How to Locate Underground Utility Lines Before Excavation

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before excavation, contact 811 or your state’s one-call center, mark the proposed work area in white, and wait for participating utility owners to identify their facilities. Then check for private lines, review records and visible clues, and expose or otherwise verify each line’s exact position with a safe method before digging near it. A surface mark is not proof of depth, and an 811 request does not necessarily cover every buried service on private property.

What must happen before the excavation starts

OSHA’s construction excavation standard, 29 CFR 1926.651(b), requires the estimated location of underground installations that could reasonably be encountered to be determined before an excavation is opened. The rule specifically includes sewer, telephone, fuel, electric and water lines, as well as other underground installations.

As an Amazon Associate I earn from qualifying purchases.

Utility owners must be contacted within the established or customary response time for the area and asked to establish their facilities before actual excavation. As the work approaches an estimated location, the exact position must be determined by safe and acceptable means. Any installation left exposed in an open excavation must be protected, supported or removed as necessary to protect workers.

There is no single nationwide residential notice period. State one-call laws and local center procedures control the timing, ticket life, marking requirements and any tolerance-zone rules. Confirm the applicable requirements when you submit the request rather than relying on a deadline from another state.

811 locates participating utility owners—but not necessarily every line

Calling 811 connects you with the applicable state one-call center. The center notifies participating utility owners, who send locators or otherwise respond according to local procedures. This is the required starting point for ordinary excavation, but it is not a guarantee that every buried installation has been identified.

Private services are the most common coverage gap. A line serving a house, farm, commercial building or other private facility may be owned by the property owner, a tenant, a site operator or another entity rather than a utility that participates in the one-call system. Examples can include private electric feeds, water lines after the utility meter, irrigation, septic components, fuel lines, communications cables and site lighting.

“Utility owner” means the owner of the installation, which may be different from the landowner. If a line is not covered by the one-call response, contact its owner directly and arrange a private utility locate when necessary.

One-call locating and private locating: use both when coverage requires it

Approach What it does Typical coverage limit When to add it
811 or the state one-call center Notifies participating utility owners and coordinates their responses for the marked work area. Does not automatically include private facilities or owners that do not participate. For every excavation that could encounter an underground installation, subject to local law and procedure.
Direct owner contact Obtains information from the owner of a known private or site-specific installation. Depends on whether you can identify the correct owner and obtain reliable records or marking. When plans, site history or visible equipment indicates a line outside one-call coverage.
Private utility locator Investigates lines not included in the one-call response and can use additional locating methods. Methods and detectable materials vary; locating equipment does not automatically establish depth. On private property, at facilities with extensive private distribution, or whenever the one-call marks leave gaps.

These avenues complement one another. A private locate does not replace the 811 request, and an 811 response does not replace checking for private facilities.

Step-by-step process for locating lines before digging

1. Define the work before you request a locate

Prepare a clear description of the excavation, boring, trenching, grading or demolition. Identify the address, nearest cross street, limits of the work, approximate dimensions and the planned route of any trench or bore. Include access roads, staging areas and alternate alignments if equipment or excavation could move beyond the initial footprint.

For directional drilling, identify the complete drill path, entry and exit points, expected depth range and any work area needed for pits. A narrow description can leave facilities outside the ticket area even though the operation may reach them.

  • the earliest lawful start time;
  • how long the ticket remains valid;
  • what to do if marks fade, are disturbed or become unclear;
  • which owners were notified and which reported no facilities;
  • whether a separate request is needed for changes, additions or a new phase of work; and
  • how the jurisdiction defines any tolerance zone around a marked facility.

Keep the ticket number, submission time, response records and any written instructions with the project file. A locate ticket is evidence that the notification process was followed; it is not permission to excavate anywhere without further verification.

3. Mark the proposed work area in white

Before locators arrive, delineate the area with white paint, flags or stakes. Mark the full proposed excavation and any route where equipment, spoil placement or access could affect underground facilities. Use a continuous, visible outline or the marking format required by the local center.

