Start with the public-use rules that apply to daycare
The U.S. Consumer Product Safety Commission (CPSC) defines public-use playground equipment to include equipment in commercial, non-residential child-care facilities. That places a daycare playground within the scope of the CPSC Public Playground Safety Handbook and the public-use ASTM specifications used to select and install equipment. The handbook is guidance rather than a substitute for a state license rule, local building or fire code, insurer requirement or risk-management policy; check all of those before ordering.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteThe 2025 CPSC handbook is written for childcare personnel, purchasers, installers and designers. It identifies ASTM F1487 and ASTM F2373 as the relevant public-use equipment standards. Ask a manufacturer or installer to identify the exact standard and edition used for each item, rather than accepting a generic statement that a product is “commercial grade.”

Match the standard to the children who will use the equipment
| Children or design question | Reference to require | What it covers or does not cover |
|---|---|---|
| Infants and toddlers, 6–23 months | ASTM F2373 | Equipment, layouts, surfacing and performance features unique to this age group. |
| Older children using public-use equipment | ASTM F1487 scope | Public-use playground equipment for age groups beyond the F2373 range; confirm the current edition and product applicability. |
| Accessible play-area routes and ground surfaces | 2010 ADA Standards, with ASTM F1951 testing as referenced by Access Board guidance | Whether routes and surfaces are usable by people with disabilities. Accessibility is a separate procurement check from equipment safety. |
| Impact attenuation of the play surface | ASTM F1292 | Whether a surface limits impact severity for the specified fall height. |
ASTM F1487-21 expressly does not address accessibility except for safety issues not covered by the U.S. Department of Justice 2010 Standard. A bid can therefore satisfy an equipment safety specification while still failing to provide an accessible route or accessible play component. Review both questions and retain evidence for each.
Define age bands, capacity and supervision before choosing equipment
Write a simple site brief before looking at catalogs. Separate the infant/toddler group (6–23 months) from preschool and school-age users, state the maximum number of children in each area, and identify which staff members supervise each zone. Age-inappropriate challenge is a known hazard for children under two; equipment that is acceptable for a school-age area is not automatically suitable for toddlers.
Build an activity and circulation map
- Mark entrances, exits, gates, staff sightlines, shade, drainage paths and emergency access.
- List the activities each age group needs, such as climbing, sliding, swinging, balancing, social or sensory play, and indicate where children queue or cross.
- Draw the manufacturer’s use zones for every proposed component. Keep moving equipment, stationary equipment and circulation from conflicting.
- Reserve an accessible route from the arrival point to each required ground-level play component and to any elevated or transfer access point.
- Check that the final arrangement leaves staff able to see and reach every area without climbing through equipment.
Structures more than 30 inches high should be at least 9 feet apart under the CPSC public-playground checklist. Use the manufacturer’s current plan and use-zone dimensions for the specific model; do not shrink a zone to make a drawing fit.
Keep swings and moving equipment clear
For swings, the checklist calls for surfacing to extend in front of and behind the swing a distance equal to twice the height of the suspending bar. Apply that dimension to the actual bar height and preserve the side clearances shown in the installation instructions. Do not place a fixed element, fence or route inside the calculated swing travel.
Control the hazards inspectors look for
For children under two, the CPSC specifically highlights head-entrapment openings, strangulation hazards, age-inappropriate design, unsafe layouts, protrusions, sharp edges and pinch points. Those hazards remain useful inspection categories for every age area.
Entrapment and head openings
Check every opening that could accept a child’s head, including spaces between rails, under platforms, at ladder transitions and in barriers. The risk is not limited to a tunnel or a hole intentionally designed as an opening. Ask the installer to verify openings against the applicable age-group requirements after assembly, because field tolerances and substituted parts can change a gap.
Strangulation, hooks and protrusions
Look for open S-hooks, exposed loops, cords, chains and any component that can catch clothing or a body part. Close or replace open S-hooks as directed by the manufacturer. Bolts, screws and other hardware must not project into a path where a child can fall or be caught; use the specified caps or flush hardware and check them again after the equipment has settled.

