Whether you need permission depends on where the property is, what you plan to change, and whether the home has a special designation. An extension or boundary wall may need planning permission; internal work may still need building-safety approval or heritage consent even when planning permission is not required.
Start with the property’s location and the type of approval
There is no single permit rule that applies everywhere. Planning systems differ between England, Wales, Scotland and Northern Ireland, and local restrictions or the property’s status can affect the answer. The UK government directs homeowners to separate guidance for Scotland, Wales and Northern Ireland, and advises contacting the relevant local planning authority (LPA) for a project-specific decision. Its guidance says: “To find out if your project will need planning permission, contact your local planning authority (LPA) through your local council.” See GOV.UK’s planning permission guidance.

Also distinguish planning permission from building approval. Planning permission concerns whether a proposed development is acceptable under planning rules. Building regulations approval, a building warrant or building permission—depending on the jurisdiction—addresses technical requirements for building work. A project may need one, both or, in some cases, neither. Listed-building or other heritage consent is a further, separate check.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Planning permission: Check with the LPA whether the proposed development needs an application or qualifies for a permitted-development route.
- Building approval: Ask the local building-control or building-standards service whether the construction work needs technical approval.
- Special consent: Check for listed status, conservation-area controls and other designations that may add restrictions or require separate consent.
“Permitted development” does not mean that every home project is automatically allowed. It is a route for specified work without a planning application, provided the proposal meets the applicable rules and conditions. Those rules vary by jurisdiction and can depend on the site and home as well as the proposed dimensions.

Do you need planning permission for a house extension?
An extension is the work to check first. GOV.UK describes an extension as an example of a major change that will probably need planning permission, while also noting that some work may qualify as permitted development. The answer turns on the applicable local rules and the project’s details—not just whether the addition is small or at the rear of the home.
Before relying on a permitted-development allowance, check the proposed extension’s height and projection, how close it is to a boundary, any previous additions, the type of dwelling and whether the land is designated or subject to local restrictions. A rule that applies to one house or jurisdiction may not apply to another. England’s householders’ technical guidance, for example, includes detailed limits and exceptions, including restrictions on some extensions near boundaries and in designated land; it should be read for the relevant proposal rather than treated as a universal checklist. See the English householders’ permitted-development technical guidance.
The following official examples show why location matters. These are jurisdiction-specific thresholds, not interchangeable UK-wide allowances. They also do not establish that a particular property or design qualifies: other conditions and exclusions may apply.

| Jurisdiction and source | Published example | Separate building approval |
|---|---|---|
| Wales, Welsh Government guidance | Under the described permitted-development allowance, a single-storey rear extension must not project more than 4 metres beyond the rear wall or exceed 4 metres in height. If it is within 2 metres of a boundary, the eaves-height limit is 3 metres and the overall-height limit is 4 metres. Eligibility and other conditions still apply. | The cited extension guidance does not establish that building approval is unnecessary; check separately. |
| Scotland, Scottish Government circular 1/2024 | For a single-storey extension on or within 1 metre of a boundary, the stated maximum projection is 3 metres for a terraced house or 4 metres for other houses. The circular also states a maximum eaves height of 3 metres and overall height of 4 metres. | A building warrant will likely be required for this type of extension. |
| Scotland, Scottish Government circular 1/2024 | The cited permitted-development class for a multi-storey extension requires it to be at least 10 metres from the curtilage boundary. Conservation-area and flat exclusions apply. | A building warrant is required. |
Sources: Welsh Government extension guidance and Scottish Government circular 1/2024, section 4. The figures describe specific rules in those sources; they are not a substitute for checking all conditions, exceptions and the property’s circumstances. Do not apply the Welsh measurements to a Scottish project or vice versa.
If the proposal does not meet the relevant permitted-development rules, ask the LPA whether planning permission is required and how to apply. If permission is needed but work proceeds without it, GOV.UK warns that enforcement may require the changes to be undone. A decision from the planning authority is more dependable than assuming an allowance applies because a neighbour built something similar.
Do you need permission to build a boundary wall?
Do not assume a wall is exempt simply because it sits within your property boundary. York Council lists putting up a boundary wall or fence among domestic changes that may need planning permission. That is a local example, not a rule or height threshold for every council, country or property. Its planning permission guidance is useful for understanding the kind of work to raise with an authority, but it cannot determine the answer for a home elsewhere.

