assumptions, interfaces, decisions or capabilities have made the current route unworkable.
  2. Build a shared plan and baseline. Agree scope, cost, schedule, benefits, risks and responsibilities with the sponsor, delivery body, assurance teams and key suppliers.
  3. Secure decision rights. Record who can approve scope, funding, procurement and risk changes, and which matters require ministerial or board decisions.
  4. Deliver against measurable objectives. Publish milestones and report performance against the new baseline, with defined triggers for further intervention.

If evidence shows that the existing route remains credible, normal change control, stronger governance or targeted remediation is proportionate. Calling that work a reset can create unnecessary disruption and obscure accountability.

What does HS2 teach about resets?

HS2 is the warning case for both inaction and political reflex. The National Audit Office says the programme is now smaller than originally planned while costing more and taking longer. Its latest reset began in January 2025 and is expected to end in spring 2027; significant work remains on cost and schedule baselines, commercial renegotiation, Euston planning and organisational capability.

The Public Accounts Committee described HS2 in February 2025 as “a casebook example of how not to run a major project”. More than a decade after launch, it said the government still did not know the final cost, scope, completion date or benefits. Cancelling elements and repeatedly revising the programme did not create certainty; it left a reduced scheme with unresolved baselines.

The practical lesson is to establish a credible baseline before further scope changes, clarify the sponsor’s responsibilities against those of the delivery body, lock decision rights and publish measurable milestones. A reset should be a controlled intervention with an agreed route to delivery, not a headline announcing that the previous plan has been abandoned.

How should continuity and reset be compared?

Ministers and project boards can test either course against the same delivery questions. Continuity is preferable when the route is credible and weaknesses can be corrected without changing the programme’s fundamental parameters.

Decision axis Continuity requires A reset may require
Strategic stability A long-term objective understood by investors and suppliers A materially changed objective or output
Funding certainty Multi-year, inflation-aware budgets matched to deliverable scope A new affordability and whole-life-cost baseline
Governance Clear sponsor, delivery-body, assurance and ministerial decision rights Reconstituted governance or a different delivery model
Planning and consent Faster, better-coordinated decisions while retaining legal safeguards A revised consent strategy or sequence where the existing route is no longer credible
Commercial control Contracts, risk allocation and incentives aligned with the approved plan Renegotiation, re-procurement or a new packaging strategy
Capability Targeted recruitment, training and expert support A substantially different organisation or leadership structure
Evidence of progress Performance measured against an assured baseline A new baseline for cost, schedule, outputs and benefits

Can planning reform speed delivery without removing safeguards?

Yes, if reform improves coordination and decision quality rather than deleting scrutiny. The delivery prospectus explicitly says its approach will not reduce proper consideration of major infrastructure development or key environmental and community protections.

Practical improvements include aligning local, national and devolved interfaces early; publishing a complete evidence timetable; resolving utility and land dependencies before procurement; and giving consenting bodies the capacity to assess applications. These measures reduce avoidable rework while preserving the protections that give projects legitimacy.

What should government do next?

First, implement the 2025 strategy long enough to test whether its funding and governance baseline is working. NISTA’s two-year progress reporting should show not just money announced, but movement in cost, schedule, outputs, benefits, capability and supply-chain capacity.

Second, triage individual programmes against the IPA test. Projects with a credible route should receive continuity and targeted remediation; projects without one should enter a reset with a documented baseline, accountable leadership, commercial plan and published milestones.

That combination avoids both failure modes: preserving an unworkable plan for political convenience and pressing the big red button whenever delivery becomes difficult. Britain needs steadier conditions for building, with intervention strong enough to restore control where the evidence demands it.

Frequently Asked Questions

Does continuity mean every project keeps its original scope?

No. Continuity protects the strategic objective, funding visibility and delivery capability, not immutable drawings or contracts. Scope can change through normal control processes when the evidence shows a better way to deliver the approved outcome.

Why do repeated resets increase costs even when scope is reduced?

A reset can require new designs, consents, commercial negotiations and mobilisation, while teams lose time and specialist knowledge. Suppliers may also price uncertainty into bids or defer investment, so a smaller programme is not automatically a cheaper one.

What should contractors look for in a credible reset announcement?

Look for an approved scope, a cost and schedule baseline, named decision-makers, a procurement and risk-allocation plan, and milestones that can be independently checked. An announcement that supplies only a revised completion date is not yet a delivery plan.

How does the ten-year strategy affect devolved infrastructure?

The UK framework does not remove the powers of devolved administrations over their infrastructure and planning decisions. Delivery plans need to identify which commitments are reserved, England-only or dependent on agreement with a devolved government.