Sharp edges and pinch points
Run a documented visual and hands-on check over accessible edges, welds, seams, handholds, moving joints and transfer points. Remove burrs, replace damaged covers and correct pinch or shear points before opening the area. A smooth appearance is not proof of compliance; include the inspection result in the site log.
Falls, footings and guardrails
Verify that guardrails and barriers are present where the design requires them, that exposed concrete or other footings are not reachable, and that a fall from the highest accessible platform lands on the specified protective surface. Inspect after installation and after any repair that could alter a platform, railing or fall height.
Specify surfacing for impact protection and access together
Falls are the central playground injury mechanism: the CPSC’s special study of children under two recorded falls in 50% of estimated emergency-department-treated cases and impacts in 22%. That study covered October 2000 through September 2001, so it is historical context rather than a current annual rate.
“Each year, more than 200,000 children go to U.S. hospital emergency rooms with injuries associated with playground equipment.”

Meet the CPSC checklist dimensions
| Surface option | Minimum or required condition in the checklist | Procurement check |
|---|---|---|
| Wood chips, engineered mulch, sand or pea gravel | At least 12 inches of the specified loose-fill material. | Confirm the material type, initial depth, containment, drainage and replenishment plan. |
| Rubber or rubber-like mats | Safety-tested protective surfacing rated for the equipment’s fall height. | Obtain the impact-attenuation test evidence, thickness or system specification, seams, anchoring and commercial-use warranty. |
| Any protective surfacing | Extend at least 6 feet in all directions around equipment; swings require the additional front/back extension described above. | Dimension the installed zone, not just the footprint of the equipment. |
The 12-inch figure applies to the listed loose-fill choices. A vendor should state the product, depth and tested fall-height rating rather than treating every loose fill or every rubber product as interchangeable. Protective surfacing must be selected for the highest fall height in the equipment plan and for the site’s drainage and climate.
Keep loose fill safe after opening day
Loose fill migrates under children’s feet, rain and maintenance equipment. Specify edging that does not create a trip hazard, a drainage strategy, and a method for measuring and restoring depth. Record where material is displaced most often and replenish it before the depth drops below the specified level. Check that roots, stones, compacted areas, standing water and exposed footings have not appeared.

Make rubber-like systems accessible as well as protective
Access Board guidance connects impact attenuation under ASTM F1292 with accessible ground-surface testing under ASTM F1951. Request evidence for both characteristics where a route crosses the protective surface. The route must remain firm, stable and usable after rain, routine wear and ordinary maintenance; a surface that passes an impact test but develops ruts, loose edges or abrupt transitions is not a dependable accessible route.
Design accessibility as a complete route, not an accessory
The 2010 ADA Standards require separately provided play areas for specified age groups, such as preschool and school-age areas, to comply with play-area requirements. Plan each age area independently, then connect it to the site circulation network. Keep an accessible route continuous from the site arrival point through the entrance, across the play surface and to each play component that the applicable requirements make accessible.
Provide choices for sand and ground-level play
The ADA examples identify two practical ways to improve access to a sandbox: provide a transfer system or use a raised sand table with knee clearance. Confirm the clearances, transfer space and route dimensions with the project’s accessibility professional and the current ADA requirements. Do not assume that a ramp to the edge of a sandbox gives a child access to the play activity itself.
Separate the accessibility review from the safety review
Use two sign-off columns in the procurement schedule. The safety column should identify the applicable ASTM equipment specification, fall height, use zone and hazard checks. The accessibility column should identify routes, surface testing, transfer or ramp features, ground-level components and the applicable ADA provisions. This prevents a safety certificate from being mistaken for an accessibility approval.
Buy for lifecycle durability, not showroom appearance
Federal childcare equipment guidance lists durability, low maintenance, safety, functionality, challenge and appeal to the child as major quality parameters. Those criteria are more useful than color, novelty or a glossy finish when comparing bids.

Request evidence for every durability claim
- Materials and coatings: request the frame, deck, panel and fastener material specifications, coating system, UV resistance and corrosion resistance for the site’s climate.
- Water management: ask where water drains from platforms, posts, tunnels and enclosed components, and how the design prevents trapped moisture or freeze damage.
- Replaceable parts: obtain part numbers, replacement procedures and lead times for wear items, hardware, surfacing components and damaged panels.
- Inspection access: confirm that staff and service technicians can see fasteners, anchors, seams, welds, drains and concealed areas without dismantling the entire structure.
- Warranty: record duration, coverage by component, exclusions, required maintenance, labor terms and whether the warranty applies to commercial childcare use.
- Installer support: verify installation territory, qualifications, commissioning documentation, training and post-installation service response.
Compare the total cost of ownership over the planned service life. Include purchase and installation, inspections, loose-fill replenishment or mat replacement, replacement parts, repairs, accessibility-route upkeep and the cost of closing an area during repair. A lower initial price can be more expensive if parts are slow to obtain or surfacing fails early.
Use a bid comparison table
| Decision factor | Bidder A evidence | Bidder B evidence | How to decide |
|---|---|---|---|
| Applicable ASTM specification and edition | Complete model-specific statement and documentation | Complete model-specific statement and documentation | Reject vague “meets standards” language; resolve gaps before scoring. |
| Fall height and surfacing test | Test report or certification identifying the system and rating | Test report or certification identifying the system and rating | Use the rating for the highest installed fall height. |
| Accessibility | Route, surface and component evidence | Route, surface and component evidence | Check ADA requirements and ASTM F1951/F1292 evidence separately from equipment safety. |
| Maintenance burden | Inspection intervals, cleaning, replenishment and part access | Inspection intervals, cleaning, replenishment and part access | Prefer the plan staff can perform consistently. |
| Warranty and service | Term, exclusions, labor and lead times | Term, exclusions, labor and lead times | Price the uncovered risks and downtime. |
Do not fill a missing bid value with an assumption. Mark it as not stated, request the document and score it only after the bidder responds.