Protect the marks from traffic, grading, weather and cleanup. Photograph the marked area and the completed utility marks, especially on a project that will remain open for several days. If the layout changes, stop and update the request rather than assuming the original marks extend to the new area.

4. Record what the one-call response does and does not cover

Walk the site with the locator responses in hand. Note each utility owner, the color or symbol used, any “no conflict” response and every area that was not marked because the owner could not be identified or the facility was outside the program.

Do not treat an unmarked area as empty. Ask the property owner, facility manager, previous contractor and relevant utility owners about private services. Review site plans, as-built drawings, easements, permits and prior repair records when available. Plans can be incomplete or inaccurate, so use them as clues and cross-check them against field conditions.

5. Inspect the site for physical clues

Look for meter boxes, transformers, utility poles, pedestals, valve covers, cleanouts, hydrants, fuel tanks, septic features, communications cabinets, building service entrances and trenches that have been backfilled. Trace the most plausible route from each feature to the building, roadway or property boundary.

Visible clues can reveal a private line that was never included in the one-call response. They do not prove the line’s route, depth or condition. Record the clue, identify the owner if possible and arrange additional locating before excavation.

6. Compare all information before equipment enters the ground

Compare the marks with drawings, owner information, surface features and the proposed excavation. If a marked route conflicts with a drawing or appears to stop short of a known service, resolve the conflict before digging. For higher-risk work such as horizontal directional drilling, use several independent sources of information rather than treating a single locate method as conclusive.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

7. Verify the exact location as excavation approaches

Estimated marks tell you where a facility is expected; they do not establish its exact horizontal position or depth. As the excavation approaches a marked or suspected installation, expose or otherwise verify it by a safe and acceptable method required by the project and jurisdiction.

Hand excavation, careful daylighting and hydro-vacuum excavation may be used where appropriate. OSHA has recognized adjusted hydro-vacuum equipment as an acceptable means in a specific interpretation when it is configured so it will not damage underground utilities, particularly vulnerable electrical lines. That interpretation is conditional; it is not a blanket approval for every vacuum method or machine. Follow the equipment manufacturer’s limits, the utility owner’s requirements and the employer’s safe-work procedures.

For directional drilling, pothole or daylight the planned crossing points and other locations needed to establish the facility’s actual position. Service locators typically cannot provide reliable depth. Do not select a drill path based only on a surface mark or a locator display.

8. Protect lines that become exposed

Once a utility is exposed, prevent movement, impact and loading from equipment or spoil. Support it as required, keep workers clear of unsupported lines and follow the utility owner’s instructions. Protect the installation for the entire time it remains exposed. If the line is damaged, stop work, keep people away from the hazard and notify the owner and emergency responders when appropriate.

Why surface marks and locator readings are not enough

Paint, flags and electronic locator signals show an estimated route under the conditions in which the locate was performed. They may not show depth, vertical separation from another facility, abandoned lines, nonconductive materials or private services outside the locate request.

Depth can change because of grading, erosion, road work, landscaping, replacement and settlement. A line can also deviate from an old drawing or from a straight path between two visible points. Treat every mark as a warning zone that requires controlled approach and verification, not as a precise three-dimensional map.

  • Never assume a marked line is deep enough to pass beneath your excavation.
  • Never assume an unmarked line is absent.
  • Never use a drawing, electromagnetic reading or paint line alone as proof of exact location.
  • Never drive stakes, drill, auger or operate an excavator through a suspected route without the required verification.

Special planning for directional drilling and other high-risk work

Horizontal directional drilling can pass beneath utilities that are not visible from the surface, and the bore may deviate from its intended path. Plan the entire alignment, including entry and exit pits, setbacks and areas where the drill string could curve.