Before construction or substantial alteration, ask the relevant council about the proposed wall’s height, position, visibility and any conservation or other local controls. Give the authority the exact location and dimensions. If the wall forms part of a wider extension or landscaping project, describe the whole proposal rather than asking about the wall in isolation; the authority can then assess the work in context.
Planning is not the only issue to establish. Ask building control or the equivalent local service whether technical approval applies to the proposed work. The available York guidance does not give a boundary-wall height rule that can be applied outside York, so avoid relying on an online threshold unless the relevant authority confirms that it applies to the site.
Does internal renovation need building approval?
“Internal” does not mean “no approval.” Ordinary internal changes may not need planning permission in some places, but work can still require building approval. In York, internal work generally does not need planning permission unless listed-building consent may apply; the council separately says most building work will probably need building-regulations approval. Read those statements as York guidance, not a universal rule. The distinction is important: not needing a planning application does not answer the building-control question.

Jersey provides another jurisdiction-specific example. Its government says building permission is required for new internal walls, removing internal walls and forming openings. Jersey is not a basis for deciding the rule elsewhere, but its guidance illustrates why the scope of an alteration matters. See the Government of Jersey’s internal alterations permissions guidance.
Removing or opening a wall
Ask whether the wall is structural before removing it or creating an opening. An internal wall can support a floor, roof or another wall, so a seemingly small change can affect the building’s stability. Describe the work accurately to building control and ask what technical approval is required before starting. Do not treat a planning-permission exemption as confirmation that structural work is safe or exempt from building approval.

Listed or otherwise protected buildings
Listed status can change the answer even for work inside the home. York’s guidance says internal works generally do not require planning permission unless listed-building consent may apply. Scotland’s 2024 circular says listed-building consent is required if an extension affects the character of a listed building. Those are examples of additional heritage controls; check the rules and consent route for the property’s jurisdiction and designation before altering it.

How to check before work begins
Use this sequence to get a project-specific answer and avoid confusing one approval with another:
- Identify the jurisdiction and authority. Confirm the country, region and council or other local authority responsible for the property. Use the guidance for that jurisdiction; the UK government notes that planning guidance differs for Scotland, Wales and Northern Ireland.
- Write down the exact proposal. Include what will be built, altered or removed; its dimensions and position on the plot; any new openings; and whether a wall may be structural. Include existing extensions or additions, since prior work can affect the applicable rules.
- Check the property’s status. Find out whether it is listed, in a conservation area or subject to another special control. Ask the authority if you are unsure which designation applies.
- Ask the planning authority about planning permission. Ask whether the proposal needs an application or qualifies for a permitted-development route, and whether a lawful-development confirmation is appropriate. Give the authority enough detail to assess the actual design and site.
- Ask building control or building standards separately. Confirm whether building regulations approval, a building warrant or building permission is required. This is especially important for extensions and work involving internal walls or openings.
- Keep written decisions and approvals. Save applications, decisions, drawings and correspondence with the project records. York Council notes that written building-control confirmation can be useful when selling a property.
If you are comparing two designs, compare them only against the rules for the same jurisdiction and property. A shorter projection, a different distance from the boundary or a change from a multi-storey to a single-storey design may affect which rule applies, but it does not prove that the remaining conditions are met. Ask the authority to assess the proposed dimensions and placement, rather than assuming a design is exempt based on a single measurement.
What can happen if you skip a required approval?
If planning permission is required and the work goes ahead without it, GOV.UK says enforcement may require the changes to be undone. Starting first can therefore leave a homeowner facing remedial work as well as an unresolved permission issue. For building work, a planning decision does not establish that technical approval was obtained; keep the two approval routes distinct in project records.
Where the answer is uncertain, a written response from the responsible authority gives you a clearer record of what was checked and what decision was made. If the project involves a listed building, a structural alteration or several kinds of work, make the enquiry specific to each approval route before construction begins.
