Yes. A fan’s blades can be stopped while the fan remains connected to mains electricity, and some designs may still draw standby power. Stopped blades do not mean the fan is electrically isolated. Unplug it before cleaning or handling it.
What does “not spinning” mean?
It describes the blades, not whether electricity can reach the fan. A fan can be stopped but still plugged into an outlet. The U.S. Department of Energy’s ceiling-fan test procedure measures standby power after blade rotation has been switched off while the fan remains connected to the main power supply: DOE ceiling-fan test procedure.

Does a stopped fan use electricity?
It depends on the fan. Some devices use electricity while they appear to be off, according to the U.S. Department of Energy’s standby-power guidance. A fan with electronic controls or other functions may draw standby power when its blades are stopped, but the available sources do not establish a universal standby wattage—or that every fan draws measurable power in this state.
Electrical Safety First gives a typical operating-consumption range of 15–100 watts depending on fan type and speed. That is an operating figure, not a standby-power estimate: Electrical Safety First’s fan safety advice.

How to make a fan safe to clean
- Switch the fan off and unplug it from the outlet before cleaning or storing it.
- Follow the cleaning instructions in the fan’s manual. Do not open the motor housing or handle exposed wiring based on this general guidance.
- If the unit or cable is damaged, or the fan makes an unusual noise or gives off a burning smell, stop using it, unplug it if safe to do so, and contact the retailer, manufacturer, or a qualified repair technician.
Electrical Safety First’s advice to unplug an unused fan is UK consumer guidance. OSHA’s electrical work-practice rule applies to employees and workplace exposure in the United States; it is not a consumer repair procedure. The rule addresses deenergizing exposed live parts before work, subject to specified exceptions: OSHA 29 CFR 1910.333.