Inspect the route, review drawings, contact utility owners and compare those findings with field marks. Pothole utilities at the planned crossing points and wherever the design or field evidence indicates uncertainty. Establish a communication plan between the drill operator, spotters and the person monitoring exposed facilities. Stop when actual conditions differ from the approved plan.

The same conservative approach applies to augering, earth anchors, sign foundations, piling, blasting, deep landscaping and any operation that can penetrate below the surface without a broad open trench.

Timing, failed responses and changes to the work

If a utility owner has not responded

Check the ticket status with the one-call center and document the contact. OSHA’s standard contains a conditional provision for situations in which an owner cannot respond within 24 hours, or within a longer period required by state or local law, or cannot establish the exact location. In that situation, an employer may proceed only with caution and with detection equipment or another acceptable locating method. Exact locations still must be determined safely as work approaches.

This provision does not mean that a contractor may skip 811, ignore an unresolved response or begin ordinary excavation casually. Follow the more protective requirement when state law, the owner or the project plan imposes one.

If the marks are missing or damaged

Stop the affected work. Request a remark or refresh under the center’s procedure and preserve the original ticket information. Do not estimate the route from faded fragments or from the position of a mark on the opposite side of the excavation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the design or work area changes

Pause and determine whether the revised route remains inside the original described area and ticket validity period. If not, submit a new or modified request and remark the expanded area. A change from trenching to boring, a longer alignment or a deeper excavation can create a new conflict even when the original area was correctly marked.

Pre-excavation documentation checklist

  • One-call ticket number, submission date and authorized start date.
  • Written list of notified utility owners and their responses.
  • Photographs or a site sketch showing white marks and utility markings.
  • Private-line investigation, including owner contacts and private locator results.
  • Current drawings, easements, permits and records used for planning.
  • Locations that were pothole-dug or otherwise verified before excavation reached them.
  • Method statement for protecting, supporting or removing exposed installations.
  • Names and responsibilities of the competent person, equipment operators and spotters.
  • Emergency contacts and stop-work instructions for a strike or unexpected line.

Common mistakes and the safer correction

Mistake Why it fails Safer correction
Calling 811 only for the property address The work limits may be unclear, leaving part of the route outside the request. Describe and white-mark the complete proposed work area and update it when the plan changes.
Assuming every buried service is publicly owned Private lines may not participate in one-call marking. Inspect for private facilities, contact owners and use a private locator when needed.
Digging directly on a paint line The mark is an estimate and does not establish depth. Approach cautiously and verify the exact location by a safe method.
Relying on a locator’s depth display Locator equipment and conditions may not provide dependable depth. Use potholing or another accepted verification method before crossing or digging near the line.
Leaving an exposed line unsupported Movement or impact can damage the facility or injure workers. Protect and support it for the duration of the open excavation.
Continuing after the plan changes The original ticket and marks may no longer describe the work. Stop, reassess coverage and obtain a new or modified locate when required.

What to do if you contact or damage a utility

Stop excavation and keep workers and the public away from the area. Do not touch a damaged electrical line, approach escaping gas or fuel, or attempt an improvised repair. Call the utility owner and emergency services when there is fire, explosion risk, a gas release, energized equipment, flooding or another immediate hazard. Follow the owner’s instructions, preserve the scene and report the incident through the employer’s required process.

Even a line that appears abandoned can contain energy or serve another facility. Treat it as live or in service until the owner confirms otherwise.

What marking supplies can—and cannot—do

White marking paint, flags and stakes are useful for showing locators exactly where excavation is proposed. They are layout supplies, not detection devices. They do not identify a buried line, prove depth, replace an 811 request or substitute for private locating and potholing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bottom line for a safe excavation plan

Start with 811, clearly mark the entire work area, verify which owners and installations are covered, investigate private lines, and reconcile marks with records and physical evidence. As the excavation approaches any estimated route, determine the exact location with a safe method; never infer depth from paint or a locator display. Protect every installation that remains exposed, and stop whenever the field conditions do not match the locate information.