Follow a five-stage buying and installation workflow
- Define age bands and capacity. Separate infant/toddler use from preschool and school-age use. Document maximum occupancy, supervision assignments and the age range for every component.
- Map activities, circulation and use zones. Place required activities, staff sightlines, accessible routes, equipment clearances, swing travel and drainage on one scaled plan. Apply the 9-foot separation rule for structures over 30 inches and the required six-foot surfacing extensions.
- Require vendor documentation. Collect model-specific ASTM-relevant equipment information, fall-height and impact-attenuation evidence, accessibility testing, installation instructions, maintenance schedules, warranty terms and replacement-part information before purchase.
- Choose and detail the surfacing. Select loose fill or a tested rubber-like system for the highest fall height and local weather. Detail containment, drainage, route transitions and the method for keeping accessible paths firm, stable and usable after rain and wear.
- Commission and operate the playground. Have the installer verify anchors, hardware, use zones, surfacing depth, guardrails, routes and drainage. Train staff on supervision and hazard reporting, then keep a written inspection and repair log.
Commissioning: what to verify before children enter
Check the installed geometry
- Measure the actual equipment footprint, platform heights and use zones against the approved plan.
- Verify at least 12 inches of the specified loose fill where that option was selected, or verify the installed tested mat system and its fall-height rating.
- Confirm six-foot surfacing extensions and the swing front/back extension based on the suspending-bar height.
- Confirm nine-foot separation for structures over 30 inches and keep routes outside moving-equipment travel.
- Check that accessible routes have firm, stable transitions and no edge, rut or drainage defect that blocks use.
Check hardware and hazard points
- Inspect S-hooks, bolts, caps, fasteners, welds, edges, seams and moving joints.
- Look for head-entrapment openings, pinch points, protrusions, sharp edges, missing guardrails and exposed footings.
- Verify that no component was substituted without the manufacturer’s approval and updated installation information.
- Photograph or otherwise record deficiencies, assign a correction owner and keep the area closed until the risk is corrected.
Operate an inspection and maintenance program
Set inspection intervals from the manufacturer’s instructions, local rules, insurer requirements and the amount of use. The written log should identify the date, inspector, weather or unusual event, equipment and surface checked, defect, immediate control, repair order, completion date and person who verified the repair.
Inspect the parts that change fastest
- Surfacing depth, displacement, compaction, wet spots, exposed footing and damaged mat seams.
- Loose or missing hardware, open S-hooks, cracked caps, sharp edges, protrusions and damaged guardrails.
- Ropes, chains, swing seats, moving joints, transfer points and other wear components specified by the manufacturer.
- Drainage paths, accessible-route firmness, transitions and any erosion or settlement around posts.
After severe weather, vandalism, construction nearby or a significant repair, perform an additional documented inspection before reopening. Replace parts with the specified commercial-use components; an improvised substitute can create a new entrapment, protrusion or structural problem.

Common purchasing mistakes and their fixes
Using one design for every age
Problem: a single structure is marketed for toddlers through school-age children without a clear age separation or F2373 review.
Fix: define age bands first, require the applicable standard for each model and provide physically or operationally separate areas where the plan requires them.
Measuring only the equipment footprint
Problem: the plan fits the structure but omits fall zones, swing travel, routes and six-foot surfacing extensions.
Fix: draw the manufacturer’s use zones and surfacing as part of the equipment footprint from the beginning.
Treating a safety certificate as accessibility approval
Problem: equipment documentation is accepted without checking routes, ground surfaces, transfers or ADA play-area provisions.
