Dogen City is a proposed offshore settlement from Japanese company N-ARK—not a completed city. The concept combines housing and public infrastructure in a ring around a protected bay, with an undersea data center and movable floating structures. N-ARK’s September 2025 update described the project as entering planning; it did not identify a selected, permitted construction site.
What is Dogen City?
Dogen City is N-ARK’s concept for a “floating smart healthcare city”: an offshore development intended to bring housing, healthcare, food production, computing, energy and marine-related activities together. N-ARK unveiled it in June 2023 with the NEW OCEAN consortium, a cross-sector effort involving industry, academia, government, marine technology and policy.
The company’s current concept describes a settlement about 1.58 kilometres in diameter, with a circumference of about 4 kilometres and capacity for roughly 10,000 residents. N-ARK relates the dimensions to the Japanese idea of “1 ri, 1 hour”—a roughly one-hour walk around the perimeter. These are design figures, not measurements of a built development.
How is the proposed city designed?
Habitable ring
The main ring would contain housing and public infrastructure around an inner bay. N-ARK presents the bay as a sheltered space in which activities and floating structures could be arranged.

Undersea edge data center
N-ARK proposes a computing facility at a target depth of 30–50 metres, with 240 kW of power and 12 racks. The company says it could support urban management, health-data analysis and drug-discovery simulations. These are stated design goals; they are not verified operating specifications or demonstrated performance.
Movable floating structures
Autonomous floating architecture would allow structures in the inner bay to be moved or rearranged as the city’s needs change. N-ARK describes this as a way to adapt the layout; the project materials do not demonstrate a deployed system.

Is Dogen City real, and can people live there?
It is real as a development proposal, but the materials cited here do not establish that a city has been built or that residents can move in. N-ARK’s September 16, 2025 update said the project had moved into a planning phase. It reported GIS analysis of about 50 candidate coastal locations and a focus on 20 priority locations across several regions. Those are areas under consideration, not a confirmed host site or permits.
The same update announced a memorandum of understanding (MoU) with MEYER Floating Solutions to collaborate on a floating smart city. An MoU signals planned collaboration; it does not show that construction has started. The cited project materials do not confirm a financing close or construction start either.

What does N-ARK say the project would cost and earn?
N-ARK’s 2025 plan models a 10,000-person city and gives the following forward-looking estimates. They are company projections, not independently verified costs, booked revenue or guaranteed delivery dates.
| Plan item | N-ARK’s 2025 estimate | How to read it |
|---|---|---|
| Gross floor area | Approximately 100,000 m² | Modeled area for the proposed city |
| Capital expenditure | Approximately US$2.1 billion | Estimated project capital cost |
| Annual revenue | US$489–510 million | Estimated annual revenue, not realized income |
| Construction period | Five years | Estimated duration, not a confirmed schedule |
N-ARK’s plan cautions that financial and timing assumptions may change with regulation, technical conditions, markets and financing. The figures therefore describe a planning scenario, not a committed budget or completion date.

What is the proposed development sequence?
N-ARK’s staged go-to-market outline proposes starting with a moored cruise vessel as an “instant” hotel-city module, then developing a smaller Dogen Town, and later expanding toward the larger city with additional modules. The outline is a proposed sequence; the cited materials do not establish that any stage is funded or underway.
The plan also discusses a marine-occupancy concession and a possible Sea-SEZ framework. N-ARK says concession conditions depend on discussions with a host country and local law, so these are not settled approvals. The plan’s permitting assumptions should not be read as an achieved permitting result.

Which services are proposed—and what remains unproven?
N-ARK’s materials describe possible telemedicine, medical edge computing, medical tourism, seawater agriculture, aquaculture, wellness hospitality, disaster refuge, and accommodation or education for people displaced by climate impacts. These are ambitions and potential business activities, not services shown to be operating in Dogen City.
- Healthcare: The concept includes ring devices, blood samples and genome data for telemedicine and health analysis. The materials do not establish a deployed system, clinical validation or improved patient outcomes.
- Food and utilities: Seawater agriculture and aquaculture are proposed activities. The project information cited here does not establish that the city would be self-sufficient in food, energy or other utilities.
- Safety and resilience: N-ARK promotes refuge and marine resilience ambitions, but the cited materials do not independently establish that the ring would protect residents from tsunamis or other hazards.
- Cost and delivery: The stated financial and construction figures are company estimates; the cited materials do not independently verify a cost advantage, construction speed or delivery date.
What would establish that the project is moving toward construction?
For a proposed offshore development, the difference between a concept and a buildable project is visible in its site, approvals, funding and delivery evidence. For Dogen City, N-ARK’s September 2025 update documents planning activity and an MoU, but not a permitted site or construction start. Useful milestones to look for in future project announcements include:
- a named host site and evidence of site-specific feasibility work;
- permits and a clear account of which authority and legal framework apply;
- committed financing and a defined project-delivery structure;
- engineering plans and independently assessable evidence for marine, structural, utility and safety claims; and
- a funded construction schedule, followed by documented work at the site.
Until those milestones are documented, Dogen City is best understood as an ambitious floating-city proposal whose scale, business model and infrastructure remain to be delivered and tested.
