The authority lists an integrated design target of 6.4 million cubic metres per day, but that is a target—not verified current delivery. The project’s scale is remarkable; its source, fossil groundwater, is finite.
What the Great Man-Made River is—and why Libya built it
The Great Man-Made River (GMMR) moves groundwater from deep aquifers in Libya’s southern interior toward areas of demand in the north. It was conceived to support domestic, agricultural and industrial use in places facing water shortages. The World Bank describes the source as fossil groundwater from Saharan aquifers, while the project authority describes an interconnected water-supply system. That distinction matters: the GMMR is neither a surface river nor a desalination plant. It conveys water already stored underground; it does not create a renewable supply. Its construction challenge is moving water across a large, arid country, while its long-term constraint is how much can be withdrawn from finite aquifers.
How the infrastructure moves water
The system begins at production wells in southern groundwater fields. Gathering networks carry the extracted water to large transfer pipelines; reservoirs buffer supply along the route, and distribution branches serve cities and other users. The authority’s description of the eastern Sarir/Sirt-Tazerbo/Benghazi system lists more than 80 supply points and 234 production wells across the Sarir and Tazerbo fields. Construction timeline and network scale
The authority’s history records that Law No. 11 of 1983 established the project authority and that the foundation stone at Sarir was laid on 28 August 1984. Its chronology then notes a pipe-manufacturing plant opening in 1986, water reaching Ajdabiya in 1989, water reaching additional reservoirs and cities in 1991 and 1996, and a Phase IV construction contract in 2001. Published network-length figures vary by source and scope. The authority’s overview reports around 3,500 kilometres of transfer pipeline; a World Bank project document describes a network of about 4,000 kilometres and discusses Phase III additions. The available descriptions do not establish whether the difference reflects project phase, what infrastructure is counted, or both, so the figures should not be combined into a single precise length. What the capacity and production figures mean
Capacity figures need to be read according to what they measure. The authority states an integrated system target of 6.4 million cubic metres per day. For the eastern Sarir/Sirt-Tazerbo/Benghazi system, it lists a design target of 2 million cubic metres per day. Neither target, by itself, demonstrates how much water the network is delivering now. For that eastern system, the authority says partial operation began in September 1993 at 170,000 cubic metres per day and reports average daily production of about 850,000 cubic metres. The same page gives cumulative production through 31 December 2016. These are authority-reported figures with a historical date boundary—not a present-day operating measurement. The resource trade-off: a large network drawing on finite water
The World Bank warns that Libya’s groundwater resources, like petroleum, cannot be replenished. It cautions that continued withdrawal at the existing pace without demand reduction points to increasingly severe shortages. That separates two questions often blurred in descriptions of megaprojects: whether the engineering can move water at scale, and whether extraction can continue at that scale without worsening depletion. The first is a matter of wells, pipelines, storage and operations; the second depends on the finite resource and demand placed on it.

Official reporting in August 2026 included authority updates about valve maintenance and action against unauthorized connections. In September 2026, the Libyan News Agency reported that officials reviewed system operating status, supply levels, well conditions and wells that were out of service or inoperable. This supports saying that maintenance and operational concerns were being addressed; it does not establish a system-wide production total, city-by-city delivery, or a reliability rate. Accordingly, the authority’s 6.4-million-cubic-metre daily figure should be described as a target, and the older 850,000-cubic-metre figure as historical production for one system. The available reporting does not provide an independently verified, audited national output as of 5 October 2026.
